For this, Data Envelopment Analysis (DEA) or Frontier Analysis is adopted, with variable effects at scale (BCC) oriented to the product and combined with the Malmquist Index of productivity, enabling an intertemporal analysis. CFEM's participation in municipal public expenditures was used as input and outputs (independent) were IFDM – Education, IFDM – Employment and Income and IFDM – Health.
