The United States creates a power that has sustainable resources backed by an efficient mechanism of action and the will of the public to implement these plans. Currently, the US has enough resources, and most importantly, in the current international environment, it is able to use them to maintain an advantage over its competitors. The article presents the elements of US power that determine its advantage over other countries and the weaknesses that may limit its influence. This largely determines the research methods used (statistical and comparative). {"title":"Sfery zgody i konfliktu w polskim dyskursie politycznym wokół strategii walki z pandemią COVID-19","authors":"Łukasz Łotocki, Krzysztof Mikiński","doi":"10.33896/spolit.2022.65.10","DOIUrl":"https://doi.org/10.33896/spolit.2022.65.10","url":null,"abstract":"The paper analyses the spheres of agreement and conflict in the political discourse around the strategy of combating the COVID-19 pandemic in Poland between February 2020 and May 2022. The paper identifies the dominant topoi present in the political discourse on the discussed topic. Particular attention was paid to the discourse around such issues as the definition of the initial situation, the introduction of restrictions and limitations, state policy on vaccination against COVID-19. The analysis shows that the main dividing lines in the political discourse related to COVID-19 have become less dependent on the general polarisation present on the Polish political scene. On many occasions, the main ruling party and the main opposition party did not differ in their views on the strategic assumptions adopted to fight the pandemic. It forced the governments of many countries to introduce new and unique legal instruments, whose main objective was to prevent, counteract and combat the infectious disease caused by a novel coronavirus. One of these instruments was the possibility to limit the functioning of public administration offices. This accelerated the design and implementation of solutions which, on the one hand, ensured the safety and health protection of employees of public offices and, on the other hand, allowed the continuation of public tasks. The subject of the article is the analysis of Polish legal solutions concerning the possibility of remote work in connection with the outbreak of the COVID-19 pandemic. The aim of the study is to show that the coronavirus pandemic forced the Polish legislator to introduce new instruments into the legal order regarding the organisation and functioning of the state administrative apparatus. The article is mainly concerned with the ongoing debate over the condition of Slovakian communes and the projects to refine them. The analysis of the resolutions proposed by the central and local government leads to the belief that the consolidation process will not be over soon, and the inefficiency is meant to last. Klimek","doi":"10.33896/spolit.2022.64.6","DOIUrl":"https://doi.org/10.33896/spolit.2022.64.6","url":null,"abstract":"The article highlights the role of the Polish local authorities in counteracting the COVID-19 pandemic as well as minimising its impact. As a local level decentralised public administration, self-government becomes responsible for meeting the local communities needs. During the COVID-19 pandemic, the activities of local authorities were focused mainly on supporting: 1. health system; 2. local entrepreneurs; 3. social assistance institutions; 4. the most vulnerable citizens (the elderly, the sick, the handicapped, isolated or quarantined individuals). The main problem faced by local authorities was the need to increase the aid expenditure and the reduction of their revenue sources (especially their own revenue) at the same time. Osiński, Izabela Zawiślińska","doi":"10.33896/spolit.2022.64.12","DOIUrl":"https://doi.org/10.33896/spolit.2022.64.12","url":null,"abstract":"The aim of the article is to analyse the assumptions and results of the reform of the basic territorial division of the state carried out in Norway in 2016–2020, creating a new structure of municipal and regional self-government with a simultaneous change in some of the tasks carried out at both levels. The analysis is based on the assumptions and categories of neo-institutional methodology. The main thesis of the article is contained in the statement that the process of structural consolidation of local government units is theoretically and practically inevitable, because it is carried out in order to optimise the implementation of public services and increase the welfare of local communities. Hence, a natural analytical procedure is to review the structures and principles of operation, including, in particular, their efficiency and effectiveness. The subject of the article is to make a political science analysis in the context of postulates submitted (mainly by academic and scientific circles) relating to the modernization of public administration in Poland in the 21st century and to compare it with the administrative practice of the contemporary Polish state. In the indicated countries, the basic sources of electoral law are their constitutions and statutes, which are a development of constitutional norms. Of great importance in the field of electoral law are also acts of international law, the parties to which are the above-indicated states. At the statutory level, Central Asian countries have developed two models of regulation of electoral law norms: the model of dispersed regulation, in which the provisions of electoral law to representative bodies were regulated in separate acts, and the model of concentrated regulation, expressed in one normative act – the electoral code.
