The main approaches to determining the logistics potential are described, on the basis of which a methodology for assessing its use is proposed. The purpose of the article is to research the components of the potential of logistics infrastructure objects and develop a mathematical model for its assessment. The author's understanding of the logistics potential of the logistics infrastructure is based on an integrated vision of the potential. Such integration has the form of a three-dimensional model with a \"resources-abilities-competencies\" coordinate system. The resource plane of such a model reveals the phenomenon of transformation of opportunities into abilities. In turn, abilities through their disclosure, consolidation and renewal with the help of training are transformed into competences. The proposed mathematical model of assessing the integral potential of the logistics infrastructure of the enterprise is performed taking into account its life cycle. This approach ensures the objectivity of the assessment of the integral potential. This can provide an assessment of the potential in view of three components that provide directions for the formation and use of logistics infrastructure facilities: resourceful (assessment of material or energy intensity), organizational (efficiency of management, coordination, etc.) and functional (functional infrastructure components, blocks, etc.). Each of these components is characterized by a set of parameters, the assessment of which reflects their compliance with a certain stage of the life cycle of the object under study. The correct selection of a group of parameters is important. In particular, such a group of parameters can be: compliance as a complete set of necessary functions, operations, properties, etc.; excellence as a level of innovative development, informatization, digitization, etc.; usefulness as a level of specialization or versatility (capacity); relevance as a level of expediency, need for use, etc.; relevance as the possibility or suitability of being replaced by a similar means or resource. The concept of \"green\" technologies has been clarified as technologies that use environmentally safe production processes and supply chains in comparison with the production methods traditionally used at enterprises. The role and opportunities of Ukrainian environmental logistics in the European Green Deal have been studied. It has been established that the European Green Deal is a program of the European Union aimed at protecting the climate and the environment. This program is aimed at making the economies of the European Union countries more resource-efficient, canceling greenhouse gas emissions by 2050 and separating economic growth from the use of natural resources. Currently, Ukraine is only planning to join the European Green Deal, declaring in the National Economic Strategy the intention to achieve climate neutrality by 2060. The state and general trends of the development of strategic logistics infrastructure projects of Ukraine in the context of the implementation of the Green Deal and Digital Europe programs are analyzed. The Europian Green Deal is a dynamic instrument that is at the stage of formation. The purpose of the article is the development of theoretical and methodological foundations, applied recommendations regarding the prospects of \"green\" technologies in the logistics activities of Ukrainian enterprises: their concepts and features of implementation within the framework of the European Green Deal and Digital Europe programs, \"European Union for the Environment\" (EU4Environment), development of sustainable logistics in Ukraine, features of application in specific logistics processes, problems and prospects, logistics strategy of Ukrainian enterprises. The process of applying \"green\" technologies in supply chain management is analyzed. In the logistics chain, processes related to supply, production, warehousing, transportation and distribution are involved, therefore, logistics activities are focused not only on the internal business processes of the enterprise, but also have a significant impact on the environment and contribute to the emergence of negative environmental consequences. Therefore, the role of the airport, above all, is to unite the efforts of the air transport system and find a balance between their economic interests in order to maximize the efficient and safe use of air transport. In addition to effective cooperation with its partners, the airport must meet the requirements of international standards for aviation security, the appropriate state of infrastructure and efficiency of technological processes. States are also interested in developing, increasing the capacity of airports, expanding opportunities in the process of operation, as the airport contributes to the revival of ties between countries and the development of the global economy, tourism. Bringing the air transport infrastructure in line with international requirements is an important component of Ukraine's strategy aimed at ensuring the competitiveness of the national economy on the world market. Solving the problems of airport development is a nationwide problem that hinders the use of the high transit potential of the state. The complex and diverse challenges facing airports require rational, integrated and flexible solutions in business process management and active cooperation of air transport system participants, which is manifested in the coordination of strategic, tactical and operational decisions. Forecast estimates of factors of production are made and models of economic growth of the logistic system of the region with the use of economic and mathematical tools are developed. Based on the calculations, a conclusion was made about the inefficiency of the use of the main factors of production. This has led to a decline in freight traffic across the logistics system. The analysis of the impact assessment of the main factors of production and their efficiency makes it possible to develop strategic