It is emphasized that the deep socio-economic transformations of society, the development of the economy in market conditions, changes in the labour market, the growth of the educational services sector – all this requires qualitative changes in the theoretical, methodological and methodological approaches to ensuring the safety situation in the country. Attention is focused on the need to achieve social safety, taking into account the structure of employment, unemployment, in particular, among specialists with higher education, cooperation between teachers, local authorities, businessmen, social or public sector. It is noted that social safety should contribute to the achievement of appropriate conditions for the development of the physical, intellectual, spiritual potential of citizens, the improvement of their living and working conditions. Social safety, in turn, needs close relationships between its components, the development and implementation of a system of indicators and criteria for its results, and the formation of a new model for the development of education. It is noted that education plays an important role in achieving sustainable socio-economic development and the safety situation. It is emphasized that Ukraine is characterized by high rates of involvement of the population in educational activities. The issues of strengthening the imbalance between the demand and supply of labour in the labour market are considered, an important factor in the successful solution of which is the formation of a paradigm of educational development by expanding the availability of educational services, the rapid response of the education system to interdependent problems of the labour market and educational services. The problems of socio-economic, innovative-technological, environmental and public education of pupils and students in the context of transformational transformations, as well as the orientation of the educational process towards the formation of the values of freedom and justice in young people and the younger generation, which are the basis of their life position, the development of their own life values, are studied. The growing dynamics of the development of sustainable financial relations in the world has been identified. It is established that at each of the spatial levels, special conditions should be created to ensure the financial sustainability of economic entities, based on the task of building sustainable state finances as a component of the sustainable management system. The need to form an innovative structure of sustainable financial relations through properly organized business activities is substantiated in the investment sector, banking, insurance and the stock market. The main factors in the formation of the structure of sustainable financial relations are determined as the criteria of profitability, liquidity of assets, solvency of participants in financial relations and their credit and financial stability simultaneously with the recommended UN Environment Program Financial Initiative environmental, social and managerial ESG – criteria of financial activity. A typical scheme for the formation of the structure of sustainable financial relations in the economic space is proposed on the basis of the project-process approach and the principles of robust management. The concepts of \"green\" economy, \"green\" energy cooperatives are presented. Ukraine's obligations in the energy sector as a candidate for membership of the European Union within the framework of the European Green Course are determined. Global world changes in electricity production for 2015-2024 are indicated, where the share of renewable energy sources increases every year, and the share of fossil fuels decreases. The necessity of creating energy cooperatives in rural areas is proved, and their economic, social and environmental advantages are given. Cooperatives are a sustainable form of economic organization, because they implement the principles of sustainability, in particular the principle of caring for society. Cooperatives are the most capable integration formations to realize the expectations of sustainable management. In addition, the article links such indicators as the percentage of the population that is unable to properly heat their homes with the number of energy cooperatives in European countries. Accordingly, the number of energy cooperatives and the number of people who can sufficiently heat their homes increases every year. Energy cooperatives provide energy democracy, which is an important element of social justice in the process of building a \"green\" economy and achieving sustainable development, including in rural areas. The article analyzes the foreign experience of the organizational component of the creation and functioning of energy cooperatives, examples of already established energy cooperatives in our country are given. The role of energy cooperatives in achieving the European Green Deal and the post-war reconstruction of Ukraine is determined. The importance of creating energy cooperatives in the countryside by uniting representatives of local businesses, citizens and municipalities were noted. Usually, urban-rural territory is defined as an idea and phenomenon, which expresses the rejection of the antinomy of the city and the village, their too rigid \"physical\", or landscape and social distribution. So, the city, the countryside and the space between them are considered as one. It should be noted that strong links of different nature - economic, social, political, cultural, recreational, etc. - are formed between the city and the village. In powerful urban-rural formations exist peripheral suburbs, which allows to combine urban life with rural. Urban-rural territory is a space consisting of several components, namely a large city, smaller cities or towns, villages and their environment. It is considered that the transition from the city center to the province occurs through the middle link - the periphery.\u0000The most important driving force behind urban-rural areas is the increase due to population migration to cities and vice versa. This is explained by finding opportunities to meet their own needs. In this context, it should be noted that migrations, especially if they are permanent, are determined by the intensity of the urban-rural connections. They are a consequence of the logistics process. Logistic level can be estimated by agglomerative links.\u0000So, urban-rural area is not only a system consisting of geographical space and settlements. The evaluation results showed that in Volyn region, compared to Ukraine as a whole, there are positive trends to reduce the index of excess value added of resource species over processing, as well as to increase the multiplier of value added of processing and natural resource complexes, but added value resource value of economic activity is still dominated by the added value of processing, so there are reserves to improve the situation in this direction.