Although, it currently processes news articles, it can easily be adapted to any other form of text. Data mining functions performed by the system are categorization, clustering, and named entity extraction. The main design concern of the system is scalability, which is achieved by a modular architecture that allows multiple instances of the same component to run in parallel. This paper presents an analytical approach for studying load and traffic engineering (TE) in optical network. Load balancing is common in optical networks. It is a key component of traffic engineering, link bundling, and equal cost multi-path routing. Recent trends in load balancing point towards to dynamic protocols. Dynamic load balancing needs schemes that split traffic across multiple paths at a fine granularity. In traditional IP networks the tools for traffic engineering are limited due to the lack of control of the used routes. Explicit routing allows the packets to be routed along pre-defined paths. As the traffic is split into multiple parallel paths a finer distribution over the network is obtained. However, there still exist a number of severe problems in regulations & policies in terms of admission, price and institutional system of regulations & policies, for example, insufficient competition in tap water industry, over-rising speed of water price, and unsmooth institutional system etc. Occurrence of these problems is mainly due to misplaced government objectives on regulations and policies, institutional system of “political-and-corporate-alliance” and backward techniques on regulations and policies. To realize nutritional diet decision optimization for patients, BN model for dealing with associative relationship between diseases and diets is set up to compute and update the edibility of every food in database. QPSO algorithm is selected as the core optimization algorithm to avoid being trapped in a local optimum. This paper reports an approach based on Continuous Hidden Markov Model (CHMM) to identify the naval targets. The Mel frequency cepstral coefficients (MFCCs) were selected to describe the input signal. The general Gaussian density distribution HMM is developed for CHMM system. Several experiments have been conducted to study the effects of speed, distance and the direction of the naval targets on the identification rate (IR) of such targets using our proposed approach. The obtained IR was found to be 100% and kept constant while changing the direction, 91.97% while changing the distance and 58.3% while changing the speed of the target.
