The article analyzes one of its statutory tasks consisting in issuing opinions on draft laws and other normative acts on the basis of which courts adjudicate and operate, as well as other draft laws to the extent that they affect matters within the jurisdiction of the Supreme Court. Ujazdowski","doi":"10.33896/spolit.2023.69.1","DOIUrl":"https://doi.org/10.33896/spolit.2023.69.1","url":null,"abstract":"When the Constitutional Council was established in 1958, it was described as a political and judicial body. Since then, its powers and systemic importance have increased rapidly. However, the political-judicial nature of the Council has not changed. The Council’s political character is expressed in its domination by individuals belonging to the political elite and high government officials. Undoubtedly, the persistent distrust in the French republican tradition of entrusting judges with control decisions of vital importance to the state is significant. In addition, the well-thought-out mechanism of appointing its members promotes the independence and legitimacy of this institution. First, the evolution of the position of the Bulgarian parliament since 1878 will be presented, albeit in a cursory way, then the current constitutional regulations, before moving on to contemporary issues. The main research question is to what extent the problems of dysfunction of the Bulgarian parliamentarism result from structural reasons and to what extent from functional ones. Discourse Network Analysis, used in the study, allowed to identify the most frequently co-occurring concepts expressed by different parties over the past fifteen years, as well as, to present the affiliation networks between the parties. The postulates regarding climate policy proposed by Polish election committees were gradually modified in the analyzed period. The gradual convergence of pro-climate positions of Polish parliamentary parties is visible over time, while the structure of anti-climate positions becoming less coherent. This is unprecedented in many aspects, covering primarily the Central and Eastern Europe, which historically have been countries of emigration rather than migration. Against this background, grassroots initiatives and civic actions taken in Poland, local government bodies, state authorities, as well as the Catholic Church are considered. After years marked by the success of multicultural coexistence, the time has come for European governments to review their immigration and integration policies and redefine the effects of the previous strategy towards ethnic minorities. In Poland, the policy towards newcomers, which is in the process of evolution, has become the subject of discussion in scientific bodies. Often also is the object of disputes and lack of disagreement as its evaluation and future shape. The article draws attention to the evolving nature of Polish policy towards immigrants and the problem of their integration into Polish society. As a result, they also caused a wave of refugees to neighboring countries, including Poland. Most of the refugees, right after crossing the border, ended up in the so-called central reception points. Their organization and operation were unprecedented. From both an administrative and social point of view, we are dealing with a completely new phenomenon. Reception points are hybrid institutions created as a result of administrative decisions, but their functioning in Poland would be difficult to imagine without the social involvement of citizens, i.e. without countless support initiatives that created a powerful social movement. The article presented here is a summary of a field study conducted in April 2022. In retrospect, it can also be seen that it caused dissonance between the member states not only of the EU, but also of the V4 and revealed their lack of solidarity. The changes taking place in Central and Eastern Europe, which began in 1989, mainly included the internal and foreign policy of the four countries that make up the V4, i.e. the Czech Republic, Poland, Slovakia and Hungary. 2015 is considered to be the beginning of the crisis, but the number of immigrants and refugees arriving in Europe has already increased. The aim of the article is to indicate the multifaceted activity of the V4 and the position towards migration. The key issue that needs to be answered will be the prospect of further activities of the V4 in the face of new threats such as the migration crisis.
