It highlights hidden conditions for a possible resolution of the moral hazard between the principal and the agents. However, current research has not reached a consensus. Based on literature reviews, this paper identifies that the core of PLI is to pursue appropriability or distribution on abnormal profit originating from innovation rather than intellectual property per se. From the perspective of dynamic theory of knowledge creation, this paper deconstructs the connotation of PLIC theoretically. Given the relationship between the capabilities along the innovation chain and the potentials of appropriability rights on abnormal profit originating from innovation, the critical foundation of capability which can retain the innovation activities with the characteristics of “proprietary-leveraged” has been identified. The present paper proposes a framework of an enterprise's PLIC, which are composed of the capabilities of sense-making, information interpretation, decision-making, and implementation and realization. In theoretically, the stronger the capabilities in the front end of innovation chain, the greater potential of appropriability on abnormal profit that an enterprise can gain. Thus, how to get textile OEMs out of the difficulty of “low-value locking” and win a greater say in the international arena is becoming a focal point of our research. Rather than simple infusion of GVC, the scheme of taking root in domestic market and changing production mode of textile OEMs can give some impetus to the continuous expansion and growth of Chinese textile OEMs. The strategy is called bidirectional insertion of GVC and NVC. According to the 2011 Global Innovation Index (GII) Ranking, Chile is in 38th place, Brazil in 47th, Argentina in 58th and Mexico 81st. However, an innovation-driven economy is key for the region's competitiveness. This paper explores if public procurement can be used as an effective tool to enhance the innovation performance in four Latin American countries (Argentina, Brazil, Chile and Mexico). The findings illustrate the weaknesses present in the selected countries that could hinder the potential of public procurement for innovation to boost their innovative activities.
