Reducing Ukraine’s energy dependence on traditional fuel resources is possible only through the development and use of its own alternative energy, which uses local resources as fuel (bioenergy), or does not need a fuel component (solar, wind and small hydropower).\u0000The European Union is one of the leaders in the implementation of alternative energy and renewable energy sources and has initiated the creation of many organizations that finance projects related to the use of alternative energy. European energy legislation declares a 20% level of renewable energy in the overall energy balance of the European Union until 2022. By signing the Paris Agreement, Ukraine has made certain \u0000 commitments, namely: according to the Energy Strategy of Ukraine until 2035, «Security, Energy Efficiency, Competitiveness» is considered to be the goal of achieving 25% of renewable energy sources in gross final energy consumption.\u0000This goal can be achieved only in the case of international cooperation with the EU in the field of alternative energy. The purpose of the study is to study and specify the features of economic support for the development of alternative energy in Ukraine. The article uses structural, logical and comparative analysis as research methods.\u0000The article examines important theoretical and practical aspects of the development of alternative energy in Ukraine. In particular, the main elements of economic support for the development of alternative energy are identified, the financial resources that are necessary for the implementation of innovation policy of the state are characterized. As a result of the study, it is proposed to adhere to the principles on which the national policy should be based on stimulating the development of alternative energy: elimination of non-economic barriers, such as administrative barriers, lack of access to energy systems, imperfect structure of the electricity market, lack of awareness and training, as well as solving problems with the introduction of renewable energy technologies in society; the need to create an easily predictable and transparent support system to attract investment; implementation of transitional incentives, which are planned to reduce the level of support over time, which will stimulate innovation in technology, control them and help to achieve market competitiveness as soon as possible; development and implementation of appropriate incentive programs that guarantee a certain level of support for different technologies, depending on the degree of their development, which helps to realize significant potential over time; assessment of the impact of large-scale implementation of renewable energy technologies on the\u0000energy system as a whole, especially in liberal electricity markets, which would take into account the overall economic efficiency and reliability of the system.","PeriodicalId":340274,"journal":{"name":"Dnipro Academy of Continuing Education Herald. The current state of development of the Ukrainian state is characterized by public awareness of the need for decentralization of public power. At the same time, the result of these changes should be an effective and optimal system of public authority, able to solve complex problems of socio – economic, political and cultural development\u0000of our country. The formation and development of territorial communities in the context of decentralization of power in Ukraine is closely linked to the formation of local governments. This process is very important for our country and its population. The stronger the individual territorial communities will be formed, the stronger the\u0000state as a whole will become. The purpose of the article is to characterize the essence of the territorial community, which exercises its powers through local self-government. The methodological basis of the study are methods of logical generalization, systems analysis and synthesis, observation. The article considers the theoretical and methodological aspects of the existence of the territorial community, which exercises its powers through local selfgovernment. Features, components, social and economic system of the territorial community are highlighted. The main characteristics of each territorial community are determined, namely the vital activity in which the population\u0000is consciously formed, economically, socially and politically active, and the most self-sufficient in its existence and development, as well as economically and financially secure.Two interrelated areas in which the territorial community is well developed are analyzed: social and economic. It is determined that changes in the growth and\u0000improvement of quantitative and qualitative characteristics of the economic system of the territorial community lead to the improvement of its economic development. Characteristics of economic and social development of the territorial community as an object of municipal government are characterized: coordination, predictability,\u0000controllability, purposefulness, subjectivity, rationality, social orientation. The territorial community as a system is considered and it is determined that sustainability is its internal property. With effective mechanisms, the territorial community can automatically return to a given stable state under the influence of destabilizing factors. If ineffective – it may not return to the specified parameters of development. That is, the management of the development of the territorial community is a purposeful process of managing the socio-economic system, which ensures the stability of relations, elements and structure of the system as a whole in terms of increasing the quality of life in harmony with the environment.","PeriodicalId":340274,"journal":{"name":"Dnipro Academy of Continuing Education Herald. In recent years, the development of rural areas of Ukraine is characterized by extreme instability due to a number of socio-economic problems. Modern realities have led to a crisis in rural areas, lower living standards of the rural population, increased urbanization, falling prestige of agricultural work and the outflow of personnel.\u0000In this regard, one of the main goals of public policy and a priority of the first level should be the formation of a model of sustainable and efficient development of rural areas. Modern rural areas are facing the search for a new ideological base, the conceptual provisions of which would allow, using the internal resources of the area,\u0000to diversify the economy and improve the quality parameters of the functioning of rural municipalities. In this regard, the search, justification and intensification of agricultural-related economic activities can be considered as a kind of «driver» of their sustainable development. The current political, economic and social situation has left its mark\u0000on the nature, features and sustainability of rural development, which characterizes the relevance of research in this area. The purpose of the study is to substantiate the priority approach to sustainable development of rural areas in Ukraine The study used such research methods as comparative, monographic and abstract-logical. As a result\u0000of this work, the theoretical foundations and conceptual apparatus of the category «economic growth», the conceptual basis of the category «development» were studied. In order to clarify the approach to the identification and evaluation of development criteria, the distinctive characteristics (features, characteristics) of this process are identified. The application of a conceptual approach to the study of a set of measures for the development of a platform for sustainable development made it possible to determine the criteria and features of this process. As a result of the assessment of different interpretations of the definition of sustainable (sustainable) development of rural areas, three main approaches to its provision were identified: systemic, procedural, situational. It is proposed to use the third approach – situational in the management of territories to achieve sustainable development. Within the situational\u0000approach, the process of territorial management should take into account specific management techniques to achieve economic growth in rural areas. The specific set of circumstances and the set strategic goal of the rural area should shape the management decisions of local governments, depending on the situation. In today’s world, social partnership is one of the main factors in the organization of market conditions and one of the essential aspects of interaction between people in the process of production circumstances. In recent years, social partnership has tended to develop at a fairly high wave. The course on the EU in Ukraine involves the application of certain standards in the socio-economic, political, cultural and spiritual field. Translating these standards into reproducible and established social practices, as well as personal beliefs, is crucial to the success of the whole cause. The purpose of the study is to substantiate the trends in the development of social partnership in Ukraine.\u0000The following research methods are used in the article: the method of theoretical generalization and concretization – in order to study the state of the studied issues. The conceptual and categorical apparatus of social partnership is investigated in the article. It is noted that in the scientific literature there is no single provision for defining the\u0000terminology of «social partnership». However, according to many scholars, the main idea of social partnership should be considered social interaction, based on awareness of the need for mutual consultation of public relations and employers with the participation of the state, as well as the need for collective bargaining. The conditions that are adequate for a socially oriented market economy to create relevant forms of social and labor relations in Ukraine are determined. The legal basis of social partnership is described. As a result of the research, it was determined that\u0000maintaining a stable state of the social order in the country requires renewing approaches to social partnership, in particular, overcoming the inertia of labor relations and paternalistic ideology of the population.
