The process of forming a project team is an important detail of prelaunch preparation and an essential direction of work during the project implementation period. Within the framework of this process, the priority direction is to optimize the activities of HR management when solving the problem of combining specialists with a variety of skills, values, ideas, and the distribution of their roles and responsibilities. The aim of the study is to reveal the features of the formation of project teams in the process of digital transformation of the HR management system and their subsequent analysis, as well as to develop a methodological approach to the implementation of the initial stage of the team building procedure. In the course of the research, the method of analysis of expert data, procedures of multi-criteria selection, the method of analysis of hierarchies, optimization models were used. Algorithms for the implementation of information and digital technologies are proposed – solving the problem of optimal selection of candidates and the problem of distributing candidates who have passed the rating selection. It is concluded that the developed methodology for the formation of project teams significantly expands the capabilities of HR analytics and contributes to a more efficient distribution of candidates for project vacancies, but at the same time they act only as a tool that helps an expert.","PeriodicalId":349001,"journal":{"name":"Vestnik Volgogradskogo gosudarstvennogo universiteta. The article researches theoretical aspects of the creative industries’ formation, provides statistical data and their development indices, analyses the structure of the world market of creative industries and institutional highlights of the Russian creative segment. As a scientific result, it was concluded that a huge potential of the sphere of creative industries still remains and serves as a driver of economic development of Russia. However, all of the above-mentioned requires the institutional support and the set of measures to form a proper infrastructure for the development of the creative industries especially in Russian cities and regions. As the development of megalopolises currently remains the basic trend of creative branches in the global economy it is obviously necessary to estimate this economic sector more precisely and to look for more opportunities of integration of the Russian market segment into the global emerging creative industries’ markets. The project launched in Russia to introduce a tax on professional activities stimulated the processes of self-employment legalization and it sets a number of research tasks, including the identification of the emerging consequences of the development of selfemployment processes for the economy. This article sets the following goal: on the basis of the study of the essence of self-employment as an economic phenomenon, the goal of research consists in the identification of trends in the development of this process in the southern regions of Russia and determines the directions for effectiveness growth of their impact on the sustainability of regional development. The objects of the study were the regions of the Southern Federal District. The study determined that self-employment can act as a consequence of economic problems and as a tool for economic development. The authors identified trends in the development of self-employment in Russia and in the regions of the Southern Federal District, revealed the accelerators of this process, and they are: professional training for entrepreneurial activity; growth of the level of financial literacy of the population; availability of loans for start-ups with transparent conditions for their provision; policy supporting labor migrants in their business in their native cities; provision of self-employed with quality services and servicing, including digital ones. Suggestions for the development of self-employment processes were made and they allow increasing regional sustainability when developing social capital. It is mentioned that today it is fundamentally important for the state to give citizens with such a tax status basic social guarantees, while maintaining favorable conditions for the development of platform employment, since the self-employed are less protected in terms of social guarantees and rights.","PeriodicalId":349001,"journal":{"name":"Vestnik Volgogradskogo gosudarstvennogo universiteta. Little-known facts of the biography are given, which clearly show that everything is not accidental. A gold medal after graduating high school with in-depth study of the English language, and entering the economics department of Rostov State University prove it. It is noted that Elena I. Inshakova defended her first major scientific work, PhD thesis “Denationalization of property in the process of formation of a market economy in the USSR”, in 1991 in the dissertation council of the same university, and a doctoral dissertation “Economic integration in the CIS: methodology, strategy, mechanism” in 2005 in the Dissertation Council of the Volgograd State University, which has become her native. The article reflects the main milestones of the scientific and labor activity of Elena I. Inshakova, shows her significant contribution to the development of domestic economic science and the educational process. At the end, the statements of colleagues and students of Elena I. Companies strive to introduce new products and services and improve existing ones in order to surpass competitors. There is an increasing need to assess the market situation. As a result, the importance of such a concept as competitiveness and methods of its assessment increases. The purpose of this article is to analyze the competitiveness of services of hotel enterprises (on the example of the Center-Hotel LLC) using the parametric method. As part of the expert evaluation, the parameters were determined according