Therefore, it was deemed important to determine the impact of the COVID-19 pandemic, considered in the context of global risk, on the quality of customer service in the local government units. In the theoretical part, the investigations presented in this study contain a discussion of public service provision by local government units. The publication includes a study of the concepts of quality and satisfaction. The article also draws attention to the aspect of risk as an indispensable element of business entities in relation to the global risk caused by the SARSCoV-2 virus. The empirical part presents the results of surveys conducted using the Servqual method and the Kruskal-Wallis test. In conclusion, providing high-quality services is a challenge for many local government units. The COVID-19 pandemic has negatively affected the dimensions of reliability and trust that make up the quality of customer service in local government units. This is evidenced by the results which show the deterioration of the quality of customer service during the pandemic. Any intervention in the field of public administration reform implies changes in its major components to have efficient governance in the context of internal and regional political instability. The objective of our research was to identify and analyze the correlations between the main indicators of government effectiveness and political stability in the EU member states during 2020-2022. For this research, we have selected four representative variables. The research methods used are the Pearson correlation matrix, for identifying and analyzing the correlations, and the K-means clustering algorithm for grouping the EU states into clusters based on the considered variables. The results show that approximately half of the EU states are grouped in cluster 3, which is characterized by a high level of governmental efficiency and political stability. The states in the first two clusters include states from Central and Eastern Europe where significant changes are needed to increase government effectiveness and political stability. The article’s main aim is to identify the impact of the number of bids, type of contract, use of EU funds, e-auction, quality criteria and the presence of a subcontractor in achieving the public procurement savings with emphasis on NUTS 3 level in Slovakia. There were analysed 957 contracts during the period 2016 – 2020. Robust estimation, which uses the WLS method, was applied to quantify the impact of determinants of public procurement efficiency on a level of savings. The results confirmed that an increase in the number of bids also increases the level of savings by 5 percentage points. The savings are higher by 6.6 percentage points if the contract is not funded by EU funds in comparison to contracts funded by EU funds. Also, the savings are higher by 7.4 percentage points when e-auction was not used. Once, the contract does not allow the subcontractor relationships, the savings are higher by 11.6 percentage points. If the quality criterion is not applied in the contract, then the savings are higher by 10.7 percentage points. The analysis confirmed statistically significant differences between individual regions in Slovakia. The most significant difference is evident between the Košice Region and the Bratislava Region, while the Bratislava Region achieved savings higher by more than 20 percentage points. The disruption caused by advancing technology requires strategic responses to mitigate the negative aspects of such disruption and generate positive change. Other disruption, moreover, such as the COVID-19 pandemic, additionally imposes limitations on what we consider to be normal life, further engendering the utilization of digital technology. Even though the impact of digital transformation can be assessed by means of different metrics, including the Digital Economy and Society Index (DESI), they do not provide sufficient clarity in terms of pain points and improvement possibilities. The differences in relation to the availability of said technology and the skills necessary for its optimal use, which are closely related to user education level, age, and economic status, are additional parameters governments and policymakers need to consider, and data-driven decision-making is essential to ensure optimal policy-making and investment vis-à-vis digital transformation, such as the EU Recovery and Resilience Facility. This paper analyses Slovenia’s digital transformation between 2018 and 2021, using data collected from more than 5,000 respondents, to detect technology use differences in terms of demographics, focusing on the digital divide and the COVID-19 crisis, and compares Slovenia’s experience with other EU Member States, focusing especially on online public administration services. Our results evidence that the digital divide is the main differentiating factor in Slovenia and that gender is accordingly not of great import, and that Slovenia’s oldest generation and some members of younger generations face problems when endeavoring to digitally integrate. Our research aims to present the socioeconomic consequences of the rural population's migration by analyzing indicators such as the population by domicile by residence, the average age of the population by domicile, the flow of internal urban and rural migration, the population activity rate, the employed population per economic activities, and the total average monthly income obtained by a rural person. In addition, at the end of the study, a Pearson correlation was made with the help of the SPSS software, which identified the link between income from agriculture and the number of people working in agriculture. The results obtained indicated that while the number of people employed in agriculture, forestry, and fishing is decreasing, the average total income from agriculture is increasing. Urban growth means the spatial multiplication of the built-up (or otherwise valorized) land surfaces inside and outside the city boundary. Our research objective is to better understand all the dimensions affected by urban growth and their relationships, thus being necessary to use remote sensing techniques to identify the type of satellite imagery processed output that is best related to the economic and social indicators recorded statistically and historically. In the present paper, following the research carried out, the authors present the progress that they have made in terms of monitoring and studying the urban growth phenomenon for the city of Bucharest, based on the spatial patterns of the land use/land cover surfaces obtained through remote sensing of Landsat satellite imagery that emphasize the changes in the built-up land surfaces in more than four decades. Thus, the authors identified the changes at the macro scale of the city using the techniques of satellite remote sensing and established the most effective relationships to the historic, spatial, economic, and social statistical determinants. The results show which factors are decisive and which are the best land observations and forecasting techniques that can help the urban management of the city and its future development. Nemec","doi":"10.24818/amp/2022.39-07","DOIUrl":"https://doi.org/10.24818/amp/2022.39-07","url":null,"abstract":"E-government and digitalization have been representing a promising topic of public administration reforms for more than two decades, but still today it is widely discussed that the progress has been rather slow in some countries and various failures have occurred. This article extends existing research on the issue of digitization of key government services for citizens in the CEE environment and expands to the Slovak Republic. The purpose of the research is to examine selected areas of e-government, that is, the digitization of basic public administration services in Slovakia compared to the Czech Republic. It also provides an overview of the latest e-government evaluation benchmarking studies in CEE countries. It uses a flexible, simplified framework that seeks technology neutrality and focuses on the citizen-centered evaluation of e-government services which is not frequent in the existing literature. The results showed that Slovakia achieved a higher score when examining the level of digitization of key government services to citizens compared to the Czech Republic, which confirms the results of the examined studies in their individual subareas. Both countries have some reserves in several areas, and it is necessary to use the space to improve them, which they also commit to in their strategic documents. As a result, government employees must work from home (WFH) - a task they were hardly prepared for. While WFH arrangement has been typical in many developed countries, it is not for some Asian countries, including Indonesia, where leadership and organizational culture emphasizing strict supervision and punishment are still preferable. This paper examines determinant factors influencing public servants' productivity in performing public service while working on home arrangements during the covid-19 pandemic. A survey of 551 public servants' from the big cities of Kalimantan, the island where the new Indonesian state capital will be located, was conducted as the data collection method. The completed questionnaires were analysed using Path Analysis. The result indicates that WFH is problematic for Indonesian public servants as from variables of digital orientation, management support, IT training, technology infrastructure, and collectivist culture, only digital orientation was found to significantly impact the individual's productivity. With this purpose, we analysed a significant database containing grades related to four consecutive academic annual editions of the entrance exam to the University of La Laguna (Canary Islands, Spain) divided into two periods, pre-pandemic (academic years 2017-2018 and 2018-2019) and the post-pandemic (2019-2020 and 2020-2021). Bivariate data analysis along with multiple linear regression was performed on the data.
