{"title":"Zur Entwicklung eines Zweigespanns aus Militär- und Führungswissenschaft","authors":"Wolfgang Peischel","doi":"10.7767/sus-2013-0141","DOIUrl":"https://doi.org/10.7767/sus-2013-0141","url":null,"abstract":"Vor dem Hintergrund eines gegenwärtig deutlich diagnostizierbaren allgemeinen Strategiedefizits in den Bereichen der Sicherheitspolitik und der gesamtstaatlichen Zielfindung, aber auch in der privatwirtschaftlichen Unternehmensführung und der sich daraus ableitenden Anforderungen an ein Fähigkeitsprofil für künftige Führungskräfte wird versucht, in einer Akzentuierung und horizontalen Erweiterung bzw. einer Abstraktion von Inhalten der Militärwissenschaft in Richtung einer Allgemeinen Führungswissenschaft die Antwort zu finden, mit der unter Nutzung vorhandener Fähigkeiten und Strukturen der größtmögliche gesamtstaatliche Nutzen hinsichtlich einer wissenschaftlich fundierten, auf langfristige strategische Zielerreichung abstellenden Führungsausbildung für militärische und zivile Bedarfsträger erzielt werden kann. Gerade ein kleinerer Staat wie Österreich mit seinem starken humanistischen Bildungshintergrund und seiner von der Aufklärung geprägten, systematisch aktualisierten Führungsphilosophie könnte mit der Weiterentwicklung der Militärwissenschaft und der Etablierung einer daraus abgeleiteten Allgemeinen Führungswissenschaft eine Vorreiterrolle in Europa übernehmen und so einen solidarischen Beitrag zu dessen sicherheitsbezogener Entwicklung leisten, der in Anbetracht des dringenden Bedarfs an strategischer Führungsexpertise u. a. von politischen, militärischen und privatwirtschaftlich-unternehmerischen Führungskräften mit Interesse angenommen werden dürfte. {"title":"Bridging the Capacity Gaps to meet West Africa’s Security Challenges","authors":"K. Aning, F. However, in spite of these developments, the sub-region continues to be plagued by multiple security dilemmas which are not only national in scope, but have cross-cutting and cross-border characteristics. The sub-region is presently confronted with a mix of both old and new security threats including organized crime such as drug trafficking, terrorism and religious extremism, piracy, weapons proliferation, unconstitutional changes of government, and election violence.1 While there can be no doubt that the impacts posed by these threats lie more on West Africa States, it is also instructive to note that they have consequences on global security and more importantly, bilateral partners and institutions that are strategically linked to these rising challenges. In particular, the established link between threats such as drug trafficking with Europe makes Austria, which is a member of the European Union (EU), an important partner in the fight against it and the other related security problems. There is, therefore, the need for Austria to engage and garner more support among EU member states to complement the efforts being made by the Economic Community of West Africa States (ECOWAS) and its member states in combating the negative consequences of the security challenges confronting the region. {"title":"Russland und Osteuropa","authors":"Andrei Zagorski","doi":"10.7767/SUS-2013-0119","DOIUrl":"https://doi.org/10.7767/SUS-2013-0119","url":null,"abstract":"Die Staaten Osteuropas – Belarus, Moldau und die Ukraine – gehören zum Raum, in dem Russland einen ordnungspolitischen Anspruch zur Geltung zu bringen sucht. Dabei trägt die Einbindungspolitik Moskaus der Spezifik der Länder dieser Region Rechnung. Da die Ukraine und Moldau konsequent auf verteidigungspolitische Zusammenarbeit mit Russland verzichtet haben, gilt deren Beitritt zur Organisation des Vertrags über kollektive Sicherheit auf absehbare Zeit als eine unrealistische Option. Der Schwerpunkt wird deswegen auf deren Einbindung in wirtschaftliche Integrationsprojekte gelegt : in die Zollunion, zu der neben Russland Belarus und Kasachstan gehören und die zu einem gemeinsamen Wirtschaftsraum ausgebaut wird. Die Entwicklung der Zollunion gilt dabei als Alternative für den Abschluss der Assoziierungsverträge und umfassenden Freihandelsabkommen mit der EU. Neben der Einbindungspolitik spielen zahlreiche wirtschafts-, energieund kulturpolitische Überlegungen eine große Rolle in der Politik Moskaus in Osteuropa. Trotz der von Russland mit großem Elan vorangetriebenen Integrationsprojekte und parallelen Bemühungen der Ukraine und Moldau um Annäherung an die EU ist in der innenpolitischen Entwicklung der Staaten Osteuropas keine Finalität zu erwarten. Diese bleibt durch unvollendete postkommunistische Transformation gekennzeichnet. Die Europäische Union kann die Dynamik der inneren Entwicklungen in diesen Staaten nicht maßgeblich gestalten. Sie kann aber bestimmte Ungewissheiten abbauen und somit den gegenwärtigen Status quo herausfordern. While in the last two decades European policy makers were focused on the notion of “soft power” — the power to inspire others and become a model for them, the crisis forces Europe to pay attention to two important new aspects. First, it seems now that some of the key features of the European model that we tend to view as universal — postsovereign, secular, de-militarized — are more a European exception. In a situation of economic decline Europe’s role in the world will depend not only on its values, but also on its hard power. And secondly, the comparison between the way the markets reacted to the debt crisis of the US and the debt crisis in some EU member states makes us believe that in the globalized interdependent world power is not simply the capacity to inspire and lead by example, but also the capacity to spill your problems onto others. While many security experts are over-optimistic that the crisis and the new decline in defense funding will almost automatically lead to more sharing and will open chances for a more effective CSDP, our analysis points towards the opposite trend. After the end of the Cold War and the reestablishment of peace following the Balkan wars, there were many initiatives aiming to enhance the stability of the Balkan peninsula, for example the efforts to increase democratic oversight over the reforms in the security sectors of the Balkan nations, initiated by the Partnership for Peace programs, then bilateral and multilateral cooperation in the form of joint military task forces (i.a. MLF and SEEBRIG) and the regional contributions to peacekeeping operations in the region or throughout the world. In this article, we are going to present future perspectives for security cooperation in the Balkans. Historians used to say that the Balkans are the powder keg of Europe, therefore security in the Balkans is an integral part of European security. In addition to this, the Balkans are often still viewed as a security risk area. There is the question of what capacities Europe will have available in future with regard to the area of military security, both regionally and globally. What could the Balkans contribute to Europe’s future military effectiveness ?
