Abstract
The main task of public institutions is to provide public goods and services within the public interest. This task is carried out by public employees under the leadership of the managers who come to work as a result of the appointment or election at the head of their institutions. The determination of public institution managers by appointment or election is perceived as an important factor on organizational and individual achievements of corporate employees. Especially in organizational commitment, it is expected that the employees of the institution, who develop good relations with their managers and who have more opportunities to participate in management, will have higher organizational commitment and corporate performance. In this study, it is aimed to determine the effect of public administrators who come to work by appointment and election on their employees' performance and organizational commitment. In line with this purpose, it is tried to be determined by a field study conducted by Adana and Kozan district municipalities and district governorship staff who evaluate the behavioral patterns of their supervisors and what effects the employees have on organizational commitment and performance.
