The substantive features of the components of the economic category «financial space» are analyzed. The essence of the financial space of sustainable management has been identified. It is determined that it reflects the relationship between the formation and functioning of the financial system of the state and its territorial entities with the relations of economic entities on the accumulation, use, distribution and redistribution of financial resources for sustainable development. Problematic aspects of formation of financial space of the state are defined on the basis of the analysis of dynamics of indicators of development of financial institutions of Ukraine. The place and role of the financial space is determined in the system of sustainable management in such a way that it firstly acts as a spatial environment for the implementation of the basic functions of sustainable finance; secondly: it is a factor of the formation of financial support for the sustainable management system; thirdly, it is the market environment for the functioning of the «green» financial market for the needs of sustainable development. It is established that along with the activities of the United Nations Environment Program Finance Initiative UNEP FI, grassroots sustainability initiatives of financial institutions should play a leading role in the formation of a sustainable financial space, they should assume appropriate obligations within the framework of global financial initiatives in accordance with the relevant specifics of their action and be able to form institutional field for the formation of a system of sustainable finances. The leading role in the formation of a sustainable financial space in the country of national economy management bodies at the national regional and local levels, which should focus on the global financial sustainability initiatives of UNEP FI in the formation of financial policy and improvement of national financial legislation was emphasized. In order to identify the structure and functions of such a platform, it is proposed to use the concept of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services. The systemic characteristics of the formation of the interaction platform of forest resource and market cycles of development, and, accordingly, and the functions of such a platform, are determined by an integrated set of factors of both economic, social and environmental content. {"title":"PRODUCTION AND USE OF BIOENERGY RESOURCES OF THE AGRICULTURAL SECTOR OF UKRAINE ON THE BASIS OF SUSTAINABILITY","authors":"S. It is established that the assessment of resource potential is carried out with regard to the following energy trilemma: decarbonization, energy security and affordability, which significantly increases the interest in alternative fuels derived from renewable sources. In order to achieve sustainable development in the context of providing businesses with affordable and clean energy, national indicators relevant to the agricultural sector have been developed. Biomass production utilizes both land and human resourse to a greater extent than any other renewable energy technology, and can create sustainable supply chains. It has been proven that the use of biomass improves the supply and access to energy at the local and national levels, but also reduces waste disposal, provides an alternative use of biomass or fossil resources. It is noted that the main products of biomass processing are solid and liquid biofuels, biogas. Ukraine's energy strategy 2035 suggests an increase in the use of biomass in energy generation up to 11,5 %, and the main stimulus for growth is the use of green tariff. Biomass production requires the largest amount of land resources compared to other alternative sources. It limits the use of sown areas for food crops in favor of bioenergy crops. In particular, the raw materials for the production of bioethanol in Ukraine are sugar, starch crops and cellulose materials, which are converted into the final product by alcohol and sugar factories. Biodiesel production is not widespread enough, and more than 95 % of the gross harvest of rapeseed and soybeans used for its production in 2019 was exported. In the structure of solid biofuels, agricultural waste, in particular straw, stalks and husks, has the greatest potential for the use. {"title":"METHODOLOGICAL BASICS FOR ASSESSING ECONOMIC DAMAGE FROM LOSS OF ECOSYSTEM SERVICES IN CONSEQUENCE OF MILITARY AGGRESSION OF THE RUSSIA","authors":"O. An idea was put forward to develop a special \"Methodology for assessing the loss of ecosystem services from military actions\", which would make it possible to achieve the amount of monetary compensation more adequate to the aggressor's costs of waging war and the actual damage caused to the environment by determining the cost of the loss of ecosystem services and restoration costs the environment. For the first time, the basic formula for the final value assessment of economic damage from the deterioration of ecosystem services as a result of armed aggression is presented and disclosed as an aggregated indicator with the definition of its main total components, in particular: economic damage from the deterioration of ecosystem services; reimbursement of the cost of lost resources and services during the recovery period; lost profits incurred due to the lack of a resource or service during the recovery period; compensations for non-renewable losses of biodiversity, unique ecosystem objects; the cost of carrying out scientific and organizational measures/works on assessing damage from the deterioration of ecosystem services as a result of armed aggression. Attention is focused on the fact that the proposed basic formula for the cost assessment of this damage can be a supporting basis for carrying out its specific assessment at any territorial level and within the selected ecosystems that have been damaged.\u0000An idea was put forward regarding the need to take into account the direct and indirect effects of military actions and their consequences that harm the environment, when developing the \"Methodology for assessing losses of ecosystem services from military actions\". The content of the effects of military actions and their consequences, which harm the natural environment of Ukraine, is revealed. The importance of conducting an assessment of the damage caused by military operations to the environment and ecosystem goods in particular has been established. This should be facilitated by the active introduction of innovations. Market transformation of the economy requires solving a set of problems associated with the development of territorial communities. World experience shows that at present the main factor of economic growth is social dominants and the intellectual potential of the population.\u0000The article examines the theoretical, methodological and practical aspects of the development of social dominants as the core of the formation of territorial communities. With the help of these dominants, objective reasons are created and the possibilities for the formation of intellectual potential are determined.\u0000The main trends in the development of social dominants are analyzed, the assessment of the current state of the processes of social development on an innovative basis in the context of ensuring social cohesion of society is carried out. Particular attention is paid to the issues of using the resources of territorial communities. It is noted that a synergistic approach plays an important role, in particular when using human resources, determining their life trajectory, formed on a socio-innovative basis. The study revealed that social innovations become real if they are secured by investments, have a purposeful character, and acquire such forms of implementation as social projects and social reforms. It is emphasized that the specificity of innovation lies in the fact that it is not any purposeful change, but only one whose subject content is a practical innovation created as a response to human needs, after which it acquires maximum distribution until this need is completely saturated.\u0000Social innovations, as noted in the study, contribute to: the revival and enhancement of social and cultural values; ensuring social transformations of society; growth of labor potential; improving the quality of educational, medical, cultural and other services; and in general bring domestic social standards closer to the corresponding standards of developed European countries.\u0000Considerable attention is paid to the issues of enhancing socio-innovative activity. The authors note that the latter is achieved when it is based on solid knowledge. Therefore, the work pays great attention to the education system, including the provision of socio-innovative development of united territorial communities, which contributes to the formation of prerequisites for the innovative development of the country's economy and contributes to the development of a competitive economy as a whole. At the same time, the educational sphere itself must move to an innovative path of development, and this, in turn, needs to update the curricula, adapted to the realities of the modern period of the world and domestic economy.
