For the purpose of analyzing local politics in Ankara, it examines the national politics of the period, political developments, local elections, urbanization and social structure. The article consists of six sections. In the first part of the study, national politics affecting Ankara between 1950-1960 will be mentioned. In the second part, the establishment of the Democratic Party and its coming to power will be examined under six sub-headings. In the third part, legal changes affecting the city will be discussed. Urbanization and politics in Ankara in the fourth chapter will form the main heart of the study and will be divided into five main topics. In the fifth chapter, urban actors in the power sharing process will be examined. With Industry 4.0 emerging in Germany, many countries are attempting to develop their own national strategies in order not to fall behind in digital transformation. Although there are evident differences on the strategies in the national development plans of the industrially developed countries; sustaining or regaining leadership in industry, economic, social and environmental-based targets are becoming increasingly common. Concepts emerged in East Asia, such as Society 5.0 and Made in China 2025 which are based on Industry 4.0 and digital transformation are examples of these strategies. While Industry 4.0 technologies and related applications have not gained full reaction and prevalence in industry and scientific studies yet, examining similar concepts in terms of their purposes, where and how they are being used will enable the evaluation of interactions between the concepts. In the literature, while Industry 4.0 is mostly related to manufacturing and production technologies, it is stated that Society 5.0 which is emerging in Japan is related to the quality of life of individuals and hence, the society. The aim of this study is to contribute to the literature in terms of meaning of these concepts which are derived from the Industry 4.0. This study is an attempt to determine which words and concepts associated with Society 5.0 and Made in China 2025 on social media through tweets on the Twitter platform. Most prominent words along with the terms are analyzed. It is stated that as a result of the contradictory regulations made over time in the Civil Servants Law, which forms the basis of the public personnel regime, the law has lost its original form and has become complex and grift. Amendments to the law were often made with daily impulses rather than an integrative perspective, lacking a fundamental understanding and conceptual insight. From this point of view, it does not seem possible to solve the chronic problems of the public personnel regime. Six constitutional amendments occurred in Afghanistan between 1924-2004. The 2004 Constitution is an important turning point in the country’s legal history and is one of the leading figures in the Turkish and Islamic world. In addition to protecting civil and political rights, this constitution also supports social, economic and cultural rights in line with international conventions. In this context, the importance of human rights was emphasized at the 2001 Bonn Conference and required the new Afghanistan constitutional order to respect the human rights commission. In contrast, the activities of the commission, financed by the Western countries, were seen by the people of Afghanistan as a Western project and opposed the conservative Afghans. On the other hand, liberal Afghans accepted these developments as an important opportunity for social justice. In this article, the concept and development of human rights are summarized and the obstacles and challenges in Afghanistan are analyzed. Osmanli’da Istanbul’da uygulanan Şehremaneti belediye modeli, Cumhuriyet doneminde Ankara ile devam etti. 1950’den sonra kentlesmenin hizlanmasi sonucunda buyuk sehirlerin daha da buyumesi yaninda yeni buyuk sehirlerin de ortaya ciktigi gorulmektedir. 1960-1980 doneminde buyuk sehirlerin yonetimi konusunda sonuca ulasamayan onemli girisimler oldu. Bu cabalar anayasal sinirliliklar nedeniyle daha cok belediye birligi modeli uzerinde yogunlasti. Iki kademeli buyuksehir belediye modelinin uygulanmasi ancak 1984’de mumkun olabildi. 2000’li yillardaki kamu yonetimi reformlari kapsaminda buyuksehir belediye modeli de cok yonlu gelistirildi. 2000-2014 doneminde buyuksehir belediyeleri konusunda cografi yetki alaninin genislemesi ve kucuk olcekli yerel yonetimlerin azaltilmasi duzenlemeleri one cikmaktadir. Bu surec sonunda buyuksehir modeli bir il yerel yonetim modeli haline donustu. This task is carried out by public employees under the leadership of the managers who come to work as a result of the appointment or election at the head of their institutions. The determination of public institution managers by appointment or election is perceived as an important factor on organizational and individual achievements of corporate employees. Especially in organizational commitment, it is expected that the employees of the institution, who develop good relations with their managers and who have more opportunities to participate in management, will have higher organizational commitment and corporate performance. In this study, it is aimed to determine the effect of public administrators who come to work by appointment and election on their employees' performance and organizational commitment.
