Mytrofanova","doi":"10.37100/2616-7689.2021.9(28).9","DOIUrl":"https://doi.org/10.37100/2616-7689.2021.9(28).9","url":null,"abstract":"The publication is devoted to issues of the formation of an economic regulation mechanism of sustainable water resources using in Ukraine, in particular the development of scientifically based recommendations for the involvement of underground aquifers in operation and increase the quantity of their use in various sectors of economy. It is noted that a system approach to the consideration and solution of this issue provides the need to develop appropriate methodical and methodological bases and create an information and analytical base. Assessment and forecast of prospects for the development of water consumption from underground sources and the involvement of appropriate administrative, legal and financial levers to perform such tasks are impossible without taking into account a range of geographical, socio-economic and environmental factors. It is proposed general methodological approaches to the creation of an appropriate forecasting system considering hydrological and hydrogeological conditions of different regions, the characteristics of water intakes, the qualitative and quantitative indicators of water supply sources, the state of their protection from the influence of anthropogenic factors, and a number of other indicators. It is accentuated that only a methodically balanced analysis of all these factors will reveal the natural, social and economic patterns of the region and determine the economic basis and appropriate ways of the water management industry development. {"title":"ECOSYSTEM ASSETS OF THE COMMUNITIES NATURE PROTECTED TERRITORIES: APPROACHES TO THE ASSESSMENT","authors":"I. Patoka","doi":"10.37100/2616-7689.2021.10(29).7","DOIUrl":"https://doi.org/10.37100/2616-7689.2021.10(29).7","url":null,"abstract":"The paper proves the need to reform the system of ecological management of protected areas of communities on an ecosystem basis, taking into account the general processes of decentralization and European integration. It is noted that the main problems of adequate assessment of local natural resource potential of communities, in particular the assessment of ecosystem assets of their protected areas, are related to the imperfection of the general methodology of its implementation and the relevant regulatory framework.\u0000It is emphasized that the achievement of the goals of sustainable spatial development at the local level is ensured via full mobilization of all types of local resources, e.g. in protected areas, in particular by taking into account the value of ecosystem assets and ecosystem services produced by them in the interests of local communities. \u0000It is shown that economic assessments allow to substantiate the economic efficiency of investments in the environmental complex in order to preserve biodiversity, compare the costs and benefits of ecosystem services, as well as calculate the amount of compensation payments.\u0000It is determined that the process of assessment of ecosystem assets of territories is a measurement of the total monetary value of ecosystem-related goods and services in the region, i.e. the assessment of ecosystem assets is primarily to assess the ecosystem services produced by these assets.\u0000As a result of the study, successive stages of developing an algorithm for assessing ecosystem assets of protected areas of communities with the definition of the main structural components of assessment: valuation of ecosystem services produced by assets of protected areas, using a combination of relevant assessment methods and valuation component of the total local ecosystem asset of a particular territorial community.\u0000The calculation of the total value of ecosystem assets of protected areas of communities on the example of Blagodatnenskaya OTG of the Pervomaisky district of the Nikolaev area is executed. {"title":"FORMATION OF THE STRUCTURE OF PAYMENTS FOR THE USE OF THE FOREST ECOSYSTEM SERVICES","authors":"O. The practical experience of implementing ecosystem payments in the field of forest use abroad was evaluated. It is well-founded that many countries have already implemented such payments, and in particular, in Costa Rica, these financial instruments have been operating effectively for 30 years. A mechanism was developed and a description of the process of forming the matrix of ecosystem payments and the algorithm of its creation was carried out.\u0000The structure of payments for the use of resources and functions of forest ecosystems has been developed in the form of a matrix, which is the most significant result and scientific novelty of this research. The \"Matrix of payments for the use of resources and functions of forest ecosystems\" lists various services or functions of forest ecosystems: regulation of the water regime; stabilization of the composition of the atmosphere, waste assimilation; significant decrease in wind speed, absorption of noise by the forest; provision of recreational services by forest ecosystems and others. The matrix highlights various conditions under which payments are differentiated: depending on the type of documentation, on the scale or size of the forest area, on the level of management or type of ownership; as well as the obligation of ecosystem payments, their regularity, or voluntariness, or their combination.\u0000A structure of ecosystem payments has been developed, which includes: ecological payments for regulating the water regime, regulating the climate regime, regulating the intensity of snowmelt and the water level in rivers; for stabilization of the composition of the atmosphere, assimilation of waste, improvement of the environment with the help of the release of phytoncides for bioremediation by plants; for a significant decrease in wind speed, for keeping under the tent the crowns of fauna and flora, absorbing noise by the forest; for the provision of recreational services by forest ecosystems. Miskevych","doi":"10.37100/2616-7689.2022.11(30).2","DOIUrl":"https://doi.org/10.37100/2616-7689.2022.11(30).2","url":null,"abstract":"Summing up the results of many years of research on the effectiveness of the environmental safety system, the authors have repeatedly drawn attention to the fact that the financial and economic aspect of this process is the most vulnerable to external and internal influences. Any form of activity, from modernization of enterprises or waste sorting, involves the introduction of environmentally friendly technologies, energy efficiency measures and educational activities. Each of the identified areas will require additional funding – attracting investment. In the EU, various forms of state aid are used for this purpose – soft loans, co-financing programs and grants. Environmental taxes in the EU are set at such a level that it would be economically feasible for companies to reduce greenhouse gas emissions and pollutants, reduce waste, and modernize. Emphasis is placed on the need to change the system of financing environmental measures and the mechanism for allocating investments in order to introduce mechanisms for stimulating green modernization and energy efficiency in Ukraine.\u0000It is proved that this requires a change in the Ukrainian system of environmental taxation and the creation of a special fund. It can be an independent institution that will manage environmental tax funds. This will allow you to effectively use these funds for environmental measures, attract additional international resources and apply environmental solutions in production.\u0000Studies have shown that rent payments can help increase environmental and man-made security. The latter are considered as direct rent indicators and ancillary characteristics that allow to determine the relationship between rent and current development indicators. A balanced rent policy (distribution of fiscal and investment payments) will create a system of reserves that can be used to overcome the problems associated with ensuring a sufficient level of environmental security. The possibilities of finding and attracting private capital in this area are also considered.
