This paper reports results from a study conducted during the summer of 2006. The study was initiated through a joint collaboration between a large management consultancy firm and the academia, and consisted of in-depth interviews with 27 chief information officers (CIOs) from large, Swedish organizations. The purpose of this paper is to investigate the strive for legitimacy as displayed by CIOs faced with norm divergence. This is done through interviews where norm divergence is induced through the use of paradoxes. As the results show, the CIOs employed a number of different strategies for legitimizing his or her organizations' particular norm divergence, ranging from evasive maneuvers to expressions of guerilla tactics. Service management helps focus on business services in spite of the heterogeneity in the underlying IT infrastructure. Consequently, many large organizations are implementing standard IT service management guidelines, such as the ITIL. However, there is a need for an integrated methodology (independent of the business sector and underlying technologies) that would allow the development of service solutions from a business perspective. This paper presents a business-oriented 8-stage service design and management methodology that integrates total quality management techniques, such as house of quality (HoQ) Matrices to help quantify qualitative service management parameters. With the newly launched Chinese anti-money laundering regulation, this issue has drawn more and more attention from governments, financial institutions, and scholars. However, there exist many problems in the suspicious activity reports (SARs), large-value reporting, delivering and analyzing processes. In order to further enhance financial supervision efficiency, this paper aims to find out the constraints for AML business in China. After semi-structured interviews with financial institutions and government agencies, we describe the business process in China in the process of dealing with SARs and large-value reports based on theory of constraints (TOC). We then extend our research by a comprehensive field study, and find that the main constraints for financial institutions are the incapable SARs extracting system, the immature AML internal control mechanism, the changing AML administrative rules and regulations, the problematic AML motivation, the skill incapability, and the low training efficiency. As for regulation agencies, the key point that affects the efficiency is data problem and SARs analysis tools. Four different genres are used in the data set, namely, FAQ, News, E-Shopping and Personal Home Pages. The effects of the number of features used to represent the web pages (5, 20, or 100) as well as the types of attributes, <content, form, functionality>, singly and in various combinations are examined. While cell phones are becoming more like desktop computers functionally, their organization and operation are quite different in certain areas. For example, most cell phones do not contain a hard drive and rely instead on flash memory for persistent storage. Cell phones are also designed more as special-purpose appliances that perform a set of predefined tasks using proprietary embedded software, rather than general-purpose extensible systems that run common operating system software. Such differences make the application of classical computer forensic techniques difficult. Also complicating the situation is the state of the art of present day cell phone forensic tools themselves and the way in which tools are applied. To benefit from IT, micro-enterprises require specialized intervention and support. At the same time these micro-enterprises require skill sets that can translate their unique needs to IT solutions. This paper provides an IT Therapy approach to addressing micro-enterprise needs through IT. Following an action research approach to investigating micro-enterprises, this paper provides insights into how IT can bring about sustained improvements in micro-enterprises. The contribution of this paper is in guidelines of how IT can bring about development in micro-enterprises. This paper explores the impact of enterprise information systems on an organization's strategic flexibility using the existing strategy and information systems literature to develop a theoretical model. Strategic flexibility is broken down into five first order constructs: operational flexibility; human capital flexibility; information flexibility; supply chain flexibility; and financial flexibility. Within Indonesia, there is a huge disparity in e- government implementation between districts. This study presents e-government challenges and the role of political leadership in the rural district of Sragen, one of the leading districts in implementing e-government in the country. The study focuses on the supply-side of e- government, and categorises the challenges in three main areas; management, infrastructure, and human factors. This paper presents 1) a modified coordination technique that is based on Kalman filtering, derived from hierarchical state estimation; and 2) a time complexity analysis and experimental implementation to compare central, distributed, and hierarchical state estimation algorithms in terms of computation power and communication bandwidth requirements.
