The aim of the paper is to present sources for research on the functioning of the Regency Council in the resources of the Archives of New Records in Warsaw (AAN). The documentation collected in the AAN is dispersed (it is stored in several archival units: the Civil Cabinet of the Regency Council, the Presidium of the Council of Ministers, the Ministry of Provisioning, the Ministry of Foreign Affairs, and private files) and most often complements each other. In the preamble and in the articles of the first Chapter, reference is made to the heritage of the French Revolution and identification with its principles is emphasised. We are therefore dealing with a case of the Constitution that explicitly refers not to the entire historical heritage of France but to an exceptional moment in its history. This reference has a very real meaning because the legacy of the French Revolution affects the constitutional reality of today’s France. This applies in particular to the specially conceive d idea of the sovereignty of the nation, the principles of indivisibility and the secularity of the Republic. At the same time, under the Constitution of the Fifth Republic, there has been an interpretation of the legacy of the Revolution in terms that are critical of the Jacobin tradition, which allowed for a broad consensus on it. Foreign dailies remained the source of information about the revolution. A review of press publications allowed us to determine what information reached the readers of the Polish press. The creators of the Polish press assumed the attitude of observers of political and social life. The influence of revolutionary events on the development of the situation in Poland was discussed. Parallel to the construction of the political system, struggles for independence and the borders of the state, which was reborn after 123 years of captivity, continued. The emergence of centers of power and political institutions in the conditions of geopolitical changes of the last phase of the Great War of 1914–1918 was of utmost importance for the process of shaping the political system. He fully accepted the Republican system of France and recognized revolutions as an indelible element of the national heritage. De Gaulle was convinced of the country’s potential to influence the fate of the world, to firmly defend its national interests, but also to be an advocate of universal values. The essential element of the new system for France proposed by De Gaulle in 1946 was the strengthening of the executive power and the key political position of the president of the Republic. Besides, given the objective set by its founders in 1958, namely to restore the state around the executive, the Fifth Republic is undoubtedly a success. However, this success has led to an imbalance in the functioning of the institutions, which, despite attempts at reform, remain essentially centred on the head of state. This construction (organization) was started by activist circles in the proclaimed (reactivated) Kingdom of Poland on November 5, 1916, by emperors of Germany and Austria-Hungary.