directions for the development of the transport and logistics system while taking into account certain regularities. Therefore, given the current tense military situation in the world, the main focus was on intermodal transport of dangerous goods and systemic security risks and threats of man-made nature and their consequences for the generalized characteristics of economic and social security. The research was based on the United Nations World Development Program to 2030, scientific and theoretical foundations of supply chain management and security, SCM, the concept of advanced risk management, as well as standards and practical recommendations of leading international organizations (ISO, BTO, ICAO and others) issues of economic security and protection of components of the world transport system from threats and exacerbation of risks. Based on the results of the study of the internal environment of the united territorial community, the benefits of cluster approach and the benefits that can provide a multisourcing model, it is determined that the main problems that hinder the normal functioning of modern communities can be solved by forming a logistics cluster. The logistics cluster will allow to fully implement the multisourcing model of ensuring the livelihood of the local community. Such model of decision-making on the rational choice of source of supply from several alternatives will: improve the quality of supply management of goods / services; reduce the logistics cycle; reduce supply costs; increase the reliability of supplies, etc. Thus, the formation of a logistics cluster at the level of ensuring the livelihood of the territorial community helps to strengthen the competitiveness of each of the participants. In fact, the philosophy of aviation safety is changing from an understanding of its purely technical and technological component and extends to determining the severity of risks to property, life and health of people, the environment, financial security, and legal liability of enterprises have shocked aviation transport. At the same time, harmonization, integrity and operational interchangeability of the industry's integrated security system are achieved; the worldwide exchange of safety-related information; global systemic hazards are identified and eliminated at an early stage. The effective management of aviation safety requires a systematic approach to the development of policies, procedures and recommended practices. Safety management integrates different types of aviation activities into a single whole. The main challenges of Ukrainian air transport in the context of the globalization of the air transportation market are the annexation of Crimea, the armed conflict in the east of Ukraine, the tragedy of the Boeing-777 of Malaysian Airlines, the closure of airspace over the vast territory of Ukraine, the refusal to fly over the Russian Federation, the tragedy of the Boeing-737 of International Airlines Ukraine” in Iran and, to a greater extent, the COVID-19 pandemic. These challenges are reflected in almost all macro, meso and microeconomic indicators of the activity and infrastructure of air transport. However, air transport is not only an open system, but also an adaptive system. {"title":"Relationship between transport infrastructure expenditures and costs and transport indicators - an overview of European and Ukrainian situation","authors":"L. The infrastructure sector is a guarantee of efficiency, mobility and uninterrupted economic activity. However, the high quality of the transport infrastructure implies significant and long-term investments. According to a McKinsey research report, to support sustainable economic growth in the world in line with forecasts for 2030, it is necessary to cover the need for additional investment of $ 3.3 trillion annually, equivalent to 3.8% of world GDP. The purpose of this work is to analyze the existing European approach to assessing transport infrastructure expenditures and costs, their impact on transport performance at the country level, as well as trends in Ukrainian policy regarding the support and development of road infrastructure. Transport infrastructure costs include the investment in new infrastructure, the cost of upgrading the existing infrastructure, the cost of maintaining the infrastructure, and the operating costs to enable the use of the transport infrastructure. Directive 2011/76 / EU prescribes that the weighted average infrastructure charges should be linked to construction costs, as well as the costs of operation, maintenance and development of the corresponding infrastructure network. The official Eurostat data of investment and O&M costs of transport infrastructure based on the citizenship principle was taken for this study, namely: - the number of ton-kilometers traveled per year; - the volume of investments in road infrastructure per year; - the amount of funds for the maintenance of road infrastructure per year. The indicators were taken for countries of the EU for which statistics were available for 2016 and 2019. According to the study, the effect of investments in transport infrastructure is strongly manifested both in the same year and affects subsequent years in terms of the volume of annual transport work. That is, an increase in investment in road infrastructure clearly has a positive effect on the volume of transport work performed. On the other hand, the volume of investments in the EU infrastructure brings a much greater positive effect than funds for road maintenance. Thus, the experience of developed countries shows a positive relationship between investment in the maintenance and construction of transport infrastructure and economic performance of the state. Part of the research was devoted to the study of the impact of investments in road infrastructure of Ukraine on the example of the global Ukrainian infrastructure project \"Big Construction\". It is projected that in 2024, thanks to road works under the Big Construction, Ukraine's GDP will be 4.4% higher than GDP in 2020.
