Inshakov. It has been established that the object of spatial analysis is a complexly structured, hierarchically ordered global economic space that corresponds to the global economic system and is formed as a result of the interaction of natural-economic and economic systems of various levels and scales. The subject of spatial analysis is the reproductive economic process as a result of the implementation of economic relations in the global economic system, which is realized as a set of cycles of factor interactions due to the sequential influence of six basic production factors on each other. These factors are unique and inimitable in every point of the real geographic space. It has been established that the monitoring of regional factors of production is currently in great demand. The purpose of monitoring production factors is to predict the future state of natural-economic and socioeconomic systems. An assessment of the prospects for socio-economic development should be carried out on the basis of a system of integral indicators characterizing the competitiveness, sustainability and security of socioeconomic development. The process of managing these economic systems has recently undergone significant changes in the context of the development of Industry 4.0, becoming multidimensional and requiring a comprehensive analysis of all factors affecting its external and internal environment, among which can be called an increasing focus on universal digitalization and globalization of production and logistics processes through standardization. Industry, being the basis of the system of ensuring a civilized existence, has a significant impact on sustainable development. Production technologies, along with culture and economy, are responsible for providing new tools and opportunities for creating solutions in the direction of sustainable production. Reviewing and updating such tools is the primary goal of the manufacturing sector to effectively assess and improve the sustainability of production. These measures should be adequate to respond to growing sustainability challenges in an effort to meet ESG criteria. The triple line of ESG criteria, which includes environmental, economic and social aspects, is usually used to assess sustainability. However, there is a shortage of standard sets of indicators of production sustainability and measures to assess them. In this paper, the concept of sustainable development is considered in the focus of management on the principles of ESG, digitalization and standardization of business processes of the enterprise. The application of these measures is based on strict observance of the principles of legitimacy, in connection with which it was found that their essence lies in the introduction of temporary retaliatory restrictions in the field of violated obligations, forcing the delinquent to ensure the restoration of the rights and interests of participants in international economic relations affected by his illegal actions. Most of these measures are concentrated in the field of international trade exchange and are implemented through the use of instruments of foreign trade coercion, which are a set of practical means and methods of restricting export-import operations, the impact of which affects all areas of international trade, thereby providing comprehensive pressure on the violator. Further consideration of these instruments allowed us to establish that the methods of their impact can be based on the use of market mechanisms or the establishment of direct prohibitions. {"title":"Sectoral Aspects of the Development of Old Industrial Regions of the Russian Federation","authors":"N. The object of the study is the old industrial regions of the European part of Russia. The study aims to study the dynamics of the sectoral structure of old industrial regions and identify their contribution to the economic development of the respective federal districts. Foreign researchers of old industrial regions and their Russian colleagues associate the problems of functioning of territories of this type with the difficulties of introducing innovations into production processes, as well as with the specifics of their participation in global socio-economic processes. The study’s methodology is based on a systematic approach to the study of old industrial regions and the use of economic and statistical analysis. This allows us to specify the most critical trends in the dynamics of their sectoral structure and on this basis assess their contribution to the development of the federal districts of the European part of Russia. It is shown that due to the specifics of the industry structure, it is increasingly difficult for old industrial regions to ensure competitiveness in comparison with other types of regions, in particular, resource and service territories. It is proved that the old industrial regions of the European part of Russia with a more diversified economy, particularly Vologda and Nizhny Novgorod regions, make a more significant contribution to the development of the federal districts in which they are located, compared with other regions of this type. In order to increase the role of old industrial regions in the development of federal districts and the country as a whole, the necessity of intensifying the participation of the state in the processes of diversification of their regional economies is justified, which consists in the formation of an institutional environment in which regions of this type will be able to achieve competitive advantages. The paper emphasizes that in order for an enterprise to gain competitive advantages at present, intense actions are required. Business competition becomes fiercer, as one has to fight for orders from a shrinking group of customers. One of the most reliable ways of research is to use and analyze available statistical data obtained by Russian associations and agencies working in the field of communication and commerce. The empirical base of the study of modern communicative strategy tools enhancing business competitive advantage in Russia was data from E-Commerce Russia, Russian Association of Communication Agencies, the Data Insight research agency and recommendations from the Electric Brand Consultants agency. Analysis of the information made it possible to identify motives, i.e. driving force for organizations to choose the most effective marketing communications tools. According to the results of the study, shifts in customers’ needs and insights, and specific features of competitive practices were revealed. The innovative tools applied by entrepreneurs