Structured interviews were used to collect data from 127 adults (49 percent undocumented at their time of arrival and 38 percent undocumented at the time of data collection) regarding their experience of discrimination, utilization of services, identity preferences, mental health, and beliefs in five domains: vulnerability, injustice, distrust, superiority, and helplessness. Significant immigration status differences emerged for education, income, utilization of some city services, and a few of the belief scales. Yet immigration enforcement has disproportionately targeted Mexicans and Central Americans. The racial bias can be found at both the federal and local levels, where local police are becoming increasingly involved in locating unauthorized immigrants. The local example featured here is Arizona because of its historical relationship with Mexico and its enthusiasm for immigration enforcement. Most integration efforts take place at the subnational level. I use case studies of Georgia and Quebec to identify indicators and patterns that can be applied to the comparative study of immigration policy in Canadian provinces, U.S. American states and meso-level governmental units around the world. The Canadian government legitimized its decision by alluding to the rising number of requests for refugee status from Mexico. This article examines the oficial rhetoric used by Conservative politicians to rationalize this requirement and immigration and refugee law reform. I argue that the imposition of the visa intended to stop refugee claimants from Mexico also serves to criminalize them using oficial rhetoric and prejudicial language. Disturbed by the impact of these sociopolitical changes on students, their families, and their teachers, as multicultural educators, we have turned for help to recent research and praxis from the U.S. and Europe that overtly challenges anti-immigration discourse. We examine two theoretical perspectives that can support educators in talking back and acting against anti-immigration discourses and practices in schools and communities. Analyzing its democratic profile, it shows that Mexico suffers from sharp deficiencies and contradictions in this terrain. In contrast, the United States and Canada have constructed this sector for the public benefit through transparent institutions and more democratic principles.
