We used bibliometric indicators to explore documents production, dispersion, distribution, time of duplication, and annual growth, as Price’s law of scientific literature growth, Lotka’s law, the transient index, and the Bradford model. We also calculated the participation index of the different countries and institutions. Finally, we explored the co-occurrence and thematic networks for the most frequently used terms in venture capital research through bibliometric mapping.A total of 1,230 original articles were collected from the timeframe 1978–2020. The model confirms that Price’s law is not fulfilled. Scientific production was better adjusted to linear growth (r = 0.9290) than exponential (r = 0.9161). Literature on venture capital research has increased its growth in the last 43 years at a rate of 7.9% per year, with a production that doubles its size every 9.1 years. The transience index was 79.91%, which indicates that most of the scientific production is due to a lot of authors with a small number of publications on the research topic. Bradford´s law shows that the scientific production in this area is widely distributed in multiple journals, and Lotka’s law indicates that the author’s distribution is heavily concentrated on small producers. The United States of America (USA) and the University of Pennsylvania present the highest production, contributing 31.22% and 1.63% of the total production of research on venture capital.The venture capital task has undergone a linear growth, with a very high rate of transience, which indicates the presence of numerous authors who sporadically publish on this topic. Taking into account the tasks of improving the mechanisms of public administration in the field of intellectual property, the development of tools to stimulate extra-budgetary financing of R & D, as well as the use of scientific results in the production activities of industrial enterprises, it is advisable to identify higher education organizations with significant performance in scientific and technical activities as well as creating and using RID, or leaders in patent and innovation activity, as well as creating and using RID. The tasks set in the study were solved using methods of retrospective analysis, methods of empirical research, including international and Russian approaches to ranking national and foreign universities. The proposed methodology of ranking Russian higher education organizations by the patent and innovation activity can be used for comparative assessment of scientific and technical competence in terms of Strategy of scientific and technological development areas of research. It was found that laggard gross job-creation, assets tangibility, financial leverage, profits, and the fact firms belong to the construction sector determine gross job-creation. Regarding gross job-destruction, it was found that this variable is determined by its laggard variable, firm’s size, worker’s tenure, and the fact the firm belongs to the hotels and restaurant sector. Finally, findings suggest that a resource-based approach explains gross job-creation and gross job-creation for micro firms by using microdata. Models of cooperation between organizations of science, education and industrial partners: Resolutions of the Government of the Russian Federation of April 9, 2010 No. 218, Federal law of August 2, 2009 No. 217-FZ, aimed at creating a ring of small innovative enterprises around universities, as well as the project of the Association of Entrepreneurial universities. It is proposed to be guided by the understanding of the criteria for technological development, which is proposed by the strategic planning documents, when determining the key functions of scientific and educational centers (SEC). The assumption is made that formalizing this concept would allow developing a more harmonious system of indicators of the technological development of the country as a whole and individual regions and more clearly formulating the goals and objectives of SEC as a model of technological development. It is noted that the SEC efficiency indicators proposed by the methodology of The Ministry of Science and Higher Education of the Russian Federation to a greater extent reflect the totality of the functions of the cooperation participants, but not the quality of initiatives aimed at accelerating the technological development of the region.
