This paper studies covering-based rough sets from the topological view. We explore the relationship between the relative closure and the first type of covering upper approximation. The major contributions of this paper are that we use the definition of the relative closure and the relative interior to discuss the conditions under which the relative operators satisfy certain classical properties. If an individual claim is a mixtures of exponential probability density function, we obtain a closed form expression for expectation of the discounted dividends and exact value of the optimal dividends barrier by laplace transform. When the analytic result for expectation of the discounted dividends is unavailable, two methods are provided to estimate the optimal dividends barrier, one is by the famous Cramer-lundberg asymptotic formula, the other is by discrete time model. For illustration, the approximate values of optimal dividends are compared numerically with the exact values in two numerical examples. Firstly, according to feature of emergency business, an emergency information semantic metadata model was structured using Description Logic; the model is a seven-tuple consisting of seven parts: terms set, terms definitions set, instances set, instances definitions set, relations set, constraints set and notations set. Secondly, the semantic model was analyzed carefully, and corresponding semantic explication was given. Finally, EISMDM was validated by an application. Firstly, the model design thought of the wavelet neural network pattern recognition technology for chemical agents are analyzed, which shows that the wavelet analysis has good time-frequency features due to its capability of localizing and differentiating the high and low frequencies of a signal and keeping the time domain features of the original signal, as a result, the wavelet transform can effectively extract the feature of the chemical agents signals; Secondly, the model and learning algorithm for the wavelet neural network are constructed, which implements that the pattern recognition method for the chemical agents combines with the advantages of the wavelet and neural network, the wavelet transform method as a fore processing medium is used to extract the feature which reflects the information of the chemical agents, and the features are fed into the neural network as the input patterns for training and classifying, to achieve the intelligence distinguishing; Lastly, the results of the examples and simulated test show that: this method is workable, and of the high identification accuracy, remarkable generalization capability, good stability, and high speed and high reliability. According to the two dimensions of knowledge management and balanced scorecard, 16 sub-class index categories are generated in this matrix and we use a simpler method of KSF (Key Success Factors) to filter specific indexes for each category and confirm the weight for each index. For analysis and application, we define a new concept of “index contribution rate” to evaluate the performance of knowledge management from different aspects and dimensions basing on the evaluation result matrix.
