It is also mainly focused on comparative historical analysis of the cultural content and organizational and legal support of culture state management on the territory of Ukraine. The main problems of regulatory, legal and financial support for the cultural development in the conditions of transformational changes are revealed. The essence of the concepts «state administration», «sphere of culture», «culture» is highlighted. The problems of state management in the cultural sphere in the social, spiritual, humanitarian, and organizational aspects were studied, and the cultural sphere was defined as an integral component of the full­fledged development of the individual and society as a whole. Culture itself is the basis for each citizen self­identification and is remains the significant lever of state policy providing its contribution to the development of the national outlook. Modernization in the cultural sphere of Ukraine will allow to effectively form Ukrainian cultural values as an investment to the future of the State. Today, the sphere of culture is integrated into all aspects of social life, economy and politics, which specifies the urgency of the reform direction determination, requires certain shifts in the state regulation of the cultural sphere in Ukraine. Dissertation studies of Ukrainian scientists devoted to the development of state management in the sphere of culture were analyzed. Methodological and methodical approaches to the formation of strategic mechanisms of state management in the specified sphere and the reformation potential of the state’s cultural policy were determined. The main direction of further research should be the transformational reform content and nature disclosure of the state management system in the field of culture during the period of Ukrainian independence, the determination of priority directions for reforming the sphere of culture in our country, modern trends and prospects for the development of state culture management at the regional level.","PeriodicalId":340274,"journal":{"name":"Dnipro Academy of Continuing Education Herald. Objective assessments of learning outcomes based on the theory of pedagogical measurements have a priority role in providing information base for evaluation and analytical activities in education quality management. These measurements should be the basis for recognition, analysis, functioning, development, forecasting and improvement of education quality management systems. A systematic and prioritised approach to quality management should be developed at different levels, from the macro level to the quality management of the individual educational organisation. A sound use of information in education quality management requires the construction of a hierarchy and interconnection of information flows. This systematic approach should be comprehensive, combining dynamic, comparative, differentiating and predictive analysis of assessment-analytical data. When carrying out assessment-analytical activities based on measurement results in education quality management, a set of scientific requirements for information base characteristics should be taken into account, contextual factors in the analysis and interpretation of measurement data should be taken into account. The requirements primarily include the use of measurement models and design, high reliability and validity of the results of assessment and evaluation activities, extensive use of dynamic approach to assessment of learning quality and ensuring compatibility of assessment and evaluation results, the use of balanced indicators of educational quality, operable in measurement. The study outlines the tasks of innovative development of higher education institutions, analyzes the current regulations governing the strategic development of higher education. Based on the analysis of the scientific literature on this topic, it is revealed that the features of innovation management are related to the specifics of business entities, management entities, modern management processes. The main idea of the study is to generalize the theoretical and methodological approaches in the management system for innovative educational activities in higher education institutions. The practical significance of the growth of consolidation of education, business and state regulation to improve the innovation potential of the state as a whole is analyzed. Analysis of the formation and development of extracurricular education in Ukraine shows the presence of progressive achievements and a positive impact on the creative development of the individual. During its historical development, out-of-school education and upbringing have gained some experience, prestige and formed as an integral part of the holistic education system of Ukraine. This creates a negative image of the state, which is reflected in the political, economic, tourist, investment situation, which is reflected in world rankings. Promoting the interests of the state in the world is extremely important. The main problem is the imperfection\u0000of state policy aimed at promoting Ukraine’s interests in the world. The aim of the article is to develop priority ways to promote Ukraine’s national interests in the global space. The following research methods are used in the article: method of theoretical generalization and concretization; analysis and synthesis – in order to study the state\u0000of the studied issues. The article examines modern tools and methods of promoting national interests. Possibilities of diplomacy and propaganda as the main tools for promoting national interests and forming a positive brand and image of the country are identified. The importance of public diplomacy and the formation of its strategy and tactics was specified. The main characteristics of propaganda as a tool for protection and promotion of national interests are highlighted. Coercive methods of promoting national interests in the context of the current political situation have been studied. Research has shown that global coexistence, peaceful conflict resolution and purposeful mutual cooperation for development are in the common interests of all countries. Thus, together with the promotion of their national interests, countries must strive to protect and promote common interests in the interests of the entire\u0000international community. Ukraine’s desire to join the European Union is impossible without a system of economic, legal, organizational and other measures of state and non-state institutions and organizations that will influence and promote social stability and create conditions for increasing welfare, ensuring a high standard and quality of life. One of the main components that characterize the meaning of the term «welfare state» is social protection. If we do not try to create an effective social protection system that meets international standards, it will be impossible to create a real welfare state in Ukraine. Therefore, the formation of the social protection system is directly related to the process of achieving the goals set by the Constitution of Ukraine. The implementation of social policy is impossible without the implementation of social protection, and social\u0000protection is an important component of social policy and a necessary element of the functioning of the state in a market economy.