Tsvetkova","doi":"10.22394/2410-132x-2022-8-3-4-202-219","DOIUrl":"https://doi.org/10.22394/2410-132x-2022-8-3-4-202-219","url":null,"abstract":"An assessment was made of the current level of development of the thematic area of «regenerative medicine» in Russia and in the world based on an analysis of the list of methods of cell, gene therapy and tissue engineering officially approved by the regulatory authorities of the world as of November 2022, as well as an analysis of the global publication and patent portfolio.It is shown that the practical result of the 20-year development of regenerative medicine was the creation and approval of 70 products and technologies, of which 12 are methods (products) of cellular immunotherapy, 11 are gene therapy products, 17 are cell therapy products, 8 are cord blood therapy methods, 22 – products of tissue engineering. The United States is the leader in terms of the number of regenerative medicine technologies and products approved by regulatory authorities for the use of technologies and products in healthcare practice – 32 methods and products, the second position is occupied by the EU (21), followed by the Republic of Korea (16), Japan (10), Canada (7). 3 technologies and products were approved in India, China and Australia, 2 in Singapore, 1 in New Zealand. During the observation period, only one gene therapy product was recalled (ZYNTEGLO in the EU in 2021). The country that makes the most significant contribution to research and development in the field of regenerative medicine is the United States, which has a national publication portfolio that is at least three times larger than the top 5 countries in this topic area (China, Japan, UK and Italy). The Russian Federation ranks 17th with the total number of publications in the national portfolio. Practical solutions are proposed to harmonize the internal and external motivation of the researchers’ work of the sectoral research institute in order to ensure the effectiveness of their scientific activities, the implementation of key indicators of the effectiveness of scientific work and to promote the economic and innovative effect of the institute activities. The authors proposed a conceptual system for stimulating the work of researchers through authorship in scientific publications and evaluated its effectiveness. The scientific novelty lies in the development of a system of incentives for authorship in scientific publications to employees of the Railway Research Institute. A study of theoretical and methodological aspects of assessing the quality of work of teaching staff has been conducted. The key components of the category “quality of professional activity of the teaching staff” are identified and a definition based on the essential aspects of the selected components is formulated. The main trends characterizing the modern system of higher education (elements of the transformation of the higher education system) are also highlighted, their impact on the activities of teaching staff of higher educational institutions is analyzed and the emerging demands of the external environment for the qualification of teaching staff are highlighted. The purpose of the work is to analyze the publication policy and experience of the development of national scientific platforms of the countries within the EAEU, SCO and BRICS, the analysis of journals indexed in the international scientometric databases and in the List of Higher Attestation Commission by the fields of science. In the study were used methods of analysis, generalization and grouping. Through an analysis, it was determined that the journal list of the Higher Attestation Commission contains mostly scientific periodicals publishing research on economic sciences, clinical medicine and jurisprudence. The paper provides an analysis on the practice of purchasing scientific equipment, conducted on the basis of statistical data obtained from representatives of core shared research facilities and large-scale research facilities that received governmental support in 2019–2021, as well as on the data of a sociological survey. As a result, the hypotheses put forward by the authors about the predominance of foreign-made scientific equipment in the procurement structure, about the decrease in the average cost of purchased equipment in 2019–2021, about the presence of significant unevenness of scientific equipment by subclasses in the procurement structure of scientific equipment, about the presence of similar organizational problems in the field of procurement of scientific equipment. One of the factors of its successful functioning is the unification of the regulatory framework, the creation of a single market principle, and the coordination of the work of patent offices. The purpose of the study is to establish the specifics of the work of the patent offices of the Commonwealth of Independent States to ensure adequate mutual protection of intellectual property, including with countries that are not part of the Eurasian Economic Union, but with which the economic and cultural relationships that have been established for decades are maintained. The analysis of organizational management structures in the field of intellectual property in the CIS countries has shown that along with the general principles of their work, there are numerous features of their activities. The main research method was structural-logical and comparative analysis. Common features are identified, positive experience is generalized, typical shortcomings of both organizational structures as a whole and individual structural units are noted. The place of patent offices in the general system of public administration is determined. The specifics of performing functions, the composition of which differs significantly in different countries, are disclosed. The features of interaction with patent offices are determined.
