Foreign dailies remained the source of information about the revolution. A review of press publications allowed us to determine what information reached the readers of the Polish press. The creators of the Polish press assumed the attitude of observers of political and social life. The influence of revolutionary events on the development of the situation in Poland was discussed. A review of press publications allowed us to determine what information reached the readers of the Polish press. {"title":"Reforma konstytucyjna z 2020 roku redukująca liczbę parlamentarzystów w Republice Włoskiej – w kierunku racjonalizacji systemu parlamentarnego?","authors":"Izolda Bokszczanin","doi":"10.33896/spolit.2023.69.3","DOIUrl":"https://doi.org/10.33896/spolit.2023.69.3","url":null,"abstract":"The article aims to analize the nature and systemic implications of the constitutional reform carried out in the Italian Republic in 2020, which reduced the number of members of the chambers of parliament. It was the first revision of the Italian constitution since 2001 that was approved in a nationwide referendum, which was the condition for the entry into force of the amendment (two other constitutional revisions: from 2005 and 2016, were rejected in a referendum vote). The concept of rationalization of parliamentarism has been adopted as the leading theoretical reference in this text. The initial research question focused on to what extend the postulate of rationalization of the Italian parliamentarism was achieved by the way of undertaken initiatives to revise the constitutional order. These groups (the United Right) are critical of the modern idea of parliamentary democracy, and populist parties treat a debate in the Parliament as a political technique rather than an important political and ethical value. Formally, contemporary populism does not deny the Parliament but lowers its rank and clearly instrumentalises it, which is manifested in the practice of limiting discussion, not taking up talks, and imposing the majority’s will. Juchniewicz","doi":"10.33896/spolit.2023.69.7","DOIUrl":"https://doi.org/10.33896/spolit.2023.69.7","url":null,"abstract":"The principle of incompatibility, as expressed in Article 103 of the Basic Law, constitutes one of the key guarantees for the exercise of the parliamentary mandate. By indicating the functions that cannot be exercised in tandem with the mandate of a deputy or senator, the legislator aims to achieve, inter alia, such objectives as: fulfilment of the principle of separation of powers, counteracting conflicts of interest and corruption phenomena, ensuring transparency of decisions taken and ensuring impartiality and independence in the exercise of office. Judges and prosecutors, which also includes retired judges and prosecutors, may not hold parliamentary office. The study verifies the hypothesis that forms of electing the president with the participation of the parliament are present in the Polish tradition. Osiński, Izabela Zawiślińska","doi":"10.33896/spolit.2023.69.4","DOIUrl":"https://doi.org/10.33896/spolit.2023.69.4","url":null,"abstract":"The purpose of this article is to analyse the legal regulations concerning the governing bodies of the parliaments in Norway and Denmark, as well as selected elements of the system practice related to their functioning in the last several years. A comparative study of the aforementioned institutions in both parliaments makes it possible to identify similar elements, as well as to point out existing differences, especially in the system practice. One common feature is the axiology underpinning the activities of the governing bodies and the resulting high political culture characterising the deputies in charge in the Storting and the Folketing. The analyses made are based on the assumptions and categories of neo-institutional methodology in political science. The main thesis of the article is that the high efficiency and professionalism of both parliaments, as determined by objective indicators, is the result of a consensual and pragmatic attitude of those elected to leadership positions and proposed by the party groups. The Republic of Poland. In this judgment, the Court adjudicated regarding the EU compliance of the national regulations governing the system of the organs of judicial authority. Against this background, it is argued that the system of the organs of judicial authority in any EU Member State does not fall within the competence granted to the EU, but remains solely within the competence of the Member State. The CJEU is empowered to adjudicate only within the scope of competences conferred upon the EU. The CJEU is not competent to take over the competences of the organs of state power of Member States or to thereby force them to adopt particular legal solutions. Any action taken by the CJEU without a proper legal basis has but the appearance of adjudication. An in-depth study of his works and the unique materials collected in the archives of the University of Toronto served to achieve the goal. Additionally, the archival search made it possible to supplement his biography with previously unexplored information. The analysis proved that A. Rapoport highlighted two important themes that find application potential in contemporary political systems research. In particular, the role of the Sejm is discussed in terms of preliminary control (ex ante) concerning the compliance of the bill on the budget with the law, current control (ex dure) consisting in assessing the implementation of the budget law, and subsequent control involving in assessing the implementation (ex post) of the state budget. The analysis made it possible to show that proper implementation of parliamentary budgetary control will be impossible without a reform of the system of public finances involving ensuring the preparation of independent macroeconomic forecasts as a basis for the preparation of draft state financial plans, reducing the number of organizational and legal forms of public financial management, abandoning the reporting of public debt in two different ways, and changing the rules of discharge. The changes that favour the executive power at the expense of the legislative one are implemented by National Assembly. The paper analyses the formal and practical outcome of the functioning of the Hungarian parliament (2010–2022), which meets the criteria of novelty by referring to only one of the parts of the political system, while many other researchers focus on global regime changes. The research aims to analyze how the Hungarian parliament introduces illiberal legalism. The main question refers to the role and position of the National Assembly in the process of deterioration of Hungarian democracy.