\u0000The process of deeper integration into the world economic community involves many major changes in the state system as part of the socio-economic system, which is based on the idea of combining economic efficiency as a result of market forces\u0000and social compromise. The purpose of the study is to substantiate the areas of improving social protection in Ukraine. The article uses structural, logical, functional and comparative analysis as research methods. In the process of writing the article, the author studied the structure of social protection, substantiated the importance of the concept of quality of life in the context of Ukraine’s accession to the European Union, identified objective prerequisites for social development, efficiency and effectiveness of human rights and freedoms. As a result of the research, the issue of social protection development in Ukraine was brought up to date. In particular, the directions of improvement of social protection of the population through the mechanism of targeted assistance are investigated and offered. The purpose of this article is to develop a marketing strategy for the development of education in the united territorial communities (hereinafter OTG).\u0000The article identifies the main problems of the current state of the educational process in communities. Scientific works of foreign and domestic scientists on certain issues are studied. Networking between educational institutions is a mechanism for organizing joint resource potential. The main purpose of such interaction as the integration of educational, scientific, personnel, logistical and innovative potential of higher education institutions is determined.\u0000The educational potential of networking and the conditions under which it can be maximized are considered, given that the results of such interaction in education are often delayed or delayed. Reducing Ukraine’s energy dependence on traditional fuel resources is possible only through the development and use of its own alternative energy, which uses local resources as fuel (bioenergy), or does not need a fuel component (solar, wind and small hydropower).\u0000The European Union is one of the leaders in the implementation of alternative energy and renewable energy sources and has initiated the creation of many organizations that finance projects related to the use of alternative energy. European energy legislation declares a 20% level of renewable energy in the overall energy balance of the European Union until 2022. By signing the Paris Agreement, Ukraine has made certain \u0000 commitments, namely: according to the Energy Strategy of Ukraine until 2035, «Security, Energy Efficiency, Competitiveness» is considered to be the goal of achieving 25% of renewable energy sources in gross final energy consumption.\u0000This goal can be achieved only in the case of international cooperation with the EU in the field of alternative energy. The purpose of the study is to study and specify the features of economic support for the development of alternative energy in Ukraine. The article uses structural, logical and comparative analysis as research methods.\u0000The article examines important theoretical and practical aspects of the development of alternative energy in Ukraine. In particular, the main elements of economic support for the development of alternative energy are identified, the financial resources that are necessary for the implementation of innovation policy of the state are characterized. As a result of the study, it is proposed to adhere to the principles on which the national policy should be based on stimulating the development of alternative energy: elimination of non-economic barriers, such as administrative barriers, lack of access to energy systems, imperfect structure of the electricity market, lack of awareness and training, as well as solving problems with the introduction of renewable energy technologies in society; the need to create an easily predictable and transparent support system to attract investment; implementation of transitional incentives, which are planned to reduce the level of support over time, which will stimulate innovation in technology, control them and help to achieve market competitiveness as soon as possible; development and implementation of appropriate incentive programs that guarantee a certain level of support for different technologies, depending on the degree of their development, which helps to realize significant potential over time; assessment of the impact of large-scale implementation of renewable energy technologies on the\u0000energy system as a whole, especially in liberal electricity markets, which would take into account the overall economic efficiency and reliability of the system.","PeriodicalId":340274,"journal":{"name":"Dnipro Academy of Continuing Education Herald. The purpose of the article is to characterize the essence of the territorial community, which exercises its powers through local self-government. The methodological basis of the study are methods of logical generalization, systems analysis and synthesis, observation. The article considers the theoretical and methodological aspects of the existence of the territorial community, which exercises its powers through local selfgovernment. Features, components, social and economic system of the territorial community are highlighted. The main characteristics of each territorial community are determined, namely the vital activity in which the population\u0000is consciously formed, economically, socially and politically active, and the most self-sufficient in its existence and development, as well as economically and financially secure.Two interrelated areas in which the territorial community is well developed are analyzed: social and economic. It is determined that changes in the growth and\u0000improvement of quantitative and qualitative characteristics of the economic system of the territorial community lead to the improvement of its economic development. Characteristics of economic and social development of the territorial community as an object of municipal government are characterized: coordination, predictability,\u0000controllability, purposefulness, subjectivity, rationality, social orientation. The territorial community as a system is considered and it is determined that sustainability is its internal property. With effective mechanisms, the territorial community can automatically return to a given stable state under the influence of destabilizing factors. If ineffective – it may not return to the specified parameters of development. That is, the management of the development of the territorial community is a purposeful process of managing the socio-economic system, which ensures the stability of relations, elements and structure of the system as a whole in terms of increasing the quality of life in harmony with the environment.","PeriodicalId":340274,"journal":{"name":"Dnipro Academy of Continuing Education Herald.
