Necmettin Erbakan liderliğinde kurulan koalisyon hükümeti sonrasında uygulanacak olan dış politikalar yurtiçinde ve yurtdışında çeşitli endişelere yol açmıştır. Burada, Refahyol hükümetinin icraatları sonrası oluşan endişenlerin ne ölçüde gerçekleştiği veya gerçekleşmediği ile ilgili günümüze gelen bilgi ve belgeler ışığında değerlendirmeler yapılmıştır. \u0000Çalışmamızda yapılan teknik ve dökümante analizler sonrasında, devlet geleneğine sahip Türkiye Cumhuriyeti’nin kurumsal yapıları, sivil toplum örgütleri, özgür basını, yetişmiş değerli devlet adamları ve dış politika uzmanları (büyükelçi, ateşe) ile; kurulan hükümetlerin ideolojik eğilimleri ne olursa olsun dış politikalarda tek başlarına karar verme yetkileri sınırlı kalmaktadır. Ayrıca koalisyon hükümetlerinde hükümeti oluşturan digger parti veya partilerin farklı görüşlerinin olması, liderlerin güvenoyu endişesi taşıması ile dış politikalarda daha çok ortak görüşe dayalı kararlar verdikleri görülmüştür. In plenty of Western states established their colonies in various parts of the African continent and carried their political, social, cultural and administrative practices to distinct countries. African states riped their independence as a result of long struggles. It was not possible in the short term to erase the traces of colonial administrations in the post-independence transition period. The state organizations with this paradigm, forcing them to implement a wide range of public policies to be able to establish country’s administrative systems. The aim of paper is to examine the public administration forms of the principal countries in the African continents in a comparative way. For this direction, \"What are the general characteristics of African public administrations in the post-colonial process?\" question which constitutes the central question of the paper. The descriptive technique, which is one of the qualitative research methods, was applied and a national and international library search was carried out on the subject in the research. The key features of the local governments as well as legislative, executive and judicial bodies of African countries are included in the research. These diplomatic activities of local governments are named as local government diplomacy as a sub-branch of public diplomacy. In this study, firstly, the concept of local government diplomacy is discussed in the main framework. Later on the concept of local government diplomacy and legal infrastructure of local government diplomacy in Turkey have been discussed. In addition, the sister city implementation and the sister city practices of the municipalities in Istanbul are examined. In the study, an answer was sought for exactly what local government diplomacy is, why and how to apply the sister city implementation and the types of sister city practices of the municipalities in Istanbul. As a result, it is seen that the diplomatic initiatives of local governments are named in many different ways in the literature and there are some factors for the establishment of sustainable and functional sister city relations.
