Huntington \"Clash of Civilizations?\", which contains statements about the appearance of signs of a new generation of confl icts associated with the increasingly growing contradictions between the collective West and the rest of the world. A number of arguments are given explaining S. Han-tington's thesis that the confrontation between Western, on the one hand, the Orthodox, Chinese and Islamic civilizations, on the other, is essentially a civilizational conflict. {"title":"The phenomenon of rejection of the rules of decency in modern foreign policy and diplomacy","authors":"V. Chumakov","doi":"10.33920/vne-01-2304-03","DOIUrl":"https://doi.org/10.33920/vne-01-2304-03","url":null,"abstract":"This article is devoted to the cases of non-traditional methods of diplomacy that have appeared in recent years, uncommon for previous periods of international relations, such as: declassifi cation of confi dential negotiations, publication of foreign policy correspondence, release of restricted information, violation of diplomatic protocol, impoliteness in personal talks between offi cials. The content of the Russian-American communication on issues of strategic stability, maintenance of peace and the indivisibility of security in Euro-Atlantics — which also became property of the global audience — has been studied in detail. This analysis reveals signifi cant diff erences in understanding of the principle of equal security for all: no clear answer has been yet received to the question of how the «collective West» assumes its obligation not to strengthen its own security at the expense of the security of others and how Western governments intend to implement it practically in modern conditions or they withdraw from it. It is impossible to ensure a balance of interests in the world without full clarity on this key issue concerning the relationship of rights and obligations approved at the highest level. The answer would help in better understanding the readiness of the US, NATO and EU to reach agreement as well as the possibility of joint progress towards reducing tension and strengthening security in the OSCE region. Instead, extremely aggressive expressions, rhetoric and actions are used against Russia which are undertaken primarily in the form of the so-called cancel culture, illegal restrictions and unprecedented sanctions. They show that the «golden billion» has decided for itself that an undeclared hybrid war is going on not for life, but for death. It is noted that this process leads to signifi cant changes in the orientation and nature of modern military conflicts, which acquire the features of hybridity, based on the complex and simultaneous use of various means and methods of imposing their will on the opposing side. The classifi cation of modern forms of interstate confrontation is justifi ed, which made it possible to determine the fundamental factors that have a signifi cant impact on the content of modern military confl icts. The short review of controversial situations happened in the period after derogation of Spanish colonial yoke gives opportunity to analyses the political and economic dependence which was typical for this region during Great Britain and USA domination in postcolonial and imperialist time. Historical briefi ng gives the chance to explain a number of events in dispute, to reveal the role of local governments and foreign powers involved, to examine social economic process in its dynamics, to demonstrate the real benefactors of decisions taken and actions performed. The article contains little-known data which provides novelty to the theme. The facts exposed wherein, inter alia, determine the contemporary state of things because to-day’s problems often have its roots in the past as well as have a direct cause and effect relationship. {"title":"Turkish-Chinese Cooperation within the Framework of the New Silk Road Initiative","authors":"A. S. Ivochkina","doi":"10.33920/vne-01-2303-03","DOIUrl":"https://doi.org/10.33920/vne-01-2303-03","url":null,"abstract":"The post-Soviet republics of Central Asia are becoming the arena of the geopolitical struggle between China and Turkey, which are interested in new logistics routes. Against the background of the growing economic presence of Turkey and China, the role of Russia in the region is also changing. Turkey believes that the countries of Central Asia are an important part of the trade route with China. The development of such supply chains has been discussed before, but now this issue is even more relevant. Interest is also shown in Beijing, but they are increasing transportation on Russian railways. It should be understood that all the countries of Central Asia, and especially Kazakhstan, are pursuing the so-called multi-vector foreign policy, which consists in the fact that Nur-Sultan (Astana) is trying to develop cooperation with Russia, China, the USA, the European Union and Turkey. The development of cooperation between the Central Asian states with these countries is explained by their desire to get the maximum benefi t from all external partners, they consider it pragmatic not to refuse any forms of partnership that they are off ered. Beijing has not yet changed its policy towards the countries of Central Asia and adheres to the previous strategy: emphasis on the economy, non-interference in internal aff airs and the formation of a positive image of the country. At the same time, China is interested in the functioning of existing transport and logistics routes, stable economic development and political stability of the region. Since the early 1900s, Turkey has been trying to play the role of the leader of the Turkic community; it was the fi rst of all countries in the world to recognize the independence of the countries of Central Asia (CA). However, interaction within the framework of the Turkic Council, created by Turkey in 2009, which includes most of the Central Asian countries, takes place largely in a cultural and humanitarian vein. The echo of Western sanctions could not but aff ect the Central Asian countries, since they traditionally have close and intensive economic ties with Russia, including through integration associations (CIS and the EAEU to the CSTO) and fi nancial institutions. It has triggered a clear division between collective West and the non-aligned States. In comparison with the Cold War era, this fact implies a deeper value and ideological gap between the conditional West and non-Western countries. Due to the artifi cially West-instigated crisis, developing countries are facing a basic food and energy resources shortfall, as well as unprecedented pressure from Washington and its satellites. Being in conditions of the Special Military Operation, The Russian Federation is disproportionately aff ected by the consequences of the Western practices of double standards and proxy intervention in the aff airs of sovereign state. The situation is further complicated by two factors — the West`s desire to «cancel» Russia in the foreign-policy and civilizational dimensions and the attempt to bring elements of non-traditional subculture into our society. It runs counter to accepted norms of human community among the multi-ethnic and multi-religious Russian people.
