Envoyé par l’État républicain, l’objectif de son voyage était de se prononcer sur les raisons pour lesquelles les écoles congréganistes françaises devraient ou non continuer à être financées. L’argumentation de Charlot, dans son rapport, se développe autour des questions générales de fonctionnement des écoles congréganistes et des questions plus particulières concernant le type et les méthodes d’enseignement qui y sont adoptés. Le rapport se conclut par des propositions précises visant au renforcement du caractère laïque des écoles françaises en Orient. Création récente de la Révolution tranquille, le Conseil supérieur de l’éducation (CSE) s’inquiète du changement de garde politique. En se penchant sur la période de 1966 à 1970, le présent article montre que ces années s’avèrent finalement davantage faites de continuité que de rupture pour le CSE. À l’interne, l’analyse des procès-verbaux des réunions de l’organisme permet de dégager un souci constant des membres, malgré l’expression de points de discorde, de se situer dans la droite ligne du Rapport Parent. À l’externe, la revue des commentaires des milieux conservateurs—nationalistes et religieux—met au jour une certaine consternation devant le refus du ministère de l’Éducation de réorienter l’action du CSE, après la prise du pouvoir par l’UN. Twohig","doi":"10.32316/hse-rhe.vi0.5115","DOIUrl":"https://doi.org/10.32316/hse-rhe.vi0.5115","url":null,"abstract":"Following the creation of Ontario’s Colleges of Applied Arts and Technology (CAATs) in 1965, an interested group of health care providers and educators in Hamilton began to advocate for the creation of a program in occupational therapy at Mohawk College. Historically, occupational therapy education in Canada took place within universities, so a college-based program was viewed as a significant development by the Canadian Association of Occupational Therapists (CAOT) and its provincial branches. The idea of the Mohawk program was developed concurrently with the work of Ontario’s Healing Arts Committee, which put forward more than two hundred recommendations that would reshape the education of health care workers. These two elements, the development of an occupational therapy program within a CAAT and a major review of education for health care workers, were viewed with concern by the CAOT. This paper analyzes the history of this educational development and the response of the profession of occupational therapy. It illustrates the strategies used by the CAOT, and the Ontario Society of Occupational Therapists, to delay the implementation of the program. The paper also illustrates the development of minimum standards for entry to practice, accreditation policies for education programs, and membership requirements for the CAOT, all of which were connected to employment prospects.
