Because they are focused, the question arises for both cases: to what extent would the eligibility mechanisms employed in the programs and their respective data collection processes compromise the achievement of good targeting effectiveness? The research had as general objective to understand such interference and, specifically, to analyze the way in which the registration of families occurs and also to evaluate the mechanisms of verification of the eligibility in the coverage of the programs and in the possibility of leaks. To carry out this research, the comparative method was adopted from data collected through bibliographic and documentary study, assuming descriptive and exploratory character. The analysis of the data indicated that both programs lack budgetary expansion and have problems with targeting, which result in resource leaks. For this, Data Envelopment Analysis (DEA) or Frontier Analysis is adopted, with variable effects at scale (BCC) oriented to the product and combined with the Malmquist Index of productivity, enabling an intertemporal analysis. CFEM's participation in municipal public expenditures was used as input and outputs (independent) were IFDM – Education, IFDM – Employment and Income and IFDM – Health. The growth model of Solow has as its main determinants fixed capital, labor and a residue. This residue can be interpreted as the total factor productivity of production of the economy. In Brazil, the growth rate of the economy was very volatile and had several determinants of its behavior. The main objective of this study was to estimate the effect of total factor productivity based on the Solow basic model for the Brazilian economy from 1980 to 2014, through a time series analysis. Initially, it is observed that during the analyzed period the rate of growth of the product had a positive trend with some years having a fall. In turn productivity showed a decreasing growth rate. For the estimation of panel data models, the Grouped Least Squares (POLS) and Least Squares with Dummy Variables (MQVD) were adopted. The results confirm the hypothesis of welfare convergence among Brazilian states. In Latin America, the studies about regional development have been seeking to address the relevance of territorial dynamics on understanding the heterogeneity of development styles and the consequences for social cohesion. This perspective emphasizes, among other elements, the weight of the coalitions of dominant social forces on defining the institutions responsible for modulating the access to available resources, which end up directing the ways in which the territory reacts to and absorbs external investments, being them public or private. The present study focus on two action arenas that emerged in the first decade of the 21st century in the territories of Bahia State, named Costa do Descobrimento and Extremo Sul, and how social agents who fight for different goals build new coalitions to manage existing tensions and direct endogenous and exogenous elements towards the local reality, in processes that synthetize the development dynamics. These arenas bring together the cellulose industry – the main vector of transformations towards a concentrated economic growth – and social and environmental movements. More than being an unambiguous reproduction of one side’s interests, the new institutions originated within the arenas reveal advances and barriers on promoting cohesion. The arenas intentionally direct governance actions towards cohesion and partly absorb the demands of the insurgent actors against the hegemonic model. Tendo em vista a \u0000crescente responsabilidade com o crescimento e o meio ambiente dos paises em \u0000desenvolvimento, este estudo analisou a relacao entre o investimento direto estrangeiro, as \u0000emissoes de CO2 per capita e a intensidade de poluentes em uma amostra ampla de paises \u0000emergentes, entre 1990 e 2014. Para tanto, estimaram-se extensoes do modelo vetorial \u0000autorregressivo (VAR), adequadas para dados em painel (PVAR), por meio de duas diferentes \u0000abordagens, o PVAR-aumentado e PVAR em diferencas. Os principais resultados revelaram \u0000que o investimento internacional impactou indiretamente sobre as emissoes de CO2 per capita, \u0000porem, houve comprovacao de efeitos beneficos sobre a intensidade. Ha indicios que somente \u0000o capital estrangeiro nao e capaz de afetar drasticamente o modelo produtivo das economias em \u0000desenvolvimento. From the detailed information of the BNDES 'performance in financing development we show its fundamental action in the industrialization process. BNDES acted as structuring agent, financing the basic industry, including steel, chemical, pulp and metallurgy, and infrastructure segments such as energy and transportation. During the period of analysis, the development bank made possible the Brazilian catching up , aiding in the internalization of activities, industrial sectors and emblematic infrastructure of the Fordist production paradigm, equating the national productive structure with the international technological frontier. Coronel","doi":"10.37423/200500986","DOIUrl":"https://doi.org/10.37423/200500986","url":null,"abstract":"O objetivo deste trabalho consistiu no exame da relacao entre variacoes cambiais e os precos de exportacao brasileiros do etanol hidratado e anidro, relacao definida como o pass-through da taxa de câmbio, tendo como referencia o periodo de marco de 2005 a fevereiro de 2019. Os dados foram coletados nos sites do Centro de Estudos Avancados em Economia Aplicada - CEPEA, Instituto de Economia Aplicada – IPEA e no Agriculture and Horticulture Development Board – AHDB. Neste sentido, fez-se uso dos instrumentais de series temporais, especialmente do Modelo Vetor de Correcao de Erros (VEC). The hypothesis is that the companies that innovate, whether through product, process and / or organizational innovations, can stand out as in the internal market as in the competition of international market. The data were descriptively analyzed and the Probit probabilistic model for the year 2011 was used to test the hypothesis. The results reveal the growth of the innovations implemented, especially by the process innovations. Understanding the relevance of the higher education internationalization and the need to insert the Brazilian northeast in this context, particularly the city of Salvador - Bahia, it unveils the process of internationalization of higher education in 46 HEIs in the city of Salvador, active until January 2019, identifying how their actions are structured promote education internationalization.
