The article examines the forms and features of educational, cultural and scientifi c cooperation between Russia and the BRICS countries. The importance of the association in Russian foreign policy is noted, especially in the context of a changing world order and international instability. Nevertheless, its potential and resources are not being used properly, therefore, it is necessary to popularize the activities and projects implemented within the framework of the BRICS, as well as their institutional and organizational design. Also, the relevance is caused by the growing imperialist ambitions of the United States and NATO, the high role of the so-called \"hot spots\" on the world map — having a long history of regional confl icts that continue with positive dynamics, or are undergoing a process of deconservation by the forces of the Collective West in order to destabilize the geopolitical situation in the world, in particular at the borders of countries, which were declared strategic opponents of the United States of America. In the modern world, which is characterized by a global confrontation between the so-called \"Russian world\" and the so-called \"collective West\", it is more important than ever to understand the events taking place on the world stage, to delve into the essence of complex political, social, economic and other mechanisms of influence. The paper will consider such moments as: the spread of disinformation by the collective West led by Washington, the informational confrontation between the Russian Federation and the Collective West, the specifi cs of providing reliable information on the SMO and the formation of the external appearance of the Russian Federation. {"title":"Neutrality in determining the fate of the Moldovan statehood","authors":"М. E. The author assesses and analyses the main trends in the foreign and domestic policy of the Republic of Moldova. Considerable attention is paid to the historical premise of following a neutral foreign policy course of the state. The article carried out the analysis of the fundamental doctrinal documents, resulted in a number of conclusions, which allow to make a forecast regarding the future of neutrality of Moldova and the possibility of its transformation. Today, the permanent neutrality significantly affects the foreign and security policy, becoming a factor of social and national disintegration of Moldova, as the debate about its necessity does not stop and the political elites haven’t reached a general consensus on this issue. Despite this, the policy of neutrality remains as a basic principle in foreign and security policy. Geographically, Moldova is located at the intersection of two political structures: post-soviet and european. Based on these realities, the permanent neutrality of the Republic of Moldova is considered as the best way for Moldova to maintain stability and territorial integrity. Also. the relevance of the article results from the confl ict in neighboring, demonstrating the fragility and vulnerability of neutral states in the face of modern geopolitical problems. The neutrality of the Republic of Moldova prohibits: participation in armed confl icts, deployment of any foreign armed forces on its territory and participation in any political or economic union with the aim of starting wars. The specifi city of the status of permanent neutrality of the Republic of Moldova lies in the principle of pursuing a policy of neutrality in times of peace in order to remain neutral during a possible geopolitical conflict. Accordingly, strategic adaptation to the international security environment will remain the concern of political elites of Moldova. There is an opinion among scientists and politicians that neutrality in the classical sense is no longer relevant and requires conceptual adaptation. {"title":"Russia — Africa: old friends and perspective partners (on the example of Angola and Mozambique)","authors":"E. I. These African states traditionally hold a special place in the Russian, and previously Soviet, foreign policy. In the 21st century Africa is one of the most dynamically developing and promising regions in the world, which is reflected in the Concept of the Foreign Policy of the Russian Federation. This is evidenced by Foreign Minister Sergey Lavrov’s recent activity. In the first months of 2023, he has already toured Africa twice: from January 23 to 27 and from February 6 to 9. Russian-Angolan and Mozambican bilateral relations have been always seen as “reliable and timetested”. It was 1975 when the USSR established diplomatic relations with Angola and Mozambique after they gained independence from Portugal. During the Soviet Union ties between our countries were actively developing. After the collapse of the USSR bilateral cooperation signifi cantly decreased, while military-political collaboration continued, including the settlement of the armed conflict in Angola. At the present stage, our relations are developing in many directions. These are, in addition to military assistance, Russia’s participation in the development of Angolan diamond deposits, cooperation in the field of education, merchant shipping, as well as exploration and use of outer space for peaceful purposes. China is the most important ally for Russia at the present stage, and, like Russia, it sees a similar structure of the world order and takes an independent and independent position on international issues. Non-alignment with Western sanctions against Russia, as well as active support, which is expressed in increasing strategic cooperation, joint projects, the creation of new agreements that strengthen and develop existing ties in many areas, speak of an unprecedented level of support for China. It is interesting to take a more detailed look at the political interaction between the two countries, namely, the fi eld of public diplomacy and the mechanisms and methods that are used by the parties to promote the image of a partner country in their own country. As noted by A. A. Velikaya, describing the principles on which Russian public diplomacy should be based, notes that special attention should be paid to those countries that already have a positive attitude towards Russia, and efforts to win the critical masses may be ineffective. Taking into account the mutual recognition by Russia and China of the wording \"comprehensive partnership and strategic interaction in a new era\" to describe bilateral relations, it speaks of the readiness and need for mutual promotion of a favorable image of countries to strengthen dialogue between peoples. A. Ignatiev, who is now rightfully considered the founder of Suvorov, Nakhimov and cadet education in modern Russia. It was he who, in his letter to the People's Commissar of Defense, Supreme Commander-in-Chief I. V. Stalin, dated April 17, 1943, took the initiative to create a network of secondary military schools in our country on the type of cadet corps. The modern media space often forms images, influences the understanding of events and figures, and Russia, with which partnerships are developed on the basis of mutual respect and good neighborliness, is no exception. China and Russia, in turn, support each other, cooperate in various fi elds, even in information, and show neutrality in various interstate disputes. An examination of how Russian themes are presented in the Chinese press highlights several key elements: reports of cooperation with China, confl icts between the West (mainly the EU and the US) and Russia, Russian military power, the image of Vladimir Putin and his political contribution, cultural height Russia, as well as a special military operation in Ukraine. The expert conducted a comprehensive analysis of messages in the Chinese media and concluded that in most cases the mood in the media is friendly towards Russia. Russia acts as a powerful strategic, military and economic ally, its people appear as indomitable and retain their cultural shortcomings. The Iraqi example was not chosen by chance: in fact, since the overthrow of the government of Saddam Hussein, the Russian Federation had to rebuild its relations with Iraq, during this process, signifi cant shortcomings, features and strengths of the Russian approach to the use of so-called “soft power” were clearly revealed. Today, this topic is especially relevant in connection with the change in the foreign policy priorities of the Russian Federation, refl ected in the new Foreign Policy Concept. In addition, the information war of Western countries against Russia requires Russian diplomacy to form and maintain a positive image of the country abroad, which is impossible without the use of the very “soft power”. The fi rst part of the article examines the principles of Russian foreign policy: from the general ones, applied to all countries, to the special ones, peculiar exclusively to Russian-Iraqi relations. The importance of all these principles lies in their fundamental role in planning any actions of Russian diplomacy in relation to the host state, including in the application of cultural and humanitarian policy instruments — “soft power”.
