It should be noted that all methodological and methodical approaches used in world practice to determine the value of natural resources, in their economic essence evaluate each object of using the nature as a commodity that can be bought, sold, leased, etc. This approach is based on an economic point of view and does not take into account the ecological properties of this resource (for example, forest is evaluated exclusively as wood – raw material for the woodworking industry, and its assimilative and oxygen-producing properties are not taken into account). \u0000In the article we propose a methodological approach to the valuation of ecosystem assets of territorial communities that provide assimilation and oxygen production services to society, which is based on the ecological-economic point of view. The essence of this method is that the valuation of ecosystem resources is determined by the cost of their ecosystem services that they provide to society throughout its life cycle. Moreover, when carrying out a summary valuation of various ecosystem assets (forest, water, land), the latter must be valued by the same (identical) method. \u0000The paper proposes an algorithm and a specific mathematical apparatus that allows to determine the value of any ecosystem resource and on its basis to determine the complex value of ecosystems owned by local communities. Tables of data on the volumes of carbon dioxide absorption by plants of Ukraine, which most intensively assimilate carbon dioxide, on indicators of oxygen release by plants and on the duration of the life cycle of certain species of trees and shrubs. It is these indicators can be used as performance characteristics in the proposed mathematical apparatus in the valuation of ecosystem assets. An analysis of the redistribution of fiscal payments of EU member states and some post-Soviet countries. The fiscal system is an important tool for the state redistribution of natural resource rent payments. As you know, the tax system is one of the main levers for creating favorable conditions for socio-economic development of the state and the greening of the environment. Research related to the study of the rental phenomenon has a long history. The concept of rent began to take shape long before the active discussion in economics. The article reveals the essence of the concept of rent and investigates the mechanisms of redistribution of rent payments from the use of natural resources. As you know, the taxation system, along with the legal and judicial systems, is one of the main levers for creating favorable conditions for socio-economic development of the state and the greening of the environment. The structure of real estate includes land resources (land plots), which form the basis of further economic activity. Owners or users of natural resources in the course of economic activity receive rent or income from the use of real estate. Rent payments from the use of natural resources (nature use) affect the filling of the budgets of many countries through the system of taxation of individuals and legal entities. In this way, local budgets, the state treasury, stabilization funds and funding for environmental protection and natural resources formed. Analyzing the state and intensity of nature management was found that the economic efficiency of use and redistribution of natural resource payments of European countries is significantly heterogeneous. In European countries, with a high level of development, the share of rent payments from the use of natural resources is insignificant, without the disadvantages of resource-oriented economies. The structure of budget revenues from the use of real estate, including land tax analyzed. The essence of this potential and the factors of its growth are revealed. These factors affect the development of the economy and the achievement of social safety – important prerequisites for improving living standards. It is emphasized that a special role in achieving the latter belongs to education in general and higher, in particular, which provides the formation of students' creative thinking, the ability to independently search, produce the necessary information to acquire knowledge. In this aspect, the importance of the introduction of innovative and interactive technologies in educational activities is revealed, which improves the training of graduates of educational institutions for future professional activities. It is emphasized that these technologies should cover both theoretical and practical issues related to the organization of the educational process, as well as teaching aids. Training in these conditions should have a positive impact not only on overcoming the country's economic crisis, but also on achieving social safety. The article presents the structure of social safety, reveals the essence of each of its indicators, provides the dynamics of relevant indicators, including relative poverty, unemployment; food consumption in Ukrainian households as a percentage of total consumer expenditures. The factors and principles, the observance of which promotes the functioning of social safety in the country, overcoming the threats, challenges and dangers of its achievement are given. Among the factors of social safety, significant attention is paid to resource, including financial, provision and its diversification. It is noted that all currently existing methodical and methodological approaches to the valuation of minerals by their economic nature are in fact an analysis of the economic feasibility of realization of investment projects for the development of deposits, which actually answers the question: is the investment project for the development of the field economically viable. Based on the analysis of literary sources, it is established that at the present stage of development of the world economy, the interest in the economic evaluation of the efficiency of development of mineral resources is not waning. However, methodological approaches are different and there is still no unity in them. Experts point out that the current methods require improvement due to the low accuracy of calculations, since the size of the cost estimate depends on the amount of rental payments for the use of mineral resources in mining and the starting price of the sale of a special permit for the development of deposits at auction.