It has been empirically proven that the anti-inflation exchange rate policy implemented systematically in Mexico has constituted a major restriction on the country's economic growth, a restriction that has persisted throughout this entire time period, even through different monetary and exchange rate regimes. This paper estimates an <span>svar</span> (1950-2014) that shows how the continuous appreciation of the real exchange rate has curbed Mexico's economic growth capacity and had an impact on other macroeconomic balances. The results indicate that progress has been made in key elements of nominal stabilization and in the export orientation, but that the overall economy is still not on a path to robust and sustained growth. To do so, we first look at the theoretical framework of the New Consensus Macroeconomics (<span>ncm</span>), and then analyze the trends in the four countries for variables including consumption, investment, government spending, and interest rates. Finally, we present an estimate of the spending and monetary multipliers with proxy variables. To achieve this result, three joint strategies are required: <em>i)</em> promote a national project; <em>ii)</em> build an industrial policy, and <em>iii)</em> solidify a national innovation system. This article introduces the case of Ecuador as an example to illustrate the topic. Starting in 2007, signs of neo-developmentalist features have gradually begun to appear in the current administration's policies. This is principally due to the scarcity of information sources to directly examine the number of qualified migrants worldwide and their characteristics. This paper offers an indirect estimate of the number of qualified Mexicans residing abroad, a figure estimated at 2.22 million in 2013. Drawing on data from the U.S. Census Bureau, this research analyzes the trends of highly qualified Mexican immigrants in the United States in 1990-2013. The 2013-2014 energy reform replaced the hybrid single buyer model –flawed as a result of excessive government intervention– with a wholesale electricity market that will gradually be extended to all users. To maximize competition, the State has retained ample and numerous powers to intervene through the Ministry of Energy.
