Attention is focused on the works of foreign and domestic researchers who devoted their work to the consideration of the essence of the cultural policy of the state, which is often called cultural or public diplomacy or soft power. It is indicated that these directions in the USA are carried out by the structural unit of the State Department – the Bureau of Education and Culture, and the history of its formation is described. The active period of cultural diplomacy in the USA falls at the end of World War II and the beginning of the ideological confrontation between the USA and the USSR, known as the Cold War. One of the active tools for cultural diplomacy has been the dissemination of television and radio broadcasting around the world. No less actively used exchange programs and visits of citizens of other countries, which were designed to promote mutual understanding, international, educational, and cultural exchange, as well as the development of leadership qualities of its participants. There have been mechanisms for the transfer of plenty of elements exactly within the family for ages. There they appear and are formed, take root and change their forms, meaning, and content with time. They eventually smooth out and disappear. The situation concerns both social roles and their age and gender clarity that connects the family with bigger and more complicated forms of human integration, such as community and society which are dynamically interlinked. A research subject is a family in a Bulgarian diaspora group defined as an object of social history. The subject of study is the evolution of forms, structure, and Bulgarian family’s everyday elements in South Bessarabia, moreover, it’s about intergenerational interaction and family relations. The subject of social history is complicated for most researchers who have taken on this distinctive activity. Associating himself with the statements about the faintest subject of social history, R.Zider gave the most “ technical” version of the definition:” Social history is the history of society, the overall relationship between people”. R.Zider considered a family as a complex system that “summarizes the influence of society’s macro system and tasks to reproduce workforce and society’s structure; to create gender’s behavioral stereotypes, norms and relations between parents and children together with adults and old people; to regulate sexual behavior in pre-marital and marital periods”. At the family level this researcher addressed the issue of interrelationships between social, economic and political aspects. After the Bulgarians’ mass resettlement to South Bessarabia at the beginning of the XIX century, the foundation of Bulgarian families was a nuclear family, in other words, a family that consisted of a married couple with or without children. But speaking about a nuclear family, the fact it’s the strongest and the longest one among small groups that can be connected with bigger family or clan formations should be kept in mind. So such a family should be different from just small families that are self-sufficient and disconnected with great patrimony groups. In societies with a strong system of kinship, a nuclear family doesn’t appear as an isolated and defined unit. Under the effect of modernization processes large systems of kinship smooth out, a nuclear family separates from big disintegrating patrimony groups and takes features of a small family. The author makes a conclusion about the studied social system of Bulgarian family in South Bessarabia during the first half of XIX century and based on a great number of demographic ready-made indicators states that during two first decades the population kept social and behavioral models peculiar to Bulgaria in XlX century. During its existence, the Molchensky Sofroniyivsky Monastery was repeatedly ruined and rebuilt. At various times, its walls housed such prominent historical figures as PseudoDemetrius I, one of the first bibliographers and religious writer Simeon Medvedev (Sylvester), Seraphim of Sarov and many others. During the XVII-XVIII centuries the monastery grew strongly, had large holdings and material wealth. Its patrons were the monarchs of the Moscow state, including Boris Godunov, Vasily Shuisky, representatives of the Romanov dynasty, and other patrons. By the middle of the XVIII century Putivl monastery was very wealthy. He owned large land holdings and many different properties. The monastery also owned a large number of peasants. The status of the Molchensky Sofroniyivsky Monastery changed dramatically as a result of church reform in the second half of the 18th century. This was the so-called secularization of monastic possessions, initiated by decrees of Empress Catherine II. As a result of this reform, the Putivl monastery was included in the number of 3rd class monasteries. The state allocates 2.5 times less money to such monasteries than to such institutions of the 1st class. These funds were enough only to support and feed the monks. Lands belonging to monasteries were confiscated. And the monastery peasants together with the lands were transferred to the disposal of the