The action “Stop of Ukrainisation of Poland” launched by far right Konfederacja Korony Polskiej party is considered as an attempt to launch moral panic. The author examines the mainstream media reactions on this activity and concludes (also using results of public opinion surveys), that, so far, neither classic, nor polarizing moral panic has begun. Staniszewski","doi":"10.33896/spolit.2023.68.1","DOIUrl":"https://doi.org/10.33896/spolit.2023.68.1","url":null,"abstract":"The aim of article is to answer the questions: what is the public perception of the terms ‘refugee’ and ‘migrant’? as well as In the light of opinion polls, are these terms equivalent or do they have a different connotation (linguistic content) and denotation (scope)? The starting point for the analysis is the identification of the dictionary-encyclopaedic, statistical and formal-legal meanings of these names. The analysis presented in the article is based on the results of the public opinion research “Social perception of refugees from Ukraine, migrants and actions taken by the Polish state”, which was carried out between 2022 and 2023 by the research LAB managed by the author. In order to holistically reconstruct the social perception of ‘refugees’ and ‘migrants’, the author developed a multidimensional indicator (index), which he called the Social Perception of Migrants Index (SPMI). The result of the analysis is the identification of the constitutive features of the names ‘refugee’ and ‘migrant’ as well as their denotation. Before February 24, 2022, threads related to the labor market were popular. Currently, there has been a shift towards narratives focusing on the alleged privilege of migrants from Ukraine – as well as on the “weakness” of the Polish state. In the text, I look at these discourses in detail – both in quantitative and qualitative terms. The publication is based on the results of the Counterhate project carried out jointly by the Centrum im. B. Godlewski","doi":"10.33896/spolit.2023.68.20","DOIUrl":"https://doi.org/10.33896/spolit.2023.68.20","url":null,"abstract":"The crisis on the border between Belarus and three EU countries, i.e. Poland, Lithuania and Latvia, which has been ongoing since the spring of 2021, was an unprecedented attempt in Europe to destabilize the situation inside the Community. Poland faced a challenge it had not faced before. The challenge was faced not only by state authorities and services dedicated to the protection of the Union’s external border, but above all by the residents of the border areas. The influx of illegal migrants inspired by the Belarusian authorities and, as a result, the introduction of the state of emergency affected their lives to the greatest extent, disrupting its rhythm, while the migrants appearing in the farms introduced a hitherto unknown fear of strangers. In this context, the issue of perception and evaluation of the migration crisis and the actions taken by the government from the point of view of local authorities: mayors and village heads of border areas bordering Belarus seems to be extremely interesting cognitively. An empirical survey carried out on a purposive, exhaustive sample of village heads and mayors of municipalities in the border area was devoted to this problem. It should be noted here that the project had the character of a case study. It was diagnostic (exploratory) in nature at this stage and needs to be deepened in the course of further research. The results obtained allow to positively confirm the formulated research hypotheses. The problem of illegal migrants was perceived by the respondents as an issue requiring decisive and immediate action by state institutions. Cooperation with Mateusz Morawiecki’s government and its field bodies was positively assessed. Twenty-one interviews focused on autobiographical memoirs of Ukrainian war refugees were collected during the field research project in Poland and Germany in the summer and autumn of 2022. The text aimed to point out the peculiarities of Ukrainian refugeeism in the context of its specificity related to the evolution of the phenomenon of migration and forced migration over recent years in Central Europe. The content was analyzed for the fleeing and adaptive context of personal experience. It considers social ties, including family ties, which appeared in the interviewees’ statements. The studied material insights into the course of the war in Ukraine in 2022 from the perspective of civilians. It shows numerous and diverse examples of survival and adaptation activities under armed attacks, during the evacuation, border crossing, and anchoring in the places of their new residence. The first of these, known as “the peak migration crisis”, took place in 2015, while the second, incomparably larger one in 2022 pretends to be “the peak refugee crisis”. Undoubtedly, both have had an unprecedented impact on the crossing of EU borders and, at the same time, have significantly affected the functioning of the “area without borders”. However, such significant crises have caused a great degree of terminological confusion, concerning the terms refugee and migrant. In addition, the scale of the influx of Ukrainian citizens into the European Union has surpassed any previous numbers that were described as a crisis and which the EU has ever tried to deal with. Nevertheless, an inclusive model of migrant’s protection was quickly developed, combining formal and informal means of assistance from multiple state and non-state institutions and citizens into an effective way of dealing with the migrant’s crisis. The following article contains an analysis of the formation process of the Ukraine war migrant’s protection model in Poand and its characteristic features, as well as the political, social and cultural context of its implementation in the public and non-public aid system. The results showcase the particular value of citizen involvement in the process for the efficiency of the public assistance system. It was conducted on a survey panel on: 24.02.2022 (N = 1000), 4.03.2022 (N = 1653), 24.05.2022 (N = 1783), and 21.10.2022 (N = 1774). It showed, among other things, that the level of acceptance of Poles for reception people fleeing the war was high, as it oscillated between 70% and even 80%. Poles’ willingness to help Ukrainians has also been changing since the beginning of the war, as well as the perception of forced migrants in the labour market and in society. Poles showed a high degree of openness, as confirmed by research. They supported, financially, in kind, or through their own involvement, those who sought refuge due to the war.
