It was revealed that it should become the basis for improving the quality of training of military specialists, ensuring national interests and strengthening the country's defense capabilities. It was found that the problems of public administration in the defense sphere, the functioning of the higher education system were studied by domestic scientists, but in the context of the transformation of the military education system, the issue of improving the system of professional training of military personnel based on international standards requires consideration. Improving the system of professional training of military personnel is a complex and multifaceted process, important for ensuring the effective work of military units and the security of the country as a whole, which requires the joint efforts of military commands, scientists and specialists in the field of education. It was determined that efforts should be directed to the creation of an innovative educational environment that will contribute to the maximum disclosure of the internal capabilities of cadets, trainees and students. As a result of the professional training of servicemen, it is expected that they will develop the knowledge, skills and abilities necessary to perform combat tasks. The implementation of innovative teaching methods can be aimed at solving these problems. It was concluded that in connection with changes in the modern military sphere, the system of professional training of military personnel needs constant improvement. The main task of which is the development of military personnel necessary competencies for the effective performance of their duties. Among the areas of improvement of the professional training system, it is important to review teaching methods and introduce innovations into the education system. One of these innovative methods is the after-action review (AAR) method. It was revealed that in the difficult conditions of the functioning of the educational environment, in which the concept of partner marketing and comprehensive focus on consumers is dominant today, the marketing subsystem occupies an important place as a component of the general management system of the organization. Marketing communications as an element of the market promotion strategy by ensuring presence and expanding awareness play a key role in shaping the competitive advantages of educational institutions. It was determined that the development of the organization's image indicators will serve to build trust in the educational institution and create a positive reputation. Accordingly, the key vector in forming a positive image is personal branding as a tool for the teacher's professional development. The key advantages of the development of a personal brand under the modern conditions of the educational sphere are analyzed. The algorithm of forming a personal brand is substantiated by identifying successive stages that will serve as step-by-step instructions for creating a brand. The practical aspects of using the main tools of personal brand development through the prism of the features of the teacher's image component are considered. Systematization of the basic rules and requirements for the creation of appropriate content in social networks, which will serve as a means of forming a teacher's personal brand in order to ensure the integration of the educational, educational and developmental educational process, has been carried out. The obtained results deepen the basic principles of developing a positive image of the educational institution in general, and the development of the theory of the formation of the teacher's own brand as an integrating element of the effective activity of the educational institution. It is noted that one of the ways to get a high-quality, affordable and suitable education for their interests and needs is professional (professional) education, which involves students choosing a certain direction or specialization in high school. Professional education allows you to deepen your knowledge of subjects that are interesting and important for the future profession in order to continue studying at a higher level. An analysis of the problems of vocational education that affect its quality is carried out, in particular, the problems of the quality of vocational education at the level of personnel management are highlighted. A systematized sequence of steps in the formation of a personnel development strategy to improve the quality of education, taking into account the characteristics of the educational institution: involvement of interested parties; analysis of needs and problems to determine key directions for improving the quality of professional education; development of an action plan with the establishment of specific goals, deadlines and responsible persons; regular monitoring and performance evaluation; cooperation with other educational institutions, scientific institutions and organizations to exchange experience and gain new knowledge; constant improvement and search for ways to improve the quality of professional education. The methods and tools of human resources management are proposed to improve labor productivity, retain and develop personnel, create a favorable working environment, and achieve the organization's goals. The use of tools to encourage staff to experiment and use innovative teaching methods in the personnel strategy, which will contribute to improving the quality of education and student satisfaction, is substantiated; an example of successful application of personnel management methods is given. It was concluded that ensuring the country's competitiveness on the international market requires high-quality professional education. In order to solve the problem of low quality of professional education at the level of personnel management, the head of an educational institution must be able to develop and implement a personnel development strategy, taking into account the characteristics of a specific educational institution, aimed at improving the quality of education. It was revealed that over the years of implementation of the administrative reform in the communities, the experience of effective management of education has been gained; a new methodical service system was created; there was an understanding of the need to discuss the issue of the quality of education with parents, teachers, and the public. After all, the issues of the