The experimental and theoretical results of this study have demonstrated that natural clay soil can be used to adequately contain the different contaminants, especially the heavy metals. Also, it has been found that the clay itself can release potential contaminants under permeation of leachate solution. The scientific community is nearly unanimous in its support of this control technique; however, adverse public opinion in many instances is delaying its widespread use. The absence of absolute emission standards is hypothesized as one reason for this general public opinion. This paper presents data in the form of measured stable species through flat flames initially comprised of dichloromethane, methane and air. A number of the species identified in these flames correspond with Product of Incomplete Combustion (PIC) data reported in the literature. Both the laboratory and field results suggest that, since candidate PIC formation is synonymous with stable intermediate generation, the occurrence of PIC emissions may be exhibited during both on-design and off-design operation of an incinerator facility. Low levels of lignin peroxidase produced by P. chrysosporium, slow growth of the organism resulting in low degradation rates, and the lack of reliable bioreactor systems are some of the constraints in the application of this fungal system in hazardous waste treatment. This research focused on the use of a biofilm membrane stirred tank reactor for the improved production of lignin peroxidase and treatment of pentachlorophenol by P. chrysosporium. Surface area available for biofilm growth and glucose consumption amounts were found to be important parameters affecting lignin peroxidase production. Conditions yielding high enzyme production were subsequently used for studies on treatment of pentachlorophenol (PCP), a common priority pollutant. Differences in regulatory approaches of the CERCLA and RCRA programs as well as inherent deficiencies in implementation of RCRA have led to problems from past off-site responses. EPA's 1985 \"Procedures for Planning and Implementing Off-Site Response Actions\" do not provide for adequate risk assessment practices to overcome these historical deficiences. EPA can act as a role model for industry and engender public support by selecting the best off-site facilities. Developing guidance under CERCLA and RCRA addresses the need for risk assessments in the regulation of hazardous waste. An event tree analysis is used. Various causative events that could occur in the short and long term and their resultant consequences are identified. The TPR (Total Probable Risk) of a disposal option is then calculated and added to its present value cost, and the total risk-inclusive cost is used for the comparison of options. This laboratory-scale study was designed to simulate a situation in which a largely inorganic residue containing trace amounts of organic contaminants is solidified. Twenty organic contaminants, representing eight categories of organic priority pollutants, were selected based on a hazard index which considered chronic toxicity, solubility and persistence in groundwater. The batches were spiked with a mixture of the organic contaminants at three concentration levels of each of the contaminants (10, 100 and 1000 μg/g of solidified waste).
