The study was based on materials from archives of mentioned institution, on materials from the Academy of Medical Sciences of the Russian Federation, the Blokhin family archives, on materials provided by his wife Nadezhda Germanovna and on publications. The structure and main directions of activities on rehabilitation of the Red Army soldiers injured during the Great Patriotic War are presented. The examples of innovative solutions (development of the first domestic dermatome) improving methods of plastic surgery under provision of medical care to the wounded are described. The scientific potential of N. N. Blokhin realized in his numerous publications and contributions with reports at international scientific conferences is revealed. The article proves the N. N. In Russia, this service is relatively new one. Therefore, most of materials are imported from other countries. However, compositions of main material of gel-lacquers from various manufacturing companies contain such harmful substances and chemical components as toluene, formaldehyde and dibutyl phthalate that negatively impact on human health and often causes various diseases and side-effects.The analysis confirmed problematic aspects in current legislation related to import foreign gel-lacquers used in nail modeling, especially in terms of compliance with technical regulation measures to ensure safety of citizens health that is one of main tasks of customs authorities. In this regard, regulatory framework governing strict procedure for import of foreign-made gel-lacquers into territory of the Russian Federation as part of the EAEU analysis was implemented. To minimize negative impact of these factors it is necessary to implement risk management concept. The purpose of the study is to rank risks influencing functioning of medical organizations. The A. V. Zavrazhsky typology of risks was applied. The verification of sources of danger of financial risks affecting rational use of budget and non-budget funds of medical organizations was carried out. The questionnaire was developed to assess potential risks using six-point scale. The respondents (n=256) were proposed to evaluate degree of influence of risks on quality of medical care. The sampling also included heads of regional medical organizations participating in mandatory medical insurance system and subordinated to the Minzdrav of the Saratov Oblast. The following statistical methods were applied: goodness-of-fit test, Kruskal-Wallis H-criterion, Nemeni criterion, Fligner-Killeen test, permutation test.The financial risks (26%) occupy first place in structure of influence on efficiency of medical care, followed by general economic (24%), legal (18%), social (17%) and professional (15%) risks. The correlation between evaluation of risks, position and length of service of respondents was established. The insufficient funding at the expense of mandatory medical insurance funds is the most significant financial risk affecting quality of medical care.The study permitted to rank risks for medical organizations in the Saratov Oblast and to identify key factors affecting their assessment. The on-line surveys of students in Google docs concerning their attitudes towards prospect of their further participation in RD during and after graduation were carried out. The surveys included questions concerning assessment of quality of digital technology adoption that permitted to identify most attractive areas of digital medicine development for respondents. The particular trends related to training of health care personnel in the Union State of Russia and Belarus were revealed, including increase in the number of medical graduates in the Russian Federation, while in Belarus this indicator is decreasing. The analysis of data related to provision of general educational organizations with medical personnel was implemented. The survey of graduates and employers was carried out. The ways to solve identified problems were proposed.The Objective was to improve training of specialists providing medical care to minors in educational organizations based on generalization of existed experience of implementing educational program of higher nursing education in Russian universities and Kazan State Medical University.The publications in peer-reviewed scientific journals were analyzed. The data on provision of general educational organizations of the Republic of Tatarstan with medical personnel was considered. The statistical analysis of reporting forms № 30 and № 030-PO / O-17 was implemented. The chief physicians of children clinics and surveying graduates were interviewed.The analysis of publications demonstrated that training of bachelors in Nurse Business course in Russian universities is carried out almost in the same way. The common problems associated with imperfection of legislative sphere, complexity of employment, despite shortage of medical personnel in general education organizations were detected. The results of theoretical and empirical study of civic potential of students are presented. The model of development of civic potential of students is developed. The integration of social health with all components of the model is demonstrated. The necessity of system of social support of development of social health of students in educational space of University is substantiated. The empirical part of the study included results of sociological survey carried out on the basis of The G. V. Plekhanov Russian Economic University in September-October 2024 (n= 812). The original survey toolkit contained questions reflecting indicators of cognitive, axiological, motivational and praxiological components of civic potential model and social demographic block as well. It is established that social health, permeating all components of model of youth civic potential, affects its effective development. As a result of theoretical and empirical research, original model of implementation of civic potential of the youth in the educational space of University was developed. The key changes in the Criminal Code of the Russian Federation, in particular, amendments concerning article 238, which was applied for long time for criminal prosecution of physicians are analyzed. The study considers consequences of these changes for positioning of medical professionals and principles of medical services support with emphasis on need for secure medical practice in conditions of legal uncertainty. The attention is drawn to history of development of changes and to challenges physicians faced under pressure of criminal legislation. The opinions of experts and medical lawyers are considered. The significance of difference between concepts medical care and medical service is emphasized that is directly related to criminal liability of physicians. It is noted that, despite partial decriminalization, issues of quality of medical services and responsibility of medical organizations continue to be actual. The adoption of new norms established prerequisites for improving working conditions of physicians and increasing confidence in national medical community.