include a variety of remodeled marketing communication tools such as video advertising and mobile advertising, targeted advertising on the Internet, virtual voice assistants, Black Friday online sales, etc. During the lockdown introduced in Russia, many businesses increased their customer base and refined their CRM systems. The study suggests stages and tools of enhancing business competitive advantages, describes the process of increasing the competitiveness of a commercial organization in a formalized form, and characterizes the relationship of causes and effects. In this paper, the author presents a comparative analysis of existing methodological programs dedicated to assessing the effectiveness of regional investment policy. According to the results of the analysis, it was found that most of the methodological approaches are based on such methods as comparing the growth rates of investments with the growth rates of the gross regional product, integral assessments, analysis of the qualitative component of regional investment policy, and so on, in connection with which it is concluded that in public administration there is a need to develop improved methods for assessing the effectiveness of regional investment policy that are complex and available to researchers (in terms of open information data). The author proposes a methodology for assessing the effectiveness of regional investment policy; the methodological framework is based on the ideology of a systematic approach, in which investments have an impact on all aspects of the socio-economic development of the region. The proposed methodological approach is based on two groups of indicators directly and indirectly related to the receipt of investments in the region. Direct indicators for assessing the effectiveness of regional investment policy are related to the overall socio-economic development of the territory and include three independent blocks: indicators of investment activity, indicators of economic growth, and indicators characterizing the level and quality of life of the population. Indirect indicators are not divided into separate blocks within the framework of the methodology and are considered in unity. In the process of the methodology, summary indices for each group of direct indicators and a generalizing integral index are calculated, which makes it possible to make a final conclusion about the effectiveness of the implementation of regional investment policy. The category “valuation of goods for customs purposes” in application to international practice and practice of the EAEU. To explore the directions of development and approaches to the determination of the customs value of goods (on the basis of international methodology), the principles of its formation. Despite the apparent attractiveness of specific rates of customs duties, the trends of recent years confirm an increase in the frequency of use of ad valorem rates. In these circumstances, the volume of customs duties directly depends on the methodologically correct assessment of the customs value of goods. Comparative analysis, analogy, graphic and compilation, induction and deduction are the methods used in the study. Methodology of the work is the rationale for the relevance of the work, the statement of the problem, the study of international practice, the results of the study and conclusions. Structural and logical scheme of determining the customs value of the “transaction value”, on the basis of which a practical example of its application is considered (case 3), as well as the method of calculation of additional charges to the TFC is shown in detail, taking into account the features of the contract. Two methodologically different approaches to the valuation of goods for customs taxation purposes were determined. Determined the constraints in terms of customs taxation, which hinder the development of foreign trade. The dynamics of changes in the depreciation coefficient of the fixed capital of the industry of the Russian Federation, characterizing the state of fixed assets, is considered. The statistics of the volume of investments in the industries allocated by Federal Law are studied: mining, manufacturing and production and distribution of electricity, gas and water. To obtain more accurate readings, the 2019 data are recalculated to 2010 prices using Rosstat inflation data. The return-on-investment indicator is calculated based on Rosstat data. The main reasons for the identified changes, both negative and positive, are indicated. The current state of investment activity in the sphere of fixed capital in the industry of the Russian Federation is determined and conclusions about the shortcomings of state policy in this direction are drawn. The relevance of the topic is justified not only by the global trend and concern for creating favorable environmental conditions, but also by considerations of the depletion of fossil sources which lead to a necessity to search for alternative energy development. The article presents the analysis of the “green” growth strategy implementation in some countries with their regularities and common features identified, such as setting a goal to achieve carbon neutrality and large-scale investments in the development of alternative energy. In Russia, this policy is now being formed and the main stake is still placed on the use of hydrocarbon raw materials. It is concluded that for the formation of a systemic policy of “green” growth in the Russian Federation, deep socio-economic transformations and changes in environmental and tax legislation are required in order to ensure economic growth without increasing the burden on the environment. The study adopted a correlational research design using secondary data extracted from the financial statement of selected 10 firms from 2010 to 2019. The selected firms were from 21 listed consumer goods firms listed in Nigeria as of 2019 using a judgmental sampling technique based on the availability of data. Correlation analysis, Unit-root test, Ordinary Least Squares (Fixed effects) regression were the statistical tools used for analysis with the aid of E-views Software, version 10. The study revealed a significant and negative relationship between Audit Committee Meetings, Audit Committee Size, Leverage, and Earnings Management (P < 0.05). However, Audit Committee Financial Expertise, Audit Committee Independence showed a positive and insignificant relationship with earnings management (p > 0.05). The study concluded that firms with adequate audit committees attribute moderate earnings management practices.
