Hebenton","doi":"10.1177/14613557221138608","DOIUrl":"https://doi.org/10.1177/14613557221138608","url":null,"abstract":"Empirical research conducted in the USA, UK, Australia, New Zealand and parts of Europe has accumulated over the last 50 years and has identified links between mainstream crime (e.g. violence and acquisitive crime) and driving offences (e.g. dangerous driving, drink driving, driving while disqualified). Put simply, international evidence reveals that a driver's willingness to commit driving offences tends to be associated with a willingness to commit other types of offence. Unlike the Anglophone countries and Europe, no peer-reviewed published research in Greater China has considered this matter empirically. Our article uses data from a data set (n = 368) of those convicted of causing death by dangerous driving over a 4-year period (2014 − 2018) in Taipei City, capital of Taiwan, to examine associations with prior criminal history and criminal versatility in this sample of convicted drivers. Our analysis indicates the following results: the Taiwanese sample of serious driving offenders had a somewhat low prevalence of prior conviction – over 70% had no prior conviction record. None of the measures used provides evidence for any significant ‘versatility’ on the part of drivers convicted of serious driving offences. Further studies in Taiwan scrutinizing patterns in driving and mainstream criminal offences are needed, as are more nuanced analyses of the versatility of offending. Open source data were collected from each state's conservation agency through an extensive internet search and directly contacting agencies. Findings indicated a significant relationship between the number of fishing license and hunting license holders and both the minimum education standards set by the agency and their academy modality (p ≤ .05). Conversely, no significant relationships were found between revenue from license sales and any entry or training requirements. In addition, neither the number of license holders nor revenue was shown to be statistically significant among minimum physical standards for entry-level work as a conservation officer. Thus, the number of license holders appears to be more influential over the minimum education requirements and academy type versus generated revenue. This study contributes to the literature with an empirical assessment and theoretical consideration of leadership at the top executive level of police departments. Police chiefs who attended professional training programs at the Bill Blackwood Law Enforcement Management Institute of Texas evaluated the prior police chief's performance of multiple duties such as directing the work of employees, initiating changes in the department and working with other agencies. Factor analyses of the data indicate the measures load onto three clusters, the composition of which are incompatible with any single theory of leadership. These findings indicate the executive leadership of a police department may be distinct from the leadership of other types of organizations. In a parallel development, many forces have also begun to embrace the concept of procedural justice as a method through which to secure legitimacy and (in turn) public compliance and cooperation. What has not received sufficient attention, within policing or academia, is the extent to which these two trends are compatible, with the procedural justice literature still predicated on an assumption that police–public ‘contacts’ or ‘encounters’ are in-person. The effect of technologically mediating police–public contacts on ‘policing by consent’, is therefore unknown. In this article, we focus specifically on the possible implications of the Single Online Home (SOH) (a portal through which the public can report crime, get updates on cases, give feedback and pay fines, among other things, which is currently being rolled out across forces), considering ‘interactions’ between police and public where there is no physical co-presence. Noting the unique context that is policing, we draw on the limited existing research on procedural justice encounters in technologically mediated contexts to explore whether procedural justice theory is ‘future-proof’ for a policing context increasingly reliant on such encounters. We take a “ground-up” approach to this problem by conducting interviews with officers and staff from a relatively small Southern California police department (National City Police Department). The interviews were aimed at gauging officer opinions on the issues of civilian oversight and departmental transparency. These were conducted using Q-sorts, which prompt the interviewee to rank order responses to the questions. These answers were subjected to exploratory factor analysis, the function of which is to take steps towards ascertaining latent causal relationships that underlie correlational relationships. The inductive nature of this methodological approach limits its generalizability but allows for exploration into open-ended questions that can serve as bases for the expansion or refashioning of theoretical approaches. Less research has been intra-organisationally focused; investigating the potential affect on police officers of policing during an extraordinary public health crisis, which has required them to navigate an ambiguous and constantly fluctuating legislative and policy landscape that has driven significant changes to internal working practices and operational procedures within their organisational environment. Using original empirical data from a small multi-method study within one Division of a United Kingdom police force, we examined the issue from an organisational justice perspective; exploring perceptions of intra-organisational fairness, and how these may have directly impacted upon the responses of frontline officers during the pandemic. We argue that in this period, both organisational processes and their resultant outcomes did not meet normative expectations, as they discriminated against officers with public-facing (frontline) roles. This directly impacted upon the officers’ experience of the ‘organisational climate’. The resulting sense of organisational injustice felt by frontline officers reduced their morale, impacted upon relationships with senior officers, and nurtured feelings that they were not being treated with respect, dignity and trust. Police officers are part of a class of workers who must deal with a high level of stress. Significant stress can lead to the onset of symptoms of psychological distress, which can lead to presenteeism (employees are present but suffer from mental health symptoms). However, we note that few studies focus on police leadership and job-related-stress presenteeism. Therefore, the current research is relevant and aims to demonstrate the link between the leadership style (Multifactor Leadership Questionnaire) on presenteeism (Job-Stress-Related Presenteeism measure) for police and non-police samples. A total of 252 employees, police officers (municipal organization) and blue-collar workers (public organization) completed the questionnaires. The results indicated that, for both samples, transformational leadership did not significantly influence job-stress presenteeism. Laissez-faire leadership had a strong negative effect on police and non-police employees’ job-related stress presenteeism scores. Finally, a transactional leadership style predicted higher levels of job-related-stress presenteeism for our non-police (blue-collar) sample; it did not significantly influence job-stress-related presenteeism for our police sample. This article reports on the findings of research conducted into the Finnish approach to policing and considers whether and to what extent Finnish policing shows tendencies towards procedural justice. A mixed methods survey and focus groups approach was used to collect primary data that provided novel insight into the nature of policing in Finland from the perspective of police officers. The key findings of this research indicate that the Finnish police are operating in an apparently ‘accidental’ procedurally just manner. Rather than a fully planned implementation of procedural justice theory, a combination of cultural, legal and operational elements seems to have aligned to produce a form of policing that reportedly inspires high levels of trust and/or legitimacy in the general public. However, it was found that Finnish police officers are currently operating under high levels of fatigue and stress. Indeed, this may be compounded by the reported dissatisfaction with certain elements of the management structure and internal communication methods. Using Law Enforcement Management and Administrative Statistics Body-Worn Camera Supplement survey data collected in 2016 from a nationally representative sample of general-purpose law enforcement agencies, the present analysis identified some of the factors more likely to predict interagency differences in the intention to adopt body-worn cameras (BWCs). Findings show that resistance to the adoption of BWCs is reported by law enforcement agencies that do not think the new technology is needed, report a lack of support for BWC adoption from the agency's leadership and from patrol officers, and have privacy and cost-related concerns. Although the perceived lack of public support for the adoption of BWCs does not differentiate agencies that intend to acquire BWCs from agencies that do not, police departments that registered a higher percentage of complaints for excessive use of physical force are significantly more likely to oppose the adoption of BWCs. Support for BWC adoption is significantly higher in police departments that have acquired other types of recording equipment in the past. Moreover, autism is becoming increasingly prevalent in Canada and abroad. Inevitably, law enforcement professionals will interact with the autistic population in their duties; however, many exchanges produce poor outcomes. Physical restraint is often used, and the benefit of autism-trained Crisis Intervention Teams is underutilized, especially in Canada. In addition, current training outcomes for law enforcement professionals are ephemeral and unlikely to yield mastery. This article argues three antidotes to improve service delivery and reduce risk: Crisis Intervention Teams that incorporate autism training; methodologically sound and rigorously evaluated practical training; and community outreach, which creates relationships proactively and fosters trust.