\u0000For the first time in the economic theory economics, a graphoanalytic method for the cost estimation of mineral deposits has been proposed. The features of this methodological approach based on integral calculus, including the integration of continuous functions, as well as the method of discounting cash flows with simultaneous consideration of the life cycle scheme of deposits, namely mining and geological conditions of mining are opened. The step-by-step sequence of realization of the proposed method is resulted. Among them the ecosystem assessment of losses from negative consequences of management is relevant. \u0000The purpose of the article is development of the methodical approaches as to the ecosystem assessment of the losses resulting from the negative consequences of the local management.\u0000Considered are the main principal bases of the ecosystem approach concept. It is ascertained that the ecosystem approach to analysis of the losses from negative consequences of the local management demands formation of their assessment effective mechanisms since basing on the ecosystem losses economic assessment it is possible to take into account both the ecosystem market value and to ascertain actual situation as to the financial income from its use. The structure is proposed of the ecosystem assessment of the losses from the negative local management that defines the process trends and components aimed at analysis of the territory investment attractiveness. Classification is developed of the methodological approaches to the ecosystem determination of the caused and prevented losses from negative consequences of the local management. An analysis is made of the approaches in terms of the advantages and problems of utilization which is essential for the territory ecosystem management and economic regulation of the balanced nature management. It is ascertained that ecosystem assessment of the losses from management negative consequences is an integral characteristics of the disordered local management to be taken into account while developing the appropriate compensation mechanisms for local budget restocking under management system decetralization. It is a new intelligent city model proposed to promote urban health, safety and sustainable development. Through the background of smart city, focusing on the core issues such as what is a smart city, what kind of smart city to build and how to build a smart city, and based on the analysis and investigation of the development status of the smart city in Huzhou, this paper analyzes and expounds the problems existing in the construction of the smart city in Huzhou, This paper puts forward the countermeasures and suggestions to promote the development of the new smart city in Huzhou City.\u0000It gives information on further development within the proper implementation of the smart city concept. Firstly, this concept needs a wide range of specialists in the field of management, informatics, geography, architecture, regional economy, who should work in close cooperation synergistically. Secondly, it is substantial to applicate new technologies, for instance, they can be cloud computing, big data, GIS, the Internet of Things and artificial intelligence, etc. The current state of construction of a smart city is emphasized in unsatisfactory condition, hence, the development of the smart city in Huzhou needs all of the above factors. In the light of all evidence, to further develop a smart city, a set of measures is recommended, including clarifying development goals and providing scientific assistance to construction, providing smart planning, strengthening leadership and introduction of new technologies, establishing communications to explain the concept of building a smart city. This frame-concept forms the general conceptual basis and logistic algorithm of practical actions for implementation the assessment of ecosystem assets of territorial communities in the practice of nature management. In accordance with the existing typology of concepts, the characteristics of the frame-concept of assessment of ecosystem assets of territorial communities are given.\u0000The main elements of the three-dimensional model of the frame-concept of assessment of ecosystem assets of territorial communities, which are identified by its construction according to the appropriate logistic algorithm of its composition, are established. This algorithm should be performed in several successive iterations. The first is the analysis and structural-functional description of the categorical basis of the concept of ecosystem assets as producers of ecosystem services, which represents the studied frame-concept. The second iteration involves in-depth disclosure of the content and features of ecosystem assets of territorial communities as a notion. The third is to describe ways to assess the ecosystem assets of local communities as a two-dimensional formation, providing an appropriate level of detail. The fourth iteration is the definition of the numerical formalization of the semantic sphere of ecosystem assets, in particular the numerical formalization of the value measurement of ecosystem assets as producers of ecosystem services. The fifth is a study of scenarios for assessing the ecosystem assets of local communities.\u0000The subject-object and other components of the scenario of assessment of ecosystem assets of a particular territorial community, which are written in its corresponding scheme, are shown. In the future, this, in turn, allows us to design the nature of the relationship between the local community as the owner of ecosystem assets and other beneficiaries of their use. This will make it possible to address the level of responsibility for the functioning of the ecosystem assets that produce these services, as well as when considering eco-compensation for the consumption of specific types of ecosystem services or their loss.\u0000As a result, the study of the frame-concept of assessment of ecosystem assets of territorial communities created an appropriate theoretical and methodological platform that forms its holistic view and understanding by scientists and practitioners.
