Future navigators strive for development and self-education, knowledge of the foundations of culture and intercultural communication, professional competence. Every future navigator should be able to lead and obey, work properly with people, be ready to solve difficult issues in an emergency situation. In such multinational profession, all these skills are simply unattainable without knowledge of English, and as a consequence successful communication within the crew is impossible without knowledge of cultural features. Communication is an important factor in the coherent work of the crew, especially if the crew members belong to different nationalities; in this case the correct perception of each other, the absence of linguistic and cultural barriers is the key to successful professional activity. It is important to understand that the crew should have a common and understandable language. International instruments developed and adopted under the auspices of the International Maritime Organization state that this common language is English and clearly defines the level of proficiency in spoken and written English. Zolotareva","doi":"10.31775/2305-3100-2019-3-105-109","DOIUrl":"https://doi.org/10.31775/2305-3100-2019-3-105-109","url":null,"abstract":"The article attempts to reveal the main peculiarities of the development of the social and economic sphere of the USSR in 1920-1930, as the most difficult period of development of Soviet statehood, the period of creation of a powerful administrative-command system of administration. The political leadership of the USSR considered that all phenomena in the economic life of the country should have been under the tight control and leadership of the ruling Communist Party. The system of counteracting various abuses in the economy was closely interconnected and mutually agreed with the economic policy of the State. In the second half of the 1920s, the party leadership set a task for the country: to achieve significant economic growth, the basis of which was to be the reconstruction of the national economy. The economy itself, the bulk of it, was to become «on socialist rails.» This, in turn, meant a strong expansion of the public sector by displacing other sectors of the economy, primarily private sectors. Control of the ruling party of the Communist Party (b) of the socio-economic life of the country became absolute. Identified problems that will solve small and medium-sized businesses in the economy. The factors hindering the development of small and medium-sized businesses are identified. As a result of the analysis, the following conclusions: the level of early entrepreneurial activity in Russia is below its median value in the world; entrepreneurial activity in Russia is stagnating; small and medium-sized businesses today give about 22% of Russia’s GDP, which is much less than in developed countries (50-60%); only a third of the demand of small and medium-sized businesses in Finance is currently fully satisfied. It is determined that currently most of the information flows in the tourism and hospitality industry, for example, various loyalty programs or the behavior of tourists in social networks (Facebook, Instagram, VKontakte, Classmates) can be analyzed and processed online, providing a tourist enterprise important data.It was concluded that there is a trend of full predictability of the activity of a tourist enterprise, which, possibly due to the development of analytical capabilities of computing systems, may lead to the possibility that AI - Artificial Intelligence in the near future will determine the priority areas for recreation for tourists. This leads to the task of evaluating the effectiveness of social investment strategies and the economic feasibility of implementing social investment projects. It also actualizes the problem of the advisability of disclosing information about the company’s activities to external stakeholders. The problem of social investment is becoming especially urgent in conditions of insufficient rates of economic growth and deterioration of the financial condition of many companies. The inconsistency of theoretical approaches and the results of practical research do not give an unambiguous answer to this question.The article considers the resource approach and the approach based on the theory of stakeholders. According to the theory of stakeholders, non-financial reports consider the source of reducing information asymmetry and harmonizing the interests of stakeholders. The dynamics of non-financial reporting by Russian companies is analyzed based on the data of the Register and the Library of non-financial reports of the Union of Industrialists and Entrepreneurs of Russia. The analyzes were carried out in a temporary and industry breakdown. The features of the formation of types of non-financial reporting by industry are revealed. The factors determining the interest in reducing information asymmetry taking into account industry specifics are identified. The purpose of this article was to study and evaluate the results of the reform of the modernization of the healthcare system as one of the most important areas of social municipal policy. To obtain the results of the reform assessment a sociological study was carried out on the basis of an analysis of documents (the results of the tasks set in the Municipal Healthcare Modernization Program identifying the degree of provision of the population with qualified medical care), identifying the opinions of medical workers (that came with the reform) using a questionnaire. The results of the study indicate the ambiguity of the reform assessment. The results of the study indicate the need to find new approaches to the management of municipal health care. Therefore, there is a need for substantial state support to provide centralized orders for high-tech industries. There are already examples of combining the efforts of a number of Autonomous economic entities to implement innovative reforms, new organizational forms of interaction have been formed, such as: centers for the implementation of innovative ideas; centers for engineering services; business incubators, etc. The subjects of these organizational forms of cooperation developed and proposed measures aimed at innovative solution of technological problems relevant to the regional economy, as well as for the country as a whole. Link for the efficient interaction of economic agents becomes an inherent characteristic, is the need of implementation of mechanisms of coordination with “network interaction”.
