Because of this, the power transmission companies have opted for the OPGW stringing with energized transmission lines. A quite safe and productive methodology called \"carrier\" was adopted. The method consists in using a self-propelled carrier that slides on existing grounding wire, while pulling an aramid rope and positioning several double pulleys. The OPGW gets strung by pulleys and then replaces the existing ground wire. This paper describes the experience of several OPGW stringing, including methodology and tools used, advantages and main results achieved. The measure error variation as time function is shown, starting from the creation of a database. Such a database was loaded with experimental results, begun in the decade of the 1980 for electromagnetic meters and in 1990 for electronic meters. The experimental tests included the error determination with loads corresponding to 10%, 50% and 100% of the rated current (In), for unitary power factor. From the experimental study it is concluded that induction meters are not obsolete for active energy measurement, with lineal loads or with current distortions (THDi) smaller than 20%. The error is increased when decreasing the load current, and it increases lightly in the time. The antagonist situation existing among utilities, customers, regulatory institution, and equipment manufacturer is discussed. The study is based mainly in a collection of databases of utilities, and consumer associations, plus journal published information and own experiments on market available appliances. Results of experiment carried out on appliances are presented, showing a high weakness to impulse type overvoltages. A damage index is proposed, giving the values determined from the study. The phenomena that can be more damaging for appliances are transient overvoltages, long time overvoltages, undervoltages and unbalances. Most of the damage causes are due to low voltage system problems, originated in human errors, poor maintenance and storms. Furthermore, appliances withstand capability is extremely low and do not meet international requirements. With the absence of clear and practical guidelines for CT's selections, designers are facing great difficulties to ensure proper operations of digital relays. The impact of CT saturation is different for different protection devices and schemes. This paper investigates the influence of CT saturation on over-current digital relays, in distribution systems where loads are relatively small and connected to switch-gears with high short circuit levels. A research was performed to verify the operations of instantaneous and time-delayed over-current digital relays to ensure coordination with other devices and safe isolations of faults. It is shown that instantaneous digital relays will perform properly with a relatively small CT's. A criterion for selecting CT's for instantaneous digital over-current relays operations is presented. It is based on a probabilistic function that depends on the operation time from the last time, the previous times (historical data) and three parameters: shape, scale and effectiveness. This model is adjusted to the data considering the magnitude and the occurrence order, which is not possible using the traditional models; this property is denominated adaptability. Although the model was created originally to estimate the repairable systems reliability (it is adjusted using the successive corrective maintenances, and it measures its effectiveness), it is possible to apply it to any probabilistic process as: eolic and lightning. For performing this, a MAPLE language coded algorithm was designed. This paper suggests to simplify the PGR model to the three parameters Weibull distribution, applying the least square estimation.