\u0000The analysis of state incentives for the development of processing industry in the Volyn region, which are laid down in the Strategy for the development of the Volyn region, state and regional programs for the development of natural resource complexes in the region. As a result of the conducted research, it is proved that because of influence of various external factors there are changes of basic imperatives of functioning of modern systems of management of water resources. The need to consider these changes by improving the strategic documents that define the priorities and principles of national water management policy is substantiated. It is established that one of the main reasons for the lack of water of good quality is its low value compared to other natural resources. This leads to a lack of legal, organizational, and financial and economic grounds for ensuring the payback of water and water-dependent ecosystem services, which is the reason for lack of funds and relevant work to improve and restore environmental and hydro morphological characteristics of reservoirs and repair and modernization of existing hydraulic structures.\u0000In this regard, emphasis is placed on the need to improve methods of economic regulation and the development of mechanisms and tools for financial support of sustainable water management. In the context of the above, it is proposed to include in the list of main tasks of the draft Water Strategy of Ukraine two groups of economic levers to increase the financial base of investment support for sustainable water management. The first group is aimed at improving the rent regulation of special use of water resources and provides for raising standards for unauthorized groundwater production, for companies that produce beverages and sell bottled drinking water, as well as limiting various benefits and preferences when paying special water use fees. There are no priorities for rural development and in the mid-term government's actions plan until 2020. Against this background, the need to introduce various forms of entrepreneurial activity (small and medium-sized businesses), among which rural green tourism occupies a prominent place, as Ukraine has significant tourism potential (natural, cultural, ethnic), has been proven. However, there is a nationwide problem for the provision of tourist services in rural communities due to the lack of planning strategies, adequate infrastructure, tourist resources and accessibility to them, the availability of people for marketing activities and the interpretation of historical and cultural assets. Some steps have been taken by the government to improve infrastructure development (subsidies from the state budget are allocated to local budgets and allocated between 806 united territorial communities in the amount of UAH 2.1 billion). The proposed article focuses on the factors influencing the development of rural green tourism as a micro-business that will help solve the socio-economic problems of the modern village. The above factors are systematized, presented in a structural and logical scheme and divided into: incentive, restraint, potential and specific. It is also established that the provision of rural green tourism services as a small business in rural communities is identified at the legislative level, as it is proved that this is the most convenient way to start a business without significant investment. The importance of the tourist tax payments, which have now increased by more than 20% and amount to 4.2 billion UAH, is emphasized as they should be directed exclusively to the development of rural green tourism. Sustainable development is ensured by the balance of three components: economic, social and environmental. The modern state policy on the subject of development of the concept of \"green\" economy in Ukraine is analyzed. the condition for further economic development is a significant change in the current economic system, the transition to a new economic model and the implementation of the basic principles of sustainable development. One of the best options for such changes, according to many scientists around the world, is the concept of \"green economy\". Compliance with environmental legislation by domestic companies will have a positive impact on the economic performance of their activities. Thus, the \"green economy\" will accelerate the process of transition to sustainable development. The level of ecological situation and development of the national ecological system of Ukraine, its place on these indicators among other countries of the world can be estimated by means of the international index of ecological dimension. The higher this figure, the worse the results of pollution of the country's ecosystem. This index and its indicators determine a country's ability to protect its environment in the short and long term.\u0000In addition, this index can be used as a powerful tool for decision-making on an analytical basis, taking into account the social and economic dimensions of sustainable development. The transition of Ukraine's economy to market principles is impossible without reforming the economy and improving economic levers in the field of natural resources management. Thus, the study of the tools and differences of the \"green\" economy allowed us to draw the following conclusions: under the current model of production, world economic growth can create a state where the damage from pollution and environmental degradation will significantly outweigh the income. The algorithm of introduction of methods of estimation of ecosystem assets connected with water is offered to be carried out in two planes: 1) ordering of structural components of the estimation process; 2) streamlining the components of evaluation at different spatial levels (from local to national).\u0000In the first direction the methodology, algorithm which provides two consecutive steps is offered:\u0000• algorithmization of valuation of ecosystem services produced by water-related assets through the use of combinatorics of appropriate valuation methods;\u0000• determining the contribution of water-related ecosystem assets as a separate component of the aggregate local ecosystem asset of a particular territorial community.\u0000In the second direction the peculiarities of development of logistic algorithm of introduction of methods of estimation of ecosystem assets connected with water and its components in natural economic practice of territorial communities in the plane of using the approach of «parallel processing» on four key directions (levels), namely: information, management , organizational, legal and financial.\u0000The possibility of applying key structural components of methods and parameters of valuation of ecosystem assets within the formation of a universal algorithm of the general approach to the assessment of aquatic ecosystems is investigated. In the context of assessing water-related ecosystem assets, the net present value (NPV) method of basic ecosystem assets is used. According to this approach, the calculation of the total value of the contribution of the component of ecosystem assets related to water, which amounted to UAH 37,279.8 thousand, was calculated on the example of the village of Semenivka of the Blagodatne United Territorial Community of the Pervomaisky District of the Mykolaiv Region.
