It was determined\u0000that Ukraine must quickly and with the least losses overcome the shortcomings of the post-Soviet education management system in order to create a competitive national education system, therefore, studying the experience of countries around the world, analyzing mistakes and successes in reforming the education system in conditions of decentralization of power are necessary to successfully overcome all difficulties in the future development of the national education system. It was concluded that educational systems within the European Union remain unique in each country with a different degree of centralization or decentralization of management and financing of education, therefore it is necessary to find a rational «golden mean» in each of these systems and apply it in Ukraine in conditions of decentralization authorities. The impact of the democratization of education management on increasing the autonomy and level of socialization of educational institutions is determined. The concepts of «democratization» and «decentralization» are highlighted and the influence of these processes on the conditions of functioning of schools, stimulation of creative activity of teams and management is determined. The experience of some countries was studied, which shows that a strong legal state, which supports the principle of equality of all before the law, should be a guarantor of democratic rights in various spheres of social life, and first of all, in quality education. The article also focuses on the main areas of decentralization of educational institution management. Objective assessments of learning outcomes based on the theory of pedagogical measurements have a priority role in providing information base for evaluation and analytical activities in education quality management. These measurements should be the basis for recognition, analysis, functioning, development, forecasting and improvement of education quality management systems. A systematic and prioritised approach to quality management should be developed at different levels, from the macro level to the quality management of the individual educational organisation. A sound use of information in education quality management requires the construction of a hierarchy and interconnection of information flows. This systematic approach should be comprehensive, combining dynamic, comparative, differentiating and predictive analysis of assessment-analytical data. When carrying out assessment-analytical activities based on measurement results in education quality management, a set of scientific requirements for information base characteristics should be taken into account, contextual factors in the analysis and interpretation of measurement data should be taken into account. The requirements primarily include the use of measurement models and design, high reliability and validity of the results of assessment and evaluation activities, extensive use of dynamic approach to assessment of learning quality and ensuring compatibility of assessment and evaluation results, the use of balanced indicators of educational quality, operable in measurement. Analysis of the formation and development of extracurricular education in Ukraine shows the presence of progressive achievements and a positive impact on the creative development of the individual. This creates a negative image of the state, which is reflected in the political, economic, tourist, investment situation, which is reflected in world rankings. Promoting the interests of the state in the world is extremely important. The main problem is the imperfection\u0000of state policy aimed at promoting Ukraine’s interests in the world. The aim of the article is to develop priority ways to promote Ukraine’s national interests in the global space. The following research methods are used in the article: method of theoretical generalization and concretization; analysis and synthesis – in order to study the state\u0000of the studied issues. The article examines modern tools and methods of promoting national interests. Possibilities of diplomacy and propaganda as the main tools for promoting national interests and forming a positive brand and image of the country are identified. The importance of public diplomacy and the formation of its strategy and tactics was specified. The main characteristics of propaganda as a tool for protection and promotion of national interests are highlighted. Coercive methods of promoting national interests in the context of the current political situation have been studied. Research has shown that global coexistence, peaceful conflict resolution and purposeful mutual cooperation for development are in the common interests of all countries. Thus, together with the promotion of their national interests, countries must strive to protect and promote common interests in the interests of the entire\u0000international community. The aim of the article is to study the ways of development of communicative competence of public managers. The article identifies the key positions of the theoretical justification of the concept of competencies in public administration. The hierarchical structure of communicative competence is studied. The basic elements of the communicative process are determined. The statistical data of the manager’s time spent on the communicative process with subordinates are described. The main functions of communication in the professional activity of the leader are investigated. The set of skills necessary for a modern leader to acquire communicative and executive skills is highlighted. Ukraine’s desire to join the European Union is impossible without a system of economic, legal, organizational and other measures of state and non-state institutions and organizations that will influence and promote social stability and create conditions for increasing welfare, ensuring a high standard and quality of life. One of the main components that characterize the meaning of the term «welfare state» is social protection. If we do not try to create an effective social protection system that meets international standards, it will be impossible to create a real welfare state in Ukraine. Therefore, the formation of the social protection system is directly related to the process of achieving the goals set by the Constitution of Ukraine. The implementation of social policy is impossible without the implementation of social protection, and social\u0000protection is an important component of social policy and a necessary element of the functioning of the state in a market economy.\u0000The process of deeper integration into the world economic community involves many major changes in the state system as part of the socio-economic system, which is based on the idea of combining economic efficiency as a result of market forces\u0000and social compromise. The purpose of the study is to substantiate the areas of improving social protection in Ukraine. The article uses structural, logical, functional and comparative analysis as research methods. In the process of writing the article, the author studied the structure of social protection, substantiated the importance of the concept of quality of life in the context of Ukraine’s accession to the European Union, identified objective prerequisites for social development, efficiency and effectiveness of human rights and freedoms. As a result of the research, the issue of social protection development in Ukraine was brought up to date. In particular, the directions of improvement of social protection of the population through the mechanism of targeted assistance are investigated and offered. In the current conditions in Ukraine at the current stage of development, the problem of motivating the personality of civil servants has become especially important, as\u0000solving the challenges facing society is possible only if the appropriate motivational principles are created that can motivate staff to civil service and effective activities. In public administration, motivation is a very complex and controversial process that differs from other areas of human activity, because civil servants are primarily\u0000people who manage other people. The main purpose of civil servants is based on solving the tasks of the state in ensuring the welfare of members of society, public interests based on the principles and provisions established by law: the Constitution, basic laws on these issues, other regulations. The effectiveness of the civil service depends on the quality of work of civil servants, which, first of all, depends on the behavior inherent in them. It is necessary to find out what motives drive a person, which stimulates him to perform activities, and which limit, and only then you need to develop a system of motivation that will form the vector that is necessary for the organization. Peculiarities of work motivation in public administration form a special interest, given the level of responsibility that falls on the shoulders of civil servants. The purpose\u0000of the study is to form guidelines for the development of the system of motivation of civil servants in Ukraine. The research used the method of theoretical generalization and concretization; analysis and synthesis – in order to study the state of the researched problems. The article defines the theoretical principles and system­forming\u0000principles of motivation in the civil service, analyzes the main stages of motivation of civil servants, describes the requirements for the motivation system in the civil service, identifies effective motivation factors in designing activities, analyzes a number of requirements for the system. basic approaches to the choice of motivation strategy\u0000of the civil service with justification for choosing the most effective at this stage of development. As a result of the research the purpose of the article is fulfilled. In particular, it is determined that the main reference point in the development of the motivational system should be the study and development of the personality of a civil\u0000servant.
