The promotion of the partnership mechanism in preserving and developing the ecological infrastructure is disclosed. It is determined that it includes the assessment of the resource potential of the territory; defining its core competencies; locomotive industries, industries and spheres of management; creation of drivers of development of spatial systems; formation of points and zones of economic growth; cross-sectoral redistribution of investment flows, internal balancing of territorial development; creating a system of sustainable finance and ensuring system-wide sustainability of territorial formation. An appropriate scheme of sequential decomposition of the business ecosystem is proposed. The functional role of the natural resource space as a source of production, raw material, energy resources and the basis for the organization of business ecosystems have been determined here. The role of key competences for the functioning of a sustainable competitive economy has been determined also. The leading role of economic drivers and locomotive industries, which are able to build powerful chains of production, supply and sale in ensuring the sustainable development of business ecosystems, has been established. Also there is established the need to create growth points as spatially-localized territorial-economic entities, wich are provided with the necessary growth drivers and focused on the production of locomotive industries. It was found that the determining factor for the sustainability of the economic system is to ensure both its system-wide homeostasis and homeostasis in each of the subsystems in social, economic and environmental dimensions, which can be realized through a specific system of sustainable finance.\u0000It is determined that three factors should play an important role in the system of sustainable finance: building feedback mechanisms between the economic system and the environment and within its elements; creation of financial reserves and construction of channels of their direction on the needs of sustainable development; strengthening the links between finance and the real sector of production.\u0000The concept of systemic homeostasis is considered in the context of sustainable development management as a balanced state of dynamic self-sustaining balance in the development of socio-ecological and economic entities, which are considered as living systems of organized complexity. The focus is on proactive forms of homeostasis management, the essence of which, in contrast to reactive forms, is to respond to changes in the interaction of the system with its environment actively and purposefully. Financial dominance is considered as a separate fundamental functional component of the sustainable management system, the role of which is to ensure effective distribution relations between the social, economic and environmental components of the economy, and within each of them through appropriate institutions, mechanisms and tools.\u0000Principles of the dominant approach, functionality, vertical and horizontal integration feedback and self-sufficiency are proposed on the basis of the paradigmatic concept of sustainable finance. {"title":"THE HEALTH PROTECTION SYSTEM OF THE KYIV METROPOLITAN AREA: STATUS AND PROSPECTS OF THE INNOVATIVE DEVELOPMENT","authors":"O. It is related to the creation and establishment of effective mechanisms for the coordination of the health care system in the city of Kyiv within its own metropolitan area.\u0000The effectiveness of the provision of primary medical care in the metropolitan area of Kyiv was evaluated in a certain way by comparing the coefficients of calls to emergency medical care per 100,000 of the average annual population of Kyiv and Kyiv for 2010, 2013-2014, and 2018-2020 regions that are included in the zone of its metropolitan attraction. This applies to Kyiv, Zhytomyr, Cherkasy, Chernihiv and partially Vinnytsia regions.\u0000For Kyiv, the increase in calls for emergency medical assistance in 2019 (before the pandemic) compared to 2010 is more than 43%, and in the Vinnytsia region - by 21.3%. At the same time, in the Kyiv, Zhytomyr, Chernihiv and Cherkasy regions, a noticeable decrease in these indicators is observed.\u0000In general, the effectiveness of the health care system of the city of Kyiv for the specified period was assessed in a certain way by analyzing its impact on the specifics of the disease on socially dangerous diseases. This applies to the population aged 18 and older per 10,000 of the average annual population. At the same time, the peculiarities of the change in the share of pensioners in the average annual number of the population and primary care physicians (PRM) .\u0000The innovativeness of the development of the health care system of the metropolitan area of Kyiv should be based on a conceptual model that will take into account the successful experience of advanced countries and Ukrainian realities. First of all, this concerns the need for strategic actions to reform PMD on the basis of family medicine and emergency medical care, prevention of cardiovascular diseases, reducing the dynamics of the spread of HIV and mortality from AIDS and Covid-19, as well as protecting the health of the population, primarily mental in conditions large-scale war of the Russian Federation against Ukraine. Domestic and foreign scientific schools are actively researching both the theoretical aspects of the synergistic concept and their practical application to the management of socio-economic systems. At the same time, insufficient attention is paid to the issue of applying a synergistic approach in waste management. The current state of waste management in Ukraine has been analyzed and the main reasons restraining the development of this sector have been identified (weakness of the institutional base, weakness of the control over the implementation of legislation, insufficient mechanism of financial support of waste management, etc. This allows us to conclude that there is a need to rethink approaches to waste management from the standpoint of synergies. The lack of ecologically sound waste management creates a threat to the ecological safety and sustainable development of Ukraine. With the beginning of the war, the situation has significantly worsened. The purpose of the study is to develop a system of scenario-synergistic waste management dominants, which will allow identifying the key points of efforts in waste management in order to identify new opportunities in the context of the development of environmental safety. The types of interaction between the waste sector and the environment were considered, and waste management options with the least impact on the environment were determined. The system of the dominants as the basic key elements of a complex synergistic waste management system has been created. The system of the dominants is grouped into three key blocks: administrative-organizational, legal, and financial-economic. The practical value of the obtained results is to create a foundation for determining indicators that can form the basis for modeling various scenarios with the determination of the corresponding synergistic effect at the national, sectoral, regional and local levels.