to the Regulation on the Classification of Hotels; the correspondence of the services of the Center-Hotel LLC and its competitors to the assigned category was revealed; the number of correspondences and the expression of the result as a percentage were calculated; the final assessment by type of services was formed. As part of the consumer evaluation, parameters were determined, weight was assigned to each parameter; the consumer ratings of the Center-Hotel LLC and its competitors were grouped in the form of an assessment/number of respondents; the sum of points/ratings was calculated taking into account the weight and the final assessment by type of services was formed. Based on a systematic literature review we investigated the portfolio companies’ investment stages, at which venture capital investments are made: seed stage, start-up stage, early stage, expansion stage. As a result of this study the definition of “venture investments” has been clarified. This article examines the financial instruments that venture capital funds use to structure a deal with portfolio companies’ founders on the venture stages of development. It has been established that the choice of financial instruments is the result of the negotiation process between the venture capital fund and new venture founders and depends on the risk of failure, which is determined by the investment stage of the portfolio company. Moreover, shortcomings of the national legislative regulation system were highlighted, and positive trends were noted in the national rule-making process – the adoption of a federal law that establishes the procedure for using a convertible loan. The possible ways of structuring the transaction between the founders and domestic venture capital funds formed under investment partnership agreements were identified. The target is to develop a model for element interaction method in the credit process. Hypothesis: it is assumed that scientific research based on a systematic approach is able to reveal the interacting elements in the credit process detail this process and describe the mechanism of its management. The following universal scientific methods have been used: the “black box” method, the element interaction method and the method of interaction of elements in the system with feedback. A three main components have been obtained. The first one is process model of a “black box” loan. The model contains the necessary resource for transformation in the credit process, the block-converter and the pattern of functional dependence the output has acquired on its input. The second one is a simple universal model of the relationship between the elements of the credit process in the system. The model shows the interacting elements of the credit, the specificity of the interaction of the elements, the result of the interaction of the elements of the credit and the effect on the credit and its external environment. The third one is a universal model of the relationship between the elements of the credit process in a system with feedback. The mechanism of regulating processes in the loan has been observed, identified and shown through feedback. The study has provided evidence that to start credit process in target groups they should be in disposition: one lacks all monetary and non-monetary resources whereas the other has an overflow of them; the interacting elements in the loan are efficiency, capacity to pay and pay back; feedback facility can regulate the processes moving in the credit system. Study results having been discovered through research expand the scientific understanding of the processes taking place inside loan. The direction of the modern stage of development of behavioral design is digital technologies of persuasion, the tools of which are used to influence the behavior of users of social networks, video hosting and other digital goods. Social media accounts for half of the screen time. The business model of multinational technology corporations in the use of screen time is to advertise, collect and sell user data, which can also be accompanied by the formation of a shadow market. Digital persuasion technologies are addictive and provide an increase in the time users spend on social networks. When assessing the use of unproductive screen time, the lost value of time must be taken into account. Social losses of unproductive use of digital goods are significant and tend to grow in a pandemic, turning into revenue for companies. In the absence of public and state regulation of the use of digital technologies of persuasion in digital goods and their uncontrolled use, children and youth are the most vulnerable category. Every year Russia’s share in the global tourism industry is growing, which is reflected in the economy and infrastructure of the country as a whole. The majority of Russian tour agents value the development of regional tourism, which has become a stimulus for the development of tourism in the constituent entities. In the conditions of the modern socio-economic space, the sphere of tourism and recreation can be of strategic importance for the development of regions, especially those that belong to the category of subsidized or even depressed. In this regard, a detailed study of the tourist and recreational potential of the regions is of particular importance. Volgograd region is an attractive territory for the development of regional tourism. Possessing a favorable geographic location, natural resources, and rich historical past, the region is promising for the development of modern forms of tourism and recreation. The data obtained in the course of the research are important in the implementation of comprehensive work on the tourist and recreational development of the territory of Volgograd region. On their basis, cartographic bases for the assessment and development of recreational nature management in the region are being developed and implemented.