Board of Economy. Now they became economic peasants and later merged with the state peasants. The authors present several documents from 1793 from the State Archives of Sumy region (Ukraine). They belong to the category of act sources. These are decrees, reports, extracts from the journal of sittings of the Bilopillya district court only 5 documents. The discovered documents help to understand the peculiarities of the implementation of the church reform of the end of the 18th century and to explore the little-known pages of the history of the Molchenskaya Sofroniivska monastery. These materials highlight the conflict that arose as a result of the improper allocation of land to the peasants removed from the power of the monastery. Volk-Karachevsky, the absolute majority of which are being introduced to international scientific circulation for the first time. The author comes to the conclusion that the discovered set of works of the brothers N. and G. Volk-Karachevskyi is a unique primary source from the history of the Zemstvo liberal movement in the north of Left Bank Ukraine (60-80s of the 19th century). The main issues of N. Volk-Karachevskyi’s works were the development of public education and the progress of agriculture. Nikodym Nikodymovych insisted on the priority free education of the poorest strata of the population – the peasantry, especially former serfs. In the field of agricultural production, the well-known liberal advocated the imperatives of urgent irrigation of the land fund of the Russian Empire, the formation of a purposeful strategy of Zemstvo institutes to improve the economic situation of the peasantry, the introduction of the positions of Zemstvo agronomists and technicians with appropriate official status and financial support, a strategic reference point for the perspective of the union of the peasantry, the liberal nobility and democratic intelligentsia in the struggle against the regime of Russian absolutism. The small number of publications by N. Volk-Karachevskyi were devoted to the problems of the development of the agricultural industry, which were little known at that time. The oppositionist insisted on the need to borrow the progressive experience of the countries of Western Europe, such as France, where a powerful system of agricultural education was built: from primary and higher education institutions to specialized scientific institutions. It is necessary to note separately the manifestation of the national enzyme in the journalism of the authors. Articulated allusions to the history of the statehood of the so-called Little Russia – the imperial name of a part of Ukrainian ethnic lands; their past economic and industrial glory; careful, but transparent wishes regarding the use of the dominant language in the territory of northern Ukraine, clearly indicate that the ethnic component occupied not the last place in the programmatics of the researched current of the liberation movement in the Russian Empire of the second half of the 19th century. In general, the discovered works of the brothers N. and G. The methodology is based on the use of general scientific and special-historical research methods, including problem and chronological, comparative-historical, typological, etc. Scientific novelty. For the first time in modern Ukrainian historiography, the local press of the military command zone of the Nazi occupation period became the object of study with the focus on primary education. The classification of local press publications on establishing and developing primary education in the military command zone was proposed. Conclusions. Materials of the local press are an important source for researching the restoration and development of primary education in the zone of military command. Functioning the local newspapers was due to the support of the occupying power, the press was seen as one of the elements of propaganda. This affected the content of periodicals and the way of presenting information. Due to a number of reasons, including low circulation and delivery problems, propaganda through local periodicals had certain effect only in some regions. A number of newspaper publications revealed the peculiarities of everyday life in the occupied territories, including the re-establishment and development of primary education. Such materials can be divided into several groups: coverage of organizing and features of the educational process; statistic al data, didactic materials; characteristic s of pedagogical staff and their professional development. They were the least exposed to propaganda, their authors were mostly members of local authorities. Publications on primary education concerned the administrative units where newspapers were published, and they did not contain general materials. Some of the publications dealt with specific tasks related to restoring and developing educational institutions, the educational process and the results of their implementation. There is a significant segment of material of the critical nature, mainly in relation to teachers: their appearance, behavior, teaching methods. Such notes were mostly impersonal, while praising