As a result of the activities undertaken by the AIP Foundation, the first in Poland and the largest in Europe network of institutions providing support on the basis of pre-incubation and incubation of business ideas was established. The main purpose of the publication is to discuss the essence of Academic Entrepreneurship Incubators (AIP), fractals and fractal organization and presenting selected aspects of the functioning of Academic Entrepreneurship Incubators (AIP) as an institutional form of academic entrepreneurship development in Poland on the principles of a fractal organization.Research method – The article uses the national literature about the given topic, as well as source data, the results of which were presented in the form of maps and drawings.Results – Academic Entrepreneurship Incubators (AIP) operate on the principles of a fractal organization. Originality /value – On the basis of the conducted research it was shown that Academic Enterprise Incubators (AIP) have fractal properties and function on the principles of a fractal organization.","PeriodicalId":373923,"journal":{"name":"Optimum. Kozłowska-Burdziak","doi":"10.15290/OES.2019.03.97.03","DOIUrl":"https://doi.org/10.15290/OES.2019.03.97.03","url":null,"abstract":"Purpose – The article aims to define main tendencies concerning the structure of food safety within the economy of Poland with special consideration of the Podlasie Voivodeship.Research method – The analysis was conducted on the basis of data obtained from the Central Statistical Office of Poland (GUS), the State Sanitary Inspectorate, the Office of the Chief Inspector of Food and Agricultural Products as well as the study of literature related to the issue being considered.Results – The analysis established that on account of decreasing levels of population and the growing capabilities for food production its physical availability is not threatened. The Podlasie Voivodeships plays a significant role in food production. The condition of economic availability of food both nationally as well as in the Podlasie Voivodeship has not been met. Health related quality of agriculturally produced food is varied and does not display a steady tendency for improvement which requires appropriate institutions to remain vigilant in monitoring it. The last several years have seen a rise in the number of food fraud cases. The tendencies concerning food safety presented in the article prove that the subject remains important and valid. Despite the lack of a clear threat to the level of that safety in Poland, it must be remembered that this situation is not stable or unchangeable, a condition which also concerns the future.","PeriodicalId":373923,"journal":{"name":"Optimum. {"title":"Autokorelacja przestrzenna wybranych cech rozwoju gmin w województwie lubuskim","authors":"Przemysław Szczuciński","doi":"10.15290/OES.2019.03.97.11","DOIUrl":"https://doi.org/10.15290/OES.2019.03.97.11","url":null,"abstract":"Purpose – The aim of the considerations is the evaluation and modelling of spatial relations of selected characteristics of socio-economic development of communities in the Lubuskie Voivodship as well as identification of the communities for which these relations are of crucial importance.Research method – Methods of spatial econometrics and statistics were used to study formation of phenomena depending on the location of a given object in space. Among them, the analysis used global and local measures of spatial autocorrelation and the spatial autoregression model. The following characteristics were taken into account: the registered unemployment rate, the number of enterprises registered in REGON, the number of beds in tourist facilities and the income of communes due to PIT tax.Results – The obtained score indicates the existence of significant spatial dependencies in formation of distinguished characteristics and allows to define specific local patterns in the region. The spatial autoregression model allows to explain the relations between the unemployment rate and the number of enterprises as well as investment outlays of communes.Originality / value – In the literature on the subject it can be found that this kind of research is carried out either at the level of regions of the European Union or voivodships or districts in the country. Studies at the municipal level, which were carried out on the basis of statistical data for 2016, are less frequent.","PeriodicalId":373923,"journal":{"name":"Optimum. Due to the wide range of the research issues, the considerations are limited to legal aspects, organizational transformations, goals and directions of the activity of these services, and omit their effectiveness. Research method – The article uses scientific historical methods: philological and statistical. An analysis of the source texts of state provenance was carried out: legal acts, printed sources (mainly statistical), archival sources. Results – The public employment services in Poland were evolving in the years 1918-1949. The changes concerned the organizational structure, the legal basis for functioning and tasks. In 1918-1939, labour institutions were the basic institutions of the labour market. Their activity was aimed at mitigating the effects of unemployment. In the years 1944-1949, employment policies were implemented at the local level by the employment offices. Kowalski","doi":"10.15290/OES.2019.02.96.03","DOIUrl":"https://doi.org/10.15290/OES.2019.02.96.03","url":null,"abstract":"Purpose – This paper examines empirical controversies about the middle-income trap concept and presents the analysis of the relationship between economic inequality and the middle income trap. It also discusses the significance of inequality as a potential barrier for Poland’s economic growth in the long-term perspective. Research method – A critical literature review and data from OECD statistics database were used to assess the impact of inequalities on economic growth and the significance of inequality as a risk factor for Poland’s economic growth. Results – Empirical approaches are subject to the limitations as they rely on arbitrary assumptions to define time and income thresholds when assessing whether a country is caught in a middle-income trap. The analysis shows that the growth slowdown in the countries “trapped” at the middle-income level result mainly from the slowdown of the total factor productivity growth and that high levels of inequality have negative impact on productivity determinants, therefore on growth. However, given the moderate level of income inequality, it seems that in the case of Poland some other internal barriers to growth are among the most important ones. Originality/value – Understanding the role of economic inequality in explaining total factor productivity growth is crucial in devising appropriate policy measures that may help to avoid the middle-income trap.","PeriodicalId":373923,"journal":{"name":"Optimum. Research method – The studies presented in this paper rely on the concept of Investment Development Path (IDP) developed and extended by J.H. Dunning in the field of international business. This paper summarises the results of a series of earlier studies based on the analysis of net outward investment (NOI) position of Poland in an international and comparative context embracing various geographic and sectoral cross-sections. Results – The article first introduces Dunning’s IDP concept and reviews the findings of other studies investigating the said concept in different countries. Afterwards, the paper focuses on three analyses of the authors. The first one is devoted to the NOI position of the Polish economy as compared to other countries. The second one explores the geographic patterns of Poland’s IDP, while the third one looks at the sectoral trends of Poland’s IDP. Originality/value – This paper is arguably the first one to address the issue of Poland’s IDP in a complex manner, concentrating on a number of cross-sectional analyses. The paper concludes with a number of recommendations for economic policy and suggestions for future research.","PeriodicalId":373923,"journal":{"name":"Optimum.
