Amendments to the law were often made with daily impulses rather than an integrative perspective, lacking a fundamental understanding and conceptual insight. From this point of view, it does not seem possible to solve the chronic problems of the public personnel regime. Abstract
The public personnel regime in Turkey has many problems that have been ongoing for years and gradually become chronic and rooted.