information was always personal. The author states that the analysis of “The Prince” at the methodological level should be carried out taking into account the complex political reality in Italy in the early modern period under the conditions of the political dependence of Italian rulers on foreign (European) states after 1494. When substantiating the key historical circumstances that determine the relationship between “The Prince” and the realities of the studied era, the concept of “hegemony” from the political theory of Antonio Gramsci, the assessments of the Swiss cultural historian Jacob Burkhardt, the philosopher and historian Benedetto Croce, and the British historian Nicholas Henschell are used. It is indicated that the critical view of the German-American political philosopher Leo Strauss deserves special attention. From the point of view of author, it is possible to assert that an appendix of general methodological principles of estimations Strauss of Маchiavelli’s is to productive in wide sense of development of social and political idea of early Moderne time. Criticism of Strauss of relatively key aspects of approach of Machiavell’s is not able to replace the fact of faithful estimation Strauss of essence of looks of флорентинского thinker. Machiavelli really accomplishes a break with classic tradition of political idea, in the light of what even the later interpretations of “Sovereign”, created already after Leo Strauss, are not able to shake loyalty of his estimations. So, interpretation of Quentin Skinner’s, one of founders of Cambridge “school of concepts”, is based on aspiration to step back from «textualization» interpretation of «The Prince» pushing off from the presence of “republican ideal”. Oнar","doi":"10.21272/shaj.2021.i37.p.29","DOIUrl":"https://doi.org/10.21272/shaj.2021.i37.p.29","url":null,"abstract":"The OUN’s foreign-policy activity, which during the Second World War changed cardinally – from the orientation toward some great state or a group of such states to the foundation of the Anti-Bolshevik Bloc of Nations) (ABN) and attraction of all the enslaved peoples into the common struggle, is a key element of the concept of the OUN’s national revolution. Considering the struggle of the Ukrainian people as a component of the all-European anti-totalitarian resistance movement, the Ukrainian nationalists tried to prove that the victory over the Bolshevism was possible only on condition of common efforts of all the oppressed peoples. Carrying out the concept of a national-liberation revolution and having created the national departments of the Ukrainian Insurgent Army (UPA), in the years of the Second World War it became possible to involve the peoples of the Caucasus and Central Asia into the struggle. No doubt, all that was preceded by a long and carefully thought-over work among the representatives of different peoples. Propaganda raids became one of the forms of this work. The appearance of the Ukrainian insurgents in the territories of the neighboring states (Poland, Czechoslovakia, Romania) became a bright demonstration of Ukrainian feelings and refuted a long chain of myths created by the Soviet propaganda, such as “the image of the Ukrainian nationalist-criminal”, absence of any resistance to the Soviets and impossibility of struggling with them, etc. In other words, the pictorial example of the carriers of ideas of the Ukrainian nationalism became the best propaganda for the population of the neighboring states.\u0000In the article on the basis of the unknown and little-known archival documents the features of the activity of the Karpatskyi krai (the Carpathian area) of the OUN in the line of making good contacts with Romanian anticommunist movement in the 1940s – beginning of the 1950s are clarified. A dozen of descriptions of the propaganda raids into the territory of Romania, staged by Ukrainian nationalists with a mission of rendering objective truth about the OUN and UPA and attracting members of Romanian underground into the common struggle, are described. That even a partial efficiency of such raids had a powerful effect, at least – by forming an objective representation about the Ukrainian liberation movement and demonstrating a possibility to struggle against the Soviet totalitarianism, is proved. Despite the lack of details about the common struggle of the Ukrainian and Romanian anti-Communist structures (though the individual participation – of several Romanians in Karpatskyi krai underground – is undeniable), the mutual recognition and understanding of the necessity of the common struggle was certified by the very fact of their negotiations, arrangements, exchanges of materials, products, and information. Bezdrabko","doi":"10.21272/shaj.2019.i33.p.5","DOIUrl":"https://doi.org/10.21272/shaj.2019.i33.p.5","url":null,"abstract":"The article is devoted to the current topic of modern archival science – preserving the documentary heritage of mankind through information “cumulative” systems, in particular documents and archives. Particular attention is given to the role of the state, the individual, and the society in constituting memory. There