The change of image is directly related to the intensity of media coverage and specific conditions resulting from the international and current situation in a given country. In the case of Poland, we have several examples in which the image in the context changed from a refugee to a migrant, from a positive perception to a negative perception of specific national groups, but reverse processes were observed, from the image of a labour migrant to a refugee. The article has been divided into three parts. The first concerns the change in the image of Chechens, the second is related to the crisis on the Polish-Belarusian border in 2021, while the third concerns the change in the image of Ukrainians after the outbreak of war in 2022. Analysis of, among others, the Geneva Refugee Convention, EU law, the European Convention on Human Rights and Fundamental Freedoms and jurisprudence validate previous findings that right to life and prohibition of torture are non-derogable, permitting to protect borders and fight with terrorism. National procedures are challenged by a need to individualize decisions refusing entry and denying protection. The method of source analysis and diagnostic survey were used in the research process. Zarys problematyki","authors":"Elżbieta Szyszlak","doi":"10.33896/spolit.2023.68.21","DOIUrl":"https://doi.org/10.33896/spolit.2023.68.21","url":null,"abstract":"One of the consequences of the influx of refugees and immigrants to the European continent is the rise of anti-immigration sentiments. These translate, among other things, into the emergence of anti-immigrant social movements. The subject of consideration will be their activity in our country. They have intensified due to the immigration crisis, which has been de facto unnoticeable in Poland so far. In contrast, now, when Poland is facing an unprecedented influx of refugees and immigrants from Ukraine, anti-immigrant movements are of marginal significance. The study will show anti-immigration movements in Poland from the pe rspective of selected theories from the social sciences. Then, the factors influencing the development of this type of social activity in Poland will be discussed. The last part will present the previous activity of anti-immigration movements in our country. The central hypothesis is based on the assumption that factors potentially conducive to developing anti-immigrant movements have emerged in Poland. They took the form of an influx of immigrants and refugees on a previously unprecedented scale and under the conditions of watershed moments, including the migration crisis in Europe, the COVID-19 pandemic, the immigration crisis on the Polish-Belarusian border, the war in Ukraine and the deteriorating economic situation. Embedded in the interdisciplinary field of European Studies, the article is based on the assumption that the dynamics and scale of migration flows in 2022 distinguish this crisis from the events of 2015, and the neighborly location of Ukraine influenced a different assessment of the situation than it was in the case of conflicts in sub-Saharan Africa or the Middle East. The cultural and ethnic proximity of Ukrainians has played a key role and is reflected in EU legislation regulating their status as displaced persons. The conclusions highlight the trend in Turkey and EU countries to renationalise refugee protection measures, the temporary nature of which is becoming a common standard. The purpose of the article was to reconstruct the image of the migrants. The study of news services was conducted using qualitative content analysis and framing analysis. The study established that the image of migrants was constructed through the use of five frames: “identification”, “terrorist”, “criminal”, “tool in a hybrid war” and “barbarian” (a threat to European values). The analysis of the literature on the subject and the case study method were used to assess the potential of using the blockchain. Solutions already existing, observed and successfully implemented in other countries were investigated. Using the case study method, four implementation areas have been identified, namely: supporting election processes, functioning of the administration, cybersecurity and efficient functioning of the supply chain. The diagnosis carried out in relation to the progress of works in Poland indicates significant problems and challenges, including the lack of coherent actions at the central government level. The use of blockchain technology is incidental in the Polish local government. Godlewski","doi":"10.33896/spolit.2023.67.3","DOIUrl":"https://doi.org/10.33896/spolit.2023.67.3","url":null,"abstract":"The political transformation initiated in 1989 brought far-reaching changes not only in the economic and social sphere, but also in the local dimension, which seems to be a symbolic sign of the creation of local government administration. Against this background, the social perception and assessment of the perception and functioning of local governments in Poland seem to be particularly interesting cognitively. It depends on whether Poles define local authority as an element of public authority – an efficient manager and administrator who is de facto a “local extension of central authority”, or whether it becomes an important point of reference for local activities using the synergy effect consisting in stimulating various actors and entities present in the social space for the good of the local community? The conducted analyses allow to unequivocally reject the veracity of the alternative defined in this way. Local government performs both functions, which synergistically increase its importance and impact. This is also a social expectation. Local communities want to see in local authorities both “good hosts” and “animators and creators” of social reality. This is also confirmed by the analyzed case studies. In fact, the full responsibility for defining areas has been entrusted to the commune authorities as they have been equipped with appropriate spatial planning tools, which make it possible to realize their sovereign competencies. However, space disharmony is raised in the scientific discourse as well as in media reports and political disputes. This cooperation developed massively after the Second World War. Today more than 200,000 local and regional communities participate in it, cooperating not only by direct contacts, but also through various types of organizations and networks. This is a new and growing phenomenon in the international environment. On selected examples of Polish local governments, it is shown how strong are the positive ties between members of territorial communities from different countries, built by this cooperation. Their strength and nature are shown by presenting the activities of selected Polish local governments during the extreme crisis, i.e. the war in Ukraine.
