The emergence of the term «digital economy», representing interpretative concepts, is described. The fourth industrial revolution, which consists in carrying out conceptual changes of all socio-economic phenomena occurring in the modern world and in forming a new ecosystem of scientific, scientific, technical, industrial, social, public relations, information and cognitive technologies. The basic trends of the digital economy are formulated, compliance with which can contribute to obtaining competitive advantages in the modern business environment. It has been established that the main requirement for the implementation of new business models of enterprise management is the use of IT technologies, and the innovation strategy becomes the priority strategy. Based on the analysis of the literature, a classification of innovative strategies has been compiled for such classification features as: reaction to the external and internal environment; model of enterprise behavior in the new market conditions; stage of the life cycle at which the enterprise is located; core of marketing activities and implementation of the innovation strategy in the conditions of digital business transformation. Modern economic and political economic conditions enable Russian greenhouse enterprises to occupy new niches in the domestic market and expand the geography of production and supplies. Nevertheless, despite the measures taken to increase the sustainability of agriculture, the protected vegetable-growing sector in the regions of the European North of Russia is in the development stage. The aim of the work was to determine the needs of the population of the European North of Russia for fresh vegetables and to identify obstacles to the sustainable development of the sector. In order to provide the population with vegetable products at present, greenhouses need not only to increase production volumes, but also to reduce the seasonality of vegetables. The relevance of studying the problems of small and medium-sized cities is that they, in fact, are a link between rural areas and large cities, and as a consequence they play a key role in the integration of urban and rural environments. The article outlines the main problems of social and economic development of small and medium-sized ones. It focuses on the fact that when there is a large number and variety of city types, each of them has its own problems, which must be considered when choosing the most effective methods and tools to manage their development. The approaches of modern authors to the classification of small and medium cities are considered. It is revealed that in the scientific literature a quantitative approach to the classification by the population of a city is present in almost every job, however, other indicators are taken into account, such as city functions, the position of relatively large agglomerations, the characteristics of the socio-economic situation, the type of municipality to which city.