quality of education remain relevant even in such a difficult period that Ukraine is currently experiencing. It was found that the education quality system is impossible without a modern, comprehensive system of assessment of both the quality of education as a whole and all its components separately. The vision of the future of education and science of Ukraine, as one of the strategic goals, defines the obligation for children to acquire quality education in accordance with the principles and approaches of the National Academy of Sciences. It was determined that the problems of assessing the quality of school education are discussed by practitioners of school management, who state that there are two directions of assessing the quality of school education. One is related to the development of quantitative analysis based on statistical observation data, external evaluation of educational achievements, the second - to the shift of priorities in evaluating the quality of school education from the process to the result. Also, in school education, there is a lack of development of an effective mechanism for measuring and evaluating the quality of elements of the educational process. The factors that, according to experts, principals, teachers and parents, have the greatest influence on the quality of education have been identified: cooperation between participants in the educational process; safe environment for children; sufficient qualification of teaching staff. It is justified that it is possible to assess the quality of education using monitoring procedures, the purpose of which is to forecast and plan the development of education; determination of the effectiveness of the use of community funds and resources; comparison of educational institutions of the same community. It was concluded that monitoring should be based on the principles of systematicity, expediency, transparency of monitoring procedures, responsible attitude to their activities of the subjects participating in the preparation and monitoring. It was revealed that the issue of providing high-quality educational services and increasing the efficiency of educational institutions was especially acute for Ukrainian communities after the start of the implementation of the process of decentralization of power and the implementation of the process of creating territorial communities, since before the reform, the local self-government bodies of communities had a very indirect influence on the educational process. It was found that in most countries of the world education management is carried out at three levels: centralized education management at the state level; management of education at the level of the region or region; management of education at the level of the territorial community, where local needs and peculiarities are taken into account. In such countries as France, Germany, the USA, and Canada, there is a system of decentralized management of education at the level of territorial communities. In such systems, the state promotes the creation of a network of public organizations that participate in decision-making and implementation of education development strategies at the local level. It was determined that this model of education management at the level of the territorial community allows for more effective use of resources, in particular financial, human and material, as well as to improve the quality of education and ensure its accessibility for all population groups. An analysis of the current Laws of Ukraine: «On Education», «On General Secondary Education», «On Out-of-school Education», «On Pre-school Education», «On Local Self-Government» was carried out, which shows that in Ukraine, almost at the state level, a regulatory framework has been formed for introduction of the model of state-public management of education. The peculiarities of the introduction of various models of education management in the USA and Poland, as well as the best practices of state and public management of education in the Slobozhan and Verbkiv territorial communities of the Dnipropetrovsk region, are considered. It was concluded that the cooperation of public authorities and residents of the territorial community should be ensured in the management of education at the level of the territorial community. It was found that there is a significant number of publications in the scientific literature reflecting the problems of social determination of human and society mhealth. The determinants of health are defined as a set of individual, social, economic and environmental factors that mdetermine the state and level of health of individuals, population groups and the nation. It was found that in modern mconditions, the fragmented approach to considering health is changing to an integrative approach, which assumes the munity of physical and spiritual health, and means that health is considered as a complex system that includes not only the physical state of a person, but also its mental and social spheres. An integrative approach involves interaction between various fields, such as medicine, education, social sphere, sports and others, with the aim of ensuring full human health. This approach makes it possible to more effectively solve public health problems and improve people’s quality of life. At the same time, real integrativeness is formed only with the inclusion of the third component in the health characteristics - the social health of the individual. It was found that with the beginning of the pandemic, new threats to national security related to the infodemic appeared - instead of increasing the most valuable human capital - health, material and spiritual well-being, there is an increase in morbi Security Strategy of Ukraine for 2016–2020 in terms of guaranteeing security to society. The State Security Strategy was adopted on February 16, 2022 to correct this situation, which defines real and potential threats to the state security of Ukraine, directions and tasks of state policy in the field of state security. The article examines the main areas of improvement of military education. It is revealed that military education is a unique, closed system, the purpose of which is the professional training of military specialists with a high level of competence and moral and psychological training. Structural institutes of military education function in a single educational regulatory and legal field, are