An analysis of the source texts of state provenance was carried out: legal acts, printed sources (mainly statistical), archival sources. Results – The public employment services in Poland were evolving in the years 1918-1949. The changes concerned the organizational structure, the legal basis for functioning and tasks. In 1918-1939, labour institutions were the basic institutions of the labour market. Their activity was aimed at mitigating the effects of unemployment. In the years 1944-1949, employment policies were implemented at the local level by the employment offices. Abstract
