{"title":"Framework for Occupational Safety, Health and Employability Reintegration Initiatives for Disabled People within CEMAC Countries","authors":"Professor Alain Ndedi, Annita C Metha","doi":"10.2139/ssrn.3035877","DOIUrl":"https://doi.org/10.2139/ssrn.3035877","url":null,"abstract":"In any country in the world including within CEMAC countries, access to work is a public initiative that aims to help able and disabled peoples to integrate into or remain in a work setting. Unfortunately, some incidents and impediments may prevent disabled individuals to not easily have access to work sites. This paper brings a programme for organizations which provides support to disabled people who are seeking work, including funding of adaptations and purchase of special equipment, based on the established needs of the individual applicants to fulfill their needs. In this paper, the programme is about targeting groups of unemployed disabled people and employed disabled people at risk of becoming unemployed. In this paper, a programme will be developed aiming to enable disabled peoples to compete on an equal footing with their non-disabled colleagues. As it is going to be highlighted, this initiative will part of a larger movement within CEMAC countries Welfare policy towards the American model of ‘Welfare to Work’. As it going to be developed, the programme targets adults with disabilities who present themselves to the Job-Centre. They may be unemployed or already in employment, or perhaps wishing to change jobs. In addition, disabled people who are already in work, but who may need any of the supports provided by the service are also a target group. With the objectives of CEMAC countries to move to developmental states, integrating or reintegrating long-term disabled people at work is not only an activity to be undertaken by regional governmental organisations; but also social partners can also play a role. Unfortunately, role of a few civil society organizations and international non-governmental organizations has spread confusion in Pakistani society that is fatal for workers who put their passion in development of local communities. Bureaucracy and corrupt practices of state departments also contributed to this atmosphere of distrust. Results of this anti-NGO wave will be regressive for the poor and marginalized ones. Any new project aiming at reducing miseries of the poor is unlikely at present. {"title":"Rescuing Food from the Organics Waste Stream to Feed the Food Insecure: An Economic and Environmental Assessment of Australian Food Rescue Operations Using Environmentally Extended Waste Input-Output Analysis","authors":"C. Boland","doi":"10.3390/SU7044707","DOIUrl":"https://doi.org/10.3390/SU7044707","url":null,"abstract":"In this paper we investigate the economic and environmental efficiency of charities and NGO’s “rescuing” food waste, using a 2008 case study of food rescue organisations in Australia. We quantify the tonnages, costs, and environmental impact of food rescued, and then compare food rescue to other food waste disposal methods composting and landfill. To our knowledge this is the first manuscript to comprehend the psychical flows of charity within an Input-Output framework—treating the charity donations as a waste product. We found that 18,105 tonnes of food waste was rescued, and calculate that food rescue operations generate approximately six kilograms of food waste per tonne of food rescued, at a cost of US$222 per tonne of food rescued. This a lower cost than purchasing a tonne of comparable edible food at market value. We also found that per US dollar spent on food rescue, edible food to the value of US$5.71 (1863 calories) was rescued. Likewise, every US dollar spent on food rescue redirected food that represented 6.6 m 3 of embodied water, 40.13 MJ of embodied energy, and 7.5 kilograms of embodied greenhouse gasses (CO 2 equivalents) from being sent to landfill or composting, and into mouths of the food insecure. This article argues that many market and government failures in charitable goods are actually caused by transaction costs, and that social technology can solve those market and government failures by reducing transaction costs. Canada (Attorney General) (2014), the applicants successfully challenged the adequacy of the environmental assessment report prepared in relation to a proposed nuclear power plant. In assessing that report, the Federal Court described environmental assessment as an “evidence-based and democratically accountable” decision-making process. In this comment I suggest that this characterization represents the most significant – if perhaps also long overdue – development in Canadian environmental assessment law since the Supreme Court of Canada’s landmark decision in Friends of the Oldman River Society v. Canada (Minister of Transport) (1992). Unlike in the case of for-profit markets, in the non-profit case the absence of price-based sales contracts between providers and donors means that fixed costs are directly relevant to donors, and that they can translate into an entry barrier, protecting the position of an inefficient incumbent; or that, conversely, they can make it possible for inefficient newcomers to contest the position of a more efficient incumbent.