a component of the national education system and one of the main sources of ensuring the state’s defense capability. The experience of training military specialists for the armed forces of the Republic of Poland was considered and the analysis of the existing network of military educational institutions for the training of officers of various branches of the military administration, as well as for the training of non-commissioned officers, was carried out. It was revealed that Poland has a rich history of the functioning of military education, it is known about the creation of a military training school whose task was to prepare Polish youth for military service and civilian work at the same time. Today, civilian educational institutions in Poland have departments of military training, which allows for high-quality training of civilian and military personnel. The main advantages and disadvantages of the Polish military education system are identified. The advantages include the experience of adopting the Law on Higher Military Education in Poland in 1965, which contributed to officer schools obtaining the status of universities and the development of science in military\u0000schools, where scientific research in the field of military education was actively conducted, which allowed to improve the quality of training of military personnel. Among the shortcomings, we can mention the attempts to reform military education by the teams headed by the Ministry of National Defense of Poland, contrary to the current legal norms and standards operating in the academic world, which led to the decline of military science. It was concluded that, despite the differences in functioning in different countries of the world, it is possible to single out the general trends of the development of the higher military school in the XXI century. The military education systems of most countries are built according to a certain pattern. The need for continuous improvement of the medical education system was revealed in view of the dynamic development of the health care industry and European integration processes. The essence of public management of education, which arises in the formation of purposeful interaction of state institutions with legal entities and individuals in the context of the implementation of regulatory documents related to the field of education and ensuring its functional activity, is clarified. It was found that the public management of education with funds from the state administration is aimed at achieving results and improving the quality of education, and not only at the implementation of formal procedures and expenses for education. In addition, greater autonomy and responsibility of educational institutions for achieving results is ensured. Thus, public administration in the field of education today generally meets the expectations and requirements of modern Ukrainian society. It was emphasized that in the conditions of Ukraine’s entry into European life, in order to modernize education, it is necessary to obtain the realities and prospects of the socio-economic development of the country, the educational experience of developed countries, its own historical path, which can be decisive in outlining the prospects and trends of its further development. It has been found that the concept of continuous education is revealed according to its value dimension at the individual level of continuous education, as a process of formation and satisfaction of cognitive requests and spiritual needs of a person, at the state level as an alternative direction that should ensure an increase in the efficiency and competitiveness of the state, at the social level as a mechanism for the growth of the country’s intellectual capital. It was concluded that the improvement of the management system of postgraduate education of medical workers is a task for the implementation of some necessary in a complex of measures aimed at improving financing, coordination and accessibility of postgraduate education of medical workers. It was revealed that the formation of territorial communities became a chance for serious modernization of their education system. It was clarified that all regions of Ukraine joined the creation of territorial communities, which from the first days faced many problems of management of the educational sphere, namely the structure of education management; the number of full-time employees of educational institutions; the format of methodical support for schools; criteria for analyzing the school network; functioning of extracurricular education. It is justified that in order to solve the problems of effective management of education in the territorial community, it is necessary to use an effective tool of public management – strategic planning, as a process aimed at setting priorities and preparing an action plan for their implementation. The main tasks of which are: analysis of the socio-economic state of the community; formulation of a promising realistic future vision; analysis of internal strengths and weaknesses and external opportunities and threats; determination of strategic goals, the achievement of which will enable the realization of the vision; development of operational goals and tasks for achieving strategic goals. It was determined that the strategic goal of the community’s functioning can be the optimization of the school network, which involves considering it in the context of the territory’s needs and economic opportunities. The main steps of optimizing the community’s school network can be determining the number of students, their age groups, resource needs and other factors affecting the educational process; assessment of the condition of buildings, equipment and other resources necessary for training; determining the optimal number of schools; decrease in the number of schools; redistribution of resources; conducting consultations with the community. It was concluded that factors affecting the effectiveness of education management in territorial communities are: lack of a clear strategy for the development of the school network, insufficient number of schools in some districts; insufficient amount of funds to ensure quality education in the community, insufficient involvement of the public in the decision-making process regarding the school network.","PeriodicalId":340274,"journal":{"name":"Dnipro Academy of Continuing Education Herald.