are two types of memory: individual and collective, that is, culture. Memory, document, archive – concepts, and categories are polysemantic. Integral, broad-based importance belongs to culture (collective memory), which is seen as the interaction of the contemporary with the past in multifaceted socio-cultural manifestations. Collective memory, like individual memory, has its own traits of identification, serving as traces of the past. Memory is maintained through various forms of social existence (book, document, museum exhibit, antique item, etc.) and institutional cultural systems (museum, archive, library, etc.). The metadiscourse of the study was George Orwell’s “1984” novel Utopia, which uncovers the path of a free-spirited person with a distorted worldview to attempt to protect the memory space in the name of memory of the past and preserve it. The most important condition for an adequate examination of the social significance of documents in order to keep them permanently is to determine the degree of documentation of the reality of social relations, as well as the degree of representation and possible reconstruction, in addition to public memory focused on the life of an individual, and the memory of emotional. The author’s narrative in the form of diaries, memoirs, and letters allows revealing individual impressions of time, each specific epoch in the history of mankind. It was indicated that the mentioned arrest had a significant influence on the dissident movement in Soviet Ukraine. It was proven that the KGB bodies used the “Dobosh case” to launch their massive repressions against the anti-Soviet intelligentsia (“Block” operation), and also to undermine the OUN’s credibility among the Ukrainian diaspora environment in the Western countries. The consequences of that event were reflected in the development of the entire Ukrainian national liberation movement of the 1970s. After analyzing the personality of Yaroslav Dobosh, we discovered that he had been raised in a nationally conscious and religious environment of the Ukrainian diaspora of Belgium. From his early years he joined the Ukrainian Youth Association and agreed to conduct a dangerous mission in Ukraine solely because of his convictions. During that period the OUN Foreign cells had been trying to establish connections with the dissident movement in Ukraine and support it. The tourism was one of the most effective ways of bringing couriers to the Soviet Union. The KGB bodies regularly arrested those couriers. Nevertheless, there was no better communication means between the ZCh OUN and the dissidents. Yaroslav Dobosh had walked into a trap, previously prepared and set by the KGB employees, that was a reason why he failed to spot any danger and was arrested. During interrogations, he revealed his connections with the dissidents in Kyiv and Lviv – Zinovia Franko, Ivan Svitlychnyi, Leonid Selezenko and Stephania Gulyk. In addition to that, he agreed to publicly make a repentance. After that Yaroslav Dobosh was allowed to return home. In Belgium he immediately abandoned his testimonies and claimed that he had been forced and pressed to come out with a speech. However, those statements were of no importance. The KGB organs actively used Dobosh image as a proof of the dissidents cooperation with the Western intelligence services. Despite its representative scientific literature, its individual aspects remain poorly developed. One of the largest european archivists of the 20th century Hans Booms, has entered the history of developments in the archival appraisal.\u0000The main content of his theory is the need to consider complex approaches to determining the significance of documents, in particular the value framework of society, personality. He became the first who changed the official paradigm of archives to the public, recognized the usefulness of hermeneutics to find out the motives for creating documents without touching upon the relativity of objective and subjective reflection of reality in them. Hans Booms expanded the concept of “documentary heritage”. Its meaning goes beyond the traditional perception of a document that serves to provide managerial actions and implement relevant decisions, and covers all “texts” irrespective of their form of existence – written, printed, photographic, mechanical or automated. This greatly influenced the notion of “public heritage” and determined the well-known concept of collective memory. \u0000H. Booms deny the usual vision of the archive as a place of cumulating of documents that ensure the effectiveness of management in “active life”. Theoretical understanding of the archive was reflected in the definition of the unit of storage, which, in the conditions of the emergence of the newest information carriers, expands significantly. This is no longer just administrative documents, but also other objects that archivists may have nothing to do with the appearance and operation of which. Therefore, as Booms argued, archivists can be responsible for the practical scope of working with operational documents when it comes to administrative documentation. \u0000An important merit of G.
