The triggers of the political crisis are analyzed, the results of the parliamentary election in 2015, 2016 and 2019 are considered and the main trends in the Spanish electoral process are highlighted. The study carries out a content analysis of the programs presented by leading Spanish political parties prior to the 2016 and 2019 parliamentary election. The article describes the run-up to the off -year voting on November 10, 2019. The research presents a comparative analysis of sociological surveys, distinguishes the most topical issues for Spanish voters and fi gures out their political preferences. The article shows the infl uence the internal political situation has on the international position of the Kingdom and its role in the European Union. {"title":"Armenia's multi-vector foreign policy: Traditions and new political reality after the \"Second Karabakh War\"","authors":"I. The article considers the processes of formation and development of the Armenian statehood in the Soviet and post-Soviet periods. The years when Armenia was part of the USSR were the period of its highest development. At the same time, along with the achievements in the spheres of socio-economic and cultural development, nationalist public sentiments were formed during this period, which undermined the foundations of the multinational state. The most important catalyst for fundamental changes in the development of the political situation in Armenia, in Transcaucasia and in the USSR as a whole was the events in the Nagorno-Karabakh Autonomous Region in the late 80s of the XX century, which transformed into an ethno-political confl ict. The most acute phase of the conflict coincided with the collapse of the USSR and the establishment of the statehood of Armenia and Azerbaijan. With the mediation of the Russian Federation, a ceasefire agreement was signed in May 1994, which was generally observed until September 2020 — the Second Karabakh War. The article examines the main stages of the formation of the statehood of Armenia and the formation of its foreign policy strategy, due to the conflict in Nagorno-Karabakh, as well as the actual blockade and pressure from Azerbaijan and Turkey. Building allied relations with Russia was carried out along with the implementation of a multi-vector foreign policy, focusing on the United States and the European Union within the framework of the European program \"Eastern Partnership\". The main factors determining the modern foreign and domestic policy of Armenia are considered. Special attention is paid to the analysis of the processes caused by the results of the\" Second Karabakh War \" (September — November 2020) and their significance for the formation of a regional security system in the South Caucasus. {"title":"Russia and Europe: historical lessons","authors":"V. Vinokurov","doi":"10.33920/vne-01-2103-01","DOIUrl":"https://doi.org/10.33920/vne-01-2103-01","url":null,"abstract":"Тhe article deals with the results of the Patriotic War of 1812 and the Great Patriotic War of 1941–1945. The analysis of these largest wars in the history of Russian-European relations is carried out, their comparison is made, their nature, character and driving forces are revealed. On the basis of this, it is concluded that both sides have not made the proper conclusions: Europe — in terms of the expediency and consequences of an attack on Russia, thereby violating the will of the iron Chancellor Otto von Bismarck: \"Make alliances with anyone, start any wars, but never touch the Russians.\" Russia — timely opening and preparation for the upcoming tests in relations with Europe. Against the background of more than 200 years of history, the current state of relations between Russia and Europe, which has reached a low level, is considered. Although the leading European states, Germany and France, have not stopped political contacts with Russia, but the content of these contacts has become significantly poorer, the format has narrowed, and the tone has sharpened. In the military sphere, Europe in the Russian direction follows in principle the same course as the United States. Within the framework of NATO, European countries, led by the United States, have taken a number of steps that have restored, so far at a symbolic level, the military confrontation with Russia in eastern Europe. Moscow, for its part, has stepped up its own military activities near its western borders. As a result, Europe has ceased to be the island of security that it remained for the previous quarter of a century. This does not mean, of course, that relations between Russia and European countries are ending. In fact, Russia's practical needs require easing tensions with Europe as its largest trade and economic partner. With this in mind, Moscow has achieved some success in replacing the almost non-existentties with Brussels with meaningful bilateral relations with some EU countries. Diplomacy is being radically transformed before our eyes. In the face of new challenges, its structure and methods are changing, and new directions are emerging. Our modern world is filled with names — humanitarian, digital, scientific, integration, cultural, public, sports diplomacy. At the same time, it is not certain that the essential content of diplomacy — the construction of relations and their management — will be carried out without direct personal contact. Interpersonal contact has always been the foundation of diplomacy. The authors present proposals for the formation of Russia's foreign policy position in relation to the most important problems of modern development through the prism of positioning our country as an independent center of power. The article analyzes new opportunities and technologies for use by the diplomatic departments of various states in the course of carrying out current activities in the field of international relations. It is impossible to imagine the life of any modern society without social networks - a structure based on the contacts of individuals with each other, the exchange of various information, the discussion of pressing issues. For a modern person, the use of a social network is quite a familiar phenomenon, and for diplomats it is not so much a form of communication with thousands of strangers, as an understanding of what is happening in their country of residence, how citizens react to the decisions and actions of the foreign ministry, a free ideological space that can be used as a means of influencing public opinion, creating a positive image of their country abroad. The main factors, that force Iran to pay serious attention to solving the crisis in Afghanistan, are considered. The long land border with Afghanistan makes it difficult to control the situation at the border and illegal migration. Due to the ongoing anti-Iranian sanctions of the West and the lack of progress in negotiations on the revival of the JCPOA, Iran has to pay more attention to the development of cooperation with neighboring countries, including Afghanistan, which is one of Iran's main economic regional partners. Iran wants to play a leading role in the Afghan settlement process. Tehran is actively participating in the work of the Shanghai Cooperation Organization and other international organizations to resolve the Afghan crisis. Iran proposed to the UN to hold an international donor conference on Afghanistan and also to increase financial assistance to Iran to compensate costs connected with the accommodation of Afghan refugees. For this purpose, Iran also maintains regular bilateral contacts with all neighboring countries. As a result of these events, the United States of America in an instant turned into the ghost of a once powerful state, which has provided them with many allies and admirers until now. America came to the Middle East without understanding anything about its peculiarities, having squandered the lives of its own citizens and gigantic resources without any tactics and strategy. As a result, they suffered the greatest strategic blow in Afghanistan since the end of the Cold War. This also means the defeat of US allies, primarily NATO, who realized in mid-August 2021 that the US administration would not coordinate its actions with them on the issue of ending the Afghan mission. Thus, a serious problem for the United States after its strategic defeat in Afghanistan was the destruction of trust in Washington as an alliance partner and, as a result, the undermined prestige of the United States.
