This allows, on the one hand, to determine the place of higher education in the structure of the global innovation space. The purpose of the study is to determine effective approaches to adaptation of the search query providing the most complete coverage of the Program topics publications and applicable to international and domestic databases. In publications from applications for participation in the Program, we identified keywords to validate the search query. We used keyword search in WoS, Scopus, core of Russian Index of Science Citation, identification of publications by using WoS and Scopus APIs, graph building in VOSviewer, Yet Another Keyword Extractor text mining method. The global output of publications, the productivity of individual countries and organizations, indicators of international scientific cooperation are considered. The characteristic features of world studies in the field are revealed: a high concentration in the group of leaders, a noticeable participation of corporations and military scientific structures, and growing international cooperation. Considerable attention is paid to the positions of Russia, which towards the end of the period returned to the top ten countries in terms of productivity. The Russian Academy of Sciences is the sixth among the world scientific organizations in the production of publications on quantum technologies for the entire period; Russian scientists actively cooperate with foreign scientists, including those from leading Western countries. The low research effectiveness noted at the level of state institutions hinders the innovative development of our country. The first fundamental step in solving this problem is the preparation of detailed comprehensive technical specifications based on effective work planning, the very possibility of which is a hotly debated issue in the scientific and technical community. The direct relationship between results planning and objective monitoring of the work progress, which together lead to increased effectiveness, the possibility of redistributing the budget in favor of highly effective innovative developments, is analyzed, and shown. Based on the lean R&D approach and tailored readiness levels criteria, both the possibility itself and practical step-by-step recommendations for planning and operational monitoring of results are shown. The recommendations are considered on the example of the formulation of detailed criteria for the necessity and sufficiency of pilot sample testing as the most important element of the early motivation of an industrial partner to get into cooperation. The described methodology is an important part of the lean R&D concept developed by the author, towards differentiated risk management based on numerical readiness levels criteria, early decision-making on the transformation of goals and objectives of work depending on the results obtained, and reasonable redistribution of investments. The result of the study is practical recommendations for planning and operational control of the results achieved to create competitive innovative products, early diagnosis of risks, justifications for the redistribution of resources. The advantages of the method include its reliability and objectivity, information security. As a result, the conclusions are substantiated: the created technology parks, clusters and industrial parks play a significant role for the development of the industry of the regions, improving the environmental situation and accelerating socio-economic development, but the process of creating industrial enterprises using a new industrial infrastructure requires intensification. With a share of 0.4% in the global number of start-ups, Russia is inferior not only to developed countries but also to the BRICS countries. As of 2020, only 37 start-ups per million population are being created in the Russian Federation, while Switzerland has 1791. At the same time, in the jurisdiction of Russia, out of the total number founded in 2010–2019 start-ups remained no more than 36%. The strategies allow universities to create successful technological innovation ecosystems in the cultural, economic, and socio-political environment, which cannot be characterized as favorable for academic entrepreneurship.
