This construction (organization) was started by activist circles in the proclaimed (reactivated) Kingdom of Poland on November 5, 1916, by emperors of Germany and Austria-Hungary. 摘要
本文选取了与 1917-1918 年重建的波兰国家中央机构的建设有关的关键政治问题。1916年11月5日，德国和奥匈帝国皇帝宣布成立（重新启动）波兰王国，活动家们开始了这一建设（组织）。当时成立的解放机构--波兰王国临时国务委员会（Provisional Council of States）和波兰王国摄政委员会（Regency Council of the Kingdom of Poland）--努力组织重生国家的国家机构，这些机构事实上为未来的 "统一波兰国 "服务，因此在 1918 年 11 月 11-14 日之后被波兰主权当局接管并充分利用。
